CIA Cannot Admit MKULTRA Severe Torture & Abuse of Children So Keeps Records SEALED/Classified

Under the Freedom of Information Act (FOIA), I have made several requests for MKULTRA documents to the CIA, DIA, NASA and Offutt Air Force Base.

The CIA’s “Glomar Response”

One of my requests for mind control documents explicitly referred to the well-known (not uncontroversial) MKULTRA survivor Cathy O’Brien and the Satanist Lt. Col. Michael Aquino, who several survivors named as a perpetrator. While Offutt Air Force Base and NASA informed me that after a thorough search the requested documents could not be found, I received a very amazing answer from the CIA. In response to my request for all documents on mind control experiments concerning Cathy O’Brien and Michael Aquino, I was informed that the CIA had conducted a thorough review of my request and had decided, pursuant to § 3.6(a) of Executive Order 13526, that the CIA could neither confirm nor deny the existence or non-existence of such documents. The fact of the existence or non-existence of such records is itself currently classified and is intelligence sources and methods information protected from disclosure! Such an answer (called Glomar Response) suggests that the requested documents actually exist, but from the point of view of the CIA it would be too risky to admit their existence.

I appealed against the CIA’s reply. The CIA announced a decision in the appeal proceedings by April 2020. If, as a result, any documents relating to Cathy O’Brien and/or Michael Aquino are disclosed or further information is provided, I will post them here.
Status Feb. 2021: No decision by the CIA yet.
