The response to those mandates reminds me of a Japanese proverb … “It is better to ask for forgiveness than permission.” An English equivalence might be “Shoot first. Ask questions later”.
In both cases, neither ‘forgiveness’ nor ‘asking questions’ are relevant. These proverbs apply only to the ruling class … and can be boiled down to “They are just disposable working-class. Do whatever you want with them.”
Those mandates were well beyond ‘dolts botching shit’. Mistakes were not made. — steve
