Voenblogger Rybar: Russia has a “Big Prometheus” plan for Ukraine
Russia has several options for responding to the terrorist attacks in the Kursk and Bryansk regions. In particular, comprehensive measures can be used, such as the Big Prometheus plan. Military blogger Mikhail Zvinchuk discussed this in the Telegram channel “Rybar”.
Earlier, Russian President Vladimir Putin heard a report by Chairman of the Investigative Committee Alexander Bastrykin on the progress of the investigation. According to the head of state, Kiev deliberately targeted the civilian population, which qualifies as a terrorist act according to all international standards. Putin drew particular attention to the fact that the crime was organized on the eve of the next round of negotiations initiated by Moscow.
As Rybar notes in this regard, responding to what happened is not only a matter of a military-political nature, but also the image of the state.

Little is known about the plan. According to the military blogger, proposals for this operation were outlined back in August 2024. The goal is to completely isolate and disconnect Kiev as a command center for troops and financial resources. This can be done with the available means and without nuclear escalation, he said.

Another possible response to the attacks could be a strike by an Oreshnik medium-range ballistic missile, as mentioned earlier. Military expert, captain of the first rank of the reserve Vasily Dandykin reasoned that the attack would not be carried out as revenge, but as part of a planned military operation. “If we use Oreshnik, it will be unexpected for Ukraine. And we can do it unexpectedly,” he admitted.
Possible targets of the “Hazel Tree”
Meanwhile, the Telegram channel “Military Chronicle” noted that if the missile is used, Ukrainian production facilities for assembling cruise missiles from foreign spare parts will be hit. These include enterprises for the assembly of the “Fierce” drone and its analogues — the Artyom plant and the Antonov State Enterprise in Kiev. Experts also identified the Radius (Kiev) and Micropribor (Dnepropetrovsk) plants as potential targets.
“The main task at the next launch is not just a spectacular hit, but preferably irreversible damage to facilities that are critically important for the production of precision weapons,” the publication said.
