President Trump Kicks Over the Chessboard of British Geopolitics

Oct. 15 (EIRNS)—By announcing the withdrawal of U.S. troops from Syria, and an end to the Bush-Obama policy of perennial wars; by personally and movingly addressing the American people on how the hardest thing he has to do as President is bring home dead American soldiers from those wars in caskets; and above all, by directly reiterating President Eisenhower’s dramatic warning about the danger of the “military-industrial complex” that is behind the permanent wars, and that threatens to seize control of national policy for their own agenda; President Donald Trump used his Oct. 9 press conference to kick over the entire chessboard of post-war British geopolitics.

And just in time: that British system has brought the world to the brink of a financial blowout; it has orchestrated confrontations between the U.S. and Russia and China that threaten to unleash thermonuclear war; and under London’s baton the U.S. Constitution and its Presidential system is being torn asunder by the continuing faux-impeachment of President Trump.

“What Trump said [on Oct. 9] is really historic,” Helga Zepp-LaRouche asserted in her Oct. 11 weekly webcast. “Because he reverses I would say at least 50 years of paradigm shift, which followed the assassination of John F. Kennedy, which led the United States on the path of the Anglo-American unipolar world rule.”

Trump, she continued, is “bringing the U.S. back in the direction of what the U.S. was intended for, with the U.S. Constitution and the Declaration of Independence…. It is an historic game-changer of the highest strategic importance…. What Trump did in this press conference, I would actually say makes him an absolute candidate for the next Nobel Peace Prize.”

Two days later, on Oct. 11, Chinese President Xi Jinping and Indian Prime Minister Narendra Modi began a two-day informal summit in Mamallapuram, India, where they laid the basis for resolving the dangerous geopolitical disputes in Asia (including armed border incidents between their two countries, and between India and Pakistan), by rising to the higher level of the shared goals of their millenarian civilizations, and their combined 2.7 billion people. As President Xi stated to Modi, China and India should “map out a hundred-year plan for the relations from a strategic and long-term perspective.”

These two hot spots—the festering India-Pakistan dispute, and the Southwest Asian powder keg— are arguably the planet’s two most dangerous geopolitical time-bombs that the British Empire created over the last 100 years and more. And now the entire chessboard of their Great Game has been kicked over.

But when you kick over a chessboard, the pieces all go flying and things usually get messy: it’s not guaranteed that the pieces will fall back into place in a constructive fashion. That depends on putting together a new kind of game, a New Paradigm, where nations’ diverse interests are met on a higher level.

“Follow-up has to be done,” Helga Zepp-LaRouche commented, “and it has to include close cooperation between the United States and Russia…. Take the region as a whole and start putting in development, which will only be possible with the extension of the Belt and Road Initiative, which is already in the cards. China is committed to play a key role in the reconstruction of Syria—I think this has an absolute potential of turning an almost hopeless region in the very near future, into a region of development and prosperity. And then the climate for recruitment of terrorism will change, it will dry out.”

This is also the only way to prevent the looming global economic blowout. The needed bankruptcy reorganization of the entire trans-Atlantic financial system, and the science of physical economy, may be President Trump’s Achilles’ Heel—but it is also Lyndon LaRouche’s forte. The obvious solution is to bring LaRouche’s unique policies and ideas to bear, now that the chessboard has been kicked over, in order to put the world back in order on a new basis. Lyndon LaRouche must become a kind of posthumous philosophical ambassador plenipotentiary for the United States, and he must be exonerated in order to be able to fulfill that role.

THE NEW GLOBAL ECONOMIC ORDER

Strategic Dialogue between Xi and Modi Substantive, Warm, and on Highest Level

Oct. 11 (EIRNS)—India gave a warm welcome to Chinese President Xi Jinping, when he arrived in Chennai, capital of the Indian state of Tamil Nadu, on Oct. 11 for two days of meetings with Prime Minister Narendra Modi. A traditional Tamil dance greeted him on the runway; Chinese national flags hung at the airport; and crowds of young Indians welcomed him, waving little flags and shouting, “We love China!” Modi tweeted before it began: “May this Informal Summit further strengthen ties between India and China.”

This second “informal summit” of the leaders of Asia’s two giants is organized similarly to the first in April 2018 in Wuhan, China: no agreements are to be signed, no joint statement issued, no press conference to be held, leaving the two leaders free to discuss all issues they choose in one-on-one meetings in a relaxed setting, interspersed with tours of nearby historic sites. The Wuhan summit is credited with putting strategic collaboration between the “Dragon and the Elephant” back on track.

According to the summary of India heads of government n Foreign Secretary Vijay Gokhale’s briefing provided by India’s Economic Times, the two leaders held nearly five hours of discussions the first day. “They spent quality time. Most of it was one-to-one except for the half-hour at the cultural program…. President Xi said he was overwhelmed by the welcome at the airport and during his stay in Chennai.”

The two discussed various periods of close ties between the two civilizations, such as the trading links between Tamil Nadu and eastern parts of China during the Pallava and Chola dynasties of the 6th and 7th centuries.

The report on Gokhale’s briefing continued:

“Discussions over dinner stretched over 150 minutes, which was well over scheduled time. Both leaders shared their visions. President Xi said he looked to work closely with Prime Minister Modi on all issues…. There was some discussion on trade-related and economic issues, and how to enhance the trade volume and the trade value. It also included the issue of the trade deficit that exists and the unbalanced trade that exists. Some of the other topics included the challenges that both countries face on account of terrorism, that radicalization is matter of concern for both, and both would work together to see that radicalization and terrorism did not affect the fabric of our societies.”

The cultural underpinning of such real diplomacy is exemplified in Economic Times’ report on the cultural event for Xi held at the Shore Temple at Mamallapuram, where “a Tamil song hailing peace and Mahatma Gandhi was sung to the accompaniment of traditional dance….” The old Tamil classical song “Shanti nilava vendum (Let Peace Prevail)” advocates for “peace everywhere and building spiritual strength, saying it is the diktat of Mahatma Gandhi,” and promotes “lofty ideals like compassion and unity.”

Xi Proposes to Modi To ‘Map Out 100-Year Plan for the Relations’ between China and India

Oct. 13 (EIRNS)—In their just-concluded second informal summit in Mamallapuram, India, Chinese President Xi Jinping laid out to his host Narendra Modi a far-sighted perspective on how the world’s two most populous nations can lead their nations forward: “We must hold the rudder and steer the course of China-India relations, map out a hundred-year plan for the relations from a strategic and long-term perspective, inject a strong endogenous impetus into bilateral relations, and work together to realize the great rejuvenation of our two great civilizations.”

In reporting Xi’s comments, Xinhua wrote that Xi said that “China and India are the only two countries with a population of more than 1 billion, noting that maintaining and developing good relations between the two countries is China’s unwavering policy. Under the current international circumstances, the two countries shoulder increasingly important responsibilities in safeguarding global stability and promoting development, he said, adding that the next few years will be a crucial period for China and India to realize national rejuvenation and also will be a crucial period for the development of China-India relations.”

With both sides well aware of the tensions that have strained relations between the two countries recently, including armed border incidents, Xi then presented six specific proposals which Xinhua summarized as follows:

“First, Xi said, China and India need to correctly view each other’s development and enhance strategic mutual trust…. China hopes itself will develop well and wishes India the same, said the president, adding that the two countries should help each other to accomplish their respective goals and ‘brighten up’ each other.

“Second, Xi urged China and India to have timely and effective strategic communication … dispel suspicions and doubts, and properly handle differences and sensitive issues. To solve the boundary issue, the two countries should seek a solution that is fair, reasonable and acceptable to both sides, he said….

“Third, the two countries should effectively improve military and security exchanges and cooperation, Xi urged … including professional cooperation and joint training … and maintain regional security and stability, Xi said.

“Fourth, China and India should deepen pragmatic cooperation and tighten ties of interests, Xi said. The two countries should take the establishment of a high-level economic and trade dialogue mechanism as an opportunity to strengthen the alignment of their economic development strategies, and seek to build a partnership in manufacturing industry….

“Fifth, they should enrich cultural and people-to-people exchanges and consolidate the foundation of friendship Xi added that they need to support the establishment of friendly ties between China’s Fujian Province and India’s State of Tamil Nadu, as well as those between cities of Quanzhou [Fujian] and Chennai [Tamil Nadu], to write a new chapter of the Maritime Silk Road.

“Sixth, China and India should strengthen cooperation in international and regional affairs … within the framework of multilateral mechanisms including the G20, the BRICS, the Shanghai Cooperation Organization, and the China-Russia-India cooperation.”

Modi responded positively, according to Xinhua, stating that “under the current international situation filled with uncertainties, the efforts of India and China, two major ancient civilizations and developing countries, to strengthen communication, coordination and cooperation and to maintain steady development of bilateral ties bear positive and important significance to both countries and the world.”

Modi also said India “is looking forward to fully utilizing the high-level economic and trade dialogue mechanism to promote a balanced and sustainable development of bilateral trade, adding that India welcomes more Chinese enterprises to invest in its manufacturing and other industries.”

Xinhua also emphasized that “Speaking highly of Xi’s foresight and sagacity, as well as sincerity and pragmatism, Modi said India and China should not only face history, but also forge ahead to create a future, as the world peace and mankind’s progress require the two countries’ cooperation in the 21st century. Noting that he attaches great importance to the friendship with Xi, Modi said he is willing to maintain such conducive and effective strategic communication with Xi and together create a beautiful future for India-China relations. The prime minister said he is also looking forward to meeting with Xi again in China.”

Xi Jinping Recommends Rail Link Between Tibet and Nepal To Make Nepal Land-Linked

Oct. 13 (EIRNS)—During his Oct. 12-13 visit to Nepal that ended today, Chinese President Xi Jinping proposed separate deals for a rail link between Nepal and Tibet and a 28-km road tunnel which will more than halve the distance from Kathmandu to the Tibet border, saving on time and cost, an official said, Reuters reported.

A feasibility study of the trans-Himalayan railway will start immediately and China will support construction of a Kerung-Kathmandu tunnel road, Xi said in his speech. He also pledged to upgrade the Arniko Highway linking Kathmandu with Tatopani transit point—effectively shut down after the 2015 earthquakes—and open more customs points facilitating connectivity, the Himalayan Times reported.

Xi, the first Chinese President to visit Nepal in 23 years, was accorded a 21-gun salute before he inspected the Guard of Honor with President Bidhya Devi Bhandari, followed by handshakes with Vice President Nanda Bahadur Pun and Prime Minister K.P. Sharma Oli. After his meeting with Oli, Xi stated that “anyone attempting to split China will be crushed and any external force backing such attempts will be deemed by the Chinese people as pipe-dreaming,” according to Xinhua. Oli stated that Nepal “firmly supports China in safeguarding its sovereignty and territorial integrity and stands firm in upholding the one-China policy. Nepal, added Oli, will never allow any force to use its territory for separatist activities against China.”

Xi’s visit to Nepal occurred right after his meeting with Prime Minister Narendra Modi in India. An op-ed in Global Times by Long Xingchun, director of the Center for Indian Studies at China West Normal University and research fellow at the Charhar Institute, emphasized the potential for triangular relations:

“China can invite India to join China-Nepal cooperation projects and develop China-Nepal-India trilateral cooperation. This will not only enhance trust, but also increase the economic value of the cooperation projects. For example, if the three countries can cooperate in hydropower generation, Nepal’s resources, China’s funds and technology and India’s huge market can be leveraged together. As China-India strategic trust has increased, Nepal, in the middle of the two most dynamic economic powers, can use Chinese and Indian resources to promote its own development and act as a bridge linking the two nations.”

U.S. POLITICAL AND ECONOMIC

Trump Announces Partial Trade Deal with China

Oct. 11 (EIRNS)—President Donald Trump announced this afternoon from the Oval Office that a partial trade deal with China has been reached, called Phase 1. It includes, according to the President, agreements on intellectual property, financial services, agricultural purchases and agricultural structural changes, currency transparency, opening of the financial services sector in China, and more. The increase in tariffs scheduled for this month will not be implemented. China’s chief negotiator Vice Premier Liu He spoke briefly, thanking Trump for his message of congratulations on the 70th Anniversary of the P.R.C., and presenting him with a letter from President Xi Jinping. Both Trump and Liu said that the agreement was good for not only the U.S. and China, but also for the world. It is possible that Trump and Xi will meet at the APEC Summit in Chile next month, where the deal could be formally signed.

There were not any details, but here are the generalities:

 China will buy between $40-50 billion in agricultural goods. This is up from $8 billion now, and $16 billion at the highest point. Trump said this is the “largest agricultural order in history,” and that U.S. farmers better buy more land and more John Deere tractors and get busy. U.S. Trade Representative Robert Lighthizer stated that there were agreements on bio-tech issues which will facilitate U.S. products being sold in China, while the U.S. also made some changes to meet Chinese food requirements.

 On currency and intellectual property accords, there were no specifications given.

 U.S. Treasury Secretary Steve Mnuchin said he had held talks with Yi Gang governor of the People’s Bank of China, and that the financial services sector will be opened up to U.S. firms.

 On technology transfer concerns, Trump said there would be some changes made during phase 1, with more to be discussed in phase 2 and a possible phase 3.

Trump said while receiving the letter from Xi, “We knew we were going to have a successful phase 1.”

In Press Conference, Trump and Liu He Agree U.S.-China Relations Impinge on ‘World Peace’

Oct. 12 (EIRNS)—Other important aspects of the Oct. 11 press conference in the Oval Office with President Donald Trump and China’s Vice Premier Liu He:

 President Trump said he and Xi Jinping will sign the final form of the agreement reached on Friday, hopefully at the APEC meeting in Santiago, Chile on Nov. 16-17.

 Trade Representative Robert Lighthizer said that Huawei was not part of the agreement, but that it is a “separate process.”

 Trump said he “absolutely” welcomes Chinese business investments in the U.S. He hedged a bit: “We do have to be—you know, security companies and certain companies—we have to be careful with and we have to pay very close attention.  But we’re doing tremendous business with China and with Chinese businesses. It’s tailed off.  We’ve tailed it off.  We’ve purposefully tailed it off.  But that’ll start building up very quickly again.  We expect that to build up to a much bigger extent, I think, than even before.”

 On Hong Kong, President Trump did not back down from his repeated insistence that this is an issue to be dealt with by the Chinese: “We discussed Hong Kong.  And I think great progress has been made by China in Hong Kong.  And I’ve been watching.  And I actually told the Vice Premier [Liu He] it really has toned down a lot from the initial days of a number of months ago, when I saw a lot of people. And I see far fewer now. We were discussing it, and I think that’s going to take care of itself.  I actually think this deal is a great deal for the people of Hong Kong, to see what happened.  I think this is a very positive thing for Hong Kong. But … it really has deescalated a lot from the beginning, and we were discussing that.”

 On the overall importance of the trade deal, he repeated his call for the Fed to lower rates, but he also made a strategic assessment: “The China deal is much more important than the interest rates, because this has to do with more than trade; this has to do with world peace. This has to do with getting along.  This has to do with the rest of the world.  This isn’t just a deal on trade.  This has to do with a lot of friction, a lot of bad things that are happening in the world…. I think that world peace—you know, there was a lot of friction between the United States and China.  And now, it’s a lovefest.  That’s a good thing.  But that’s good for China and it’s good for us, but it’s good for the world. The Vice Premier said the same thing.  And he said it better than anybody could have said it.  He said, ‘This is a great thing for the world.’ He didn’t say ‘China’ or ‘us’; he said this is a great thing ‘for the world.’  And he’s absolutely right. Perhaps you’d like to comment on that.”

Vice Premier Liu responded: “Yes, I fully agree with you. It’s good for China.  It’s good for U.S.  But it’s also good for the whole world. Not only a treaty.  It provides peace and prosperity and development for the whole world.  I think it’s very important.”

Trump then concluded: “And, you know, talk was getting tough, rhetoric was getting tough.  We have ships and they have ships, and we have planes and they have planes.  And, you know, bad things could happen.  Stupid things could happen.  But this is a great—a great thing that’s taken place.  We have a very good bond and relationship.”

Chinese Students Help Make Our Colleges Great, Says Trump, Slams Campaign vs. China Scholars

Oct. 12 (EIRNS)—President Donald Trump, in the press conference in the Oval Office with China’s Vice Premier Liu He on yesterday, in addition to announcing the trade deal with China, also took up several crucial issues which add to his recent open battle with the decaying establishment in the U.S.

Most importantly, he was asked about the difficulty Chinese students are having with their visas to study in the U.S. Trump responded: “No, no, no, no, no, no. We’re going to be very good to Chinese students.  Nope. I’ve heard this question many times before, including from our own security people. We want all the people that want to come over from China.  We have the greatest university system in the world, and were going to keep it that way. And one of the reasons it’s great is we have a lot of students from China.”

No one can miss the point that the “security people” includes especially FBI Director Christopher Wray, who is giving J. Edgar Hoover a run for his money as leading saboteur of the American System, and should get the same treatment as Bolton, as soon as possible. Wray is running an “all-system campaign” (as he calls it) to harass, arrest, and deport Chinese and Chinese-American scientists, students, and others across the United States, and especially in thousands of universities, which have been ordered to spy on ethnic Chinese students and faculty.

Trump went on, instructing Steve Mnuchin and Bob Lighthizer, who were in the room: “No, we’re not going to make it tough. We’re going to make it like for everybody else. Okay? I think that’s important. I think, Steve, I think it’s very important, Bob, our universities are available. The world comes in. They use our universities.  We have the greatest system in the world.  And China is not going to be treated any differently. I think it’s important for you to say that, too, to the people of China.  Our system is open.  People get in based on merit.  We have incredible talent coming in from China.  They occupy a big space in our universities, and we want to keep it that way.  Okay? Because there was a false—there were false rumors going on that we were going to close the schools to China.  That is so false.  It’s just false…. I can give them my word.  I want them coming here.  We want the greatest talent in the world coming to our great universities…. And there have been discussions about that—not by me, because I ended them very quickly.  I want to let you know, I end those discussions very quickly.”

STRATEGIC WAR DANGER

President Trump Orders U.S. Troops out of Northern Syria

Oct. 13 (EIRNS)—Secretary of Defense Mark Esper, in an appearance on CBS News’ “Face the Nation” today, reported that President Donald Trump has ordered about 1,000 U.S. troops out of northern Syria. “At this point in time in the last 24 hours we learned that they [Turkey] likely intend to expand their attack further south than originally planned and to the west,” he told host Margaret Brennan. “We also have learned in the last 24 hours that the Kurdish forces, the SDF, are looking to cut a deal if you will with the Syrians and the Russians to counter-attack against the Turks in the north. And so we find ourselves, as we have American forces likely caught between two opposing advancing armies and it’s a very untenable situation. So I spoke with the President last night after discussions with the rest of the national security team and he directed that we begin a deliberate withdrawal of forces from northern Syria.”

Esper’s remarks to CBS were followed by a series of fast-breaking developments in Syria in which Kurdish officials announced that, in fact, the Syrian Democratic Forces (SDF) had reached a deal with Moscow and Damascus and, as a result, Syrian troops would be moving into Manbij, the SDF-controlled town on the west bank of the Euphrates, tonight. This was announced by the head of the Kobani military council, who told Kurdistan 24 that the SDF had reached the deal after being convinced that they had been abandoned by the U.S. “We ourselves should heal our pain,” Hassan said. “When we urged that all Kurdish [circles] should rely on our unity, no one listened. Now, we have reached an agreement with the Syrian government and the Russians. They are supposed to enter the area this evening.”

SDF commander Gen. Mazloum Abdi, in a meeting sometime between Oct. 6 and Oct. 9 with Deputy Special Envoy for the Coalition To Defeat ISIS William Roebuck, had warned that the SDF would soon be forced to go to the Russians if the U.S. could not protect the Kurds from the Turkish assault. This is reported in a document published by CNN but not yet confirmed by U.S. officials, yesterday, which it said was a readout on the meeting. “I have been holding myself back for two days from going to the press and saying America abandoned us and that I would like you to get out of our areas now so that I can invite Russian and regime planes to take over this air space,” Mazloum said according to the document. “Either you stop this bombing on our people now, or move aside so we can let in the Russians.” He concluded, “There are two forces in Syria that can stop this massacre. The United State and Russia. If you do not want to do this, then we will ask them.”

It is not clear if, in fact, the U.S. is coordinating with Russia on trying to resolve the situation in northern Syria, but it is a fact that the only way this can function is if U.S. and Russians cooperate on guaranteeing that there is a negotiated solution among all the parties with full recognition of the Assad government, by Turkey especially, and respect for the sovereignty and territorial integrity of Syria, to include full control of its entire northern border with Turkey.

Rand Paul Blasts ‘Bloodlust’ of War Party Opposing the President

Oct. 12 (EIRNS)—Over Oct. 9-10, Sen. Rand Paul tore into the “Cheney/Graham Neocon War Caucus” screaming against President Donald Trump’s decision to disengage in Syria.

He tweeted: “The Cheney/Graham neocon War Caucus wants to come back to DC and declare a war. My question for them is—who will you declare it on? Will it be our NATO allies, the Turks? Will it be Assad? Will it be Islamic rebels? Which ones? They want to keep starting endless wars in conflicts that go back hundreds of years, but what they want makes no sense….

“If we can save one American soldier from losing their life or limbs in another senseless Middle Eastern war, it is worthwhile. @realDonaldTrump knows this. Yet the bloodlust of the neocons knows no bounds.”

COLLAPSING WESTERN FINANCIAL SYSTEM

IMF Wants To Dictate Giant Carbon Tax To Crush Economies

Oct. 11 (EIRNS)—The International Monetary Fund today recommended that countries around the world place taxes on “carbon-based” production (coal, oil, natural gas, etc.), so large that they would drastically cut production and use of the energy sources on which most human economic activity still depends.

“The IMF Wants Massive Carbon Taxes To Fight Climate Change” wrote Axios in a typical headline reporting the $75/ton tax, which the Fund said should be put on fossil fuel sources of energy and uses in industry by 2030. This it claimed was necessary to keep the global temperature (in reality, the temperature graphs in computer models purporting to simulate climate) from rising by more than 2° Centigrade. The actual rise over the past 130-140 years has been approximately 0.4°C.

Since coal currently costs $45-50/ton and oil prices work out to roughly $300/ton, such a tax would destroy their production and use. They account for 60% of worldwide energy production.” But meanwhile the tax proceeds should be “redistributed to poor households,” the Fund said in its Fiscal “Monitor: How To Mitigate Climate Change” October 2019 report.

The “poor households” could perhaps then burn the currency instead of the carbon fuels—but no amount of funds would pay for fossil fuel-powered electricity not being generated.

Current carbon taxes in various countries around the world average about $2/ton.

The report was announced by the IMF’s new Managing Director, Bulgarian economist Kristalina Georgieva.

New York Fed Commits To Buying $60 Billion/Month of Treasury Bills through June 2020

Oct. 12 (EIRNS)—The New York Federal Reserve yesterday announced that it is prepared, starting Oct. 15, to buy $60 billion a month of short-term Treasury bills, continuing through the second quarter of 2020. An effusion of financial “expert” commentary described this as, “sending a clear message that the central bank is standing at the ready if markets go haywire” wrote Reuters, and it shows that the Fed is “on high alert” to money market and similar financial turmoil, said Federated Investors.

Oct. 12 (EIRNS)—Billionaire Michael Bloomberg’s franchise for the world Green Finance crowd, to shut down coal and hydrocarbon power generation, is in full swing. In 2011, he founded his “Beyond Coal” campaign, with the goal of shutting down at least one-third of U.S. coal plants. In June 2019, he founded, and chairs, the Beyond Carbon organization, to further push his de-energy campaign.

This past week Bloomberg was in Copenhagen, attending the C40 conference of the association of 40 major city mayors committed to timetables for their local government to become carbon neutral. Bloomberg is Chairman of the Board of the C40.

Rep. Alexandria Ocasio-Cortez (D-NY) likewise blew into Copenhagen to personally push the Green New Deal madness.

In Copenhagen, there are five U.S. mayors involved in the deadly Bloomberg swindle: Austin, Texas; Portland, Oregon; New York City, Seattle, and Los Angeles. They have all issued statements of support for the C40 madness, and several attended the Copenhagen event. Los Angeles Mayor Eric Garcetti will chair the C40 over 2019-2020, succeeding outgoing Mayor of Paris Anne Hidalgo Aleu.

In addition to his own anti-coal and anti-carbon campaigns, which he has funded with $1 trillion, to threaten and lure local and state governments to get in line, Bloomberg is the UN Secretary General’s Special Envoy for Climate Action. He is also in the forefront of climate “risk disclosure.” He is and remains Mark Carney’s founding chairman for Task Force on Climate-related Financial Disclosures, a hit squad established in 2015 by the Financial Stability Board when Carney was FSB chairman, aimed against targetted corporations.
