EDITORIAL

Today’s Great Moment Must Find a Great People

July 11 (EIRNS)—The startling and unexpected developments of the past weeks have brought the United States and the world towards a turning point in several closely-related struggles, or several aspects of one and the same struggle.  One aspect is to forge unity among the four great anti-imperial powers of the United States, Russia, China and India.  Now, once more, the world’s speculative, London-centered financial system trembles at the abyss of a crisis worse than that which erupted in 2007. To avert it, the late statesman and economist Lyndon LaRouche had long proposed that those four nations must join to initiate a new world system, a credit system rather than a financial system. Worthless speculative holdings will be put through bankruptcy, and fixed currency parities reintroduced. The new institution will issue large-scale low-interest credit for development projects around the world, like China’s huge Belt and Road Initiative world infrastructure program, with which 123 nations have signed cooperation agreements. The new international credit system will be inspired by Franklin Roosevelt’s design for the original Bretton Woods system, which was perverted after his death. Such a new world credit system will literally end imperialism overnight, since today’s ruling London-centered speculative financial system, which includes Wall Street, the International Monetary Fund and the like, is synonymous with imperialism; it is in fact the only imperialism which exists today.

As these four powers move into alignment, they will choke off war provocations—which are mostly British or British-aligned—and pacify war-zones.

Another aspect is the requirement that mankind push out from his home planet to explore and eventually colonize the Moon, the Solar System and beyond—what Lyndon LaRouche’s collaborator, the great German-American space scientist Krafft Ehricke, had called “the extraterrestrial imperative,” as a moral imperative. This is how Genesis 1 should be understood. Man in the image of God is not earthbound; he is universal like his Maker, and an immortal species. Since the same four powers are also the great space powers (along with Japan and others), space exploration and colonization immediately open up as a field for their collaboration.

Closely linked in, is the struggle to suppress the attempted British-directed coup d’état against the legitimately-elected U.S. President Donald Trump, which still continues despite the Mueller report’s finding of “no collusion.” As millions of Americans now understand, the foreign power which interfered in the U.S. 2016 elections and afterwards was London, not Moscow, because London knew that a President Trump would not be their willing patsy like our most recent Presidents or a Hillary Clinton, none of whom would ever dare to break from the “special relationship” with the British Empire to collaborate with Russia, China and India.  Instead, they launched never-ending foreign wars based on British lies, like former Prime Minister Tony Blair’s “dodgy dossier” on Iraqi WMD.

Now imagine the horror with which the London saw how the close cooperation between Presidents Trump and Vladimir Putin, and President Xi Jinping of China, also including India’s Prime Minister Narendra Modi, had prepared the breakthrough negotiations between President Donald Trump and North Korea’s Kim Jong Un in the DMZ. Putin had met with Kim in preparation, and Xi made a state visit to North Korea immediately before his meeting with Trump at the end of June. The process continues intensively, although the fake-news press would rather ignore it.  Meanwhile, the same four powers are trying to negotiate an eventual peace agreement in Afghanistan.

On July 4, President Trump reminded Americans and others why the American Revolution was fought, and against whom—the same British Empire. Also, millions learned from that speech, for the first time, that humanity would go to the Moon again in 2024, this time to stay, to industrialize the Moon in order to launch missions to Mars, as Lyndon LaRouche had famously forecast in his half-hour televised campaign video for the 1988 Democratic Presidential nomination, “The Woman on Mars.” On July 20, the world will celebrate the 50th anniversary of Apollo 11’s landing on the Moon, to be celebrated internationally by the Schiller Institute in this spirit.

Then, in a series of memos leaked July 7, Britain’s Ambassador to Washington, Sir Kim Darroch, revealed himself as a foe and a conspirator against the American President, and was forced to resign on July 9.

Thus, a series of sudden, unexpected events has revealed how close we are to victory in this many-sided struggle. For all those thinking back 50 years to Apollo 11, it might seem that we are near the point of realizing the plans and dreams of John Kennedy, which were aborted by his British-inspired assassination and those of his brother Bobby and Martin Luther King.

It seemed at the time that no one stepped forward to pick up the torch from those three.  In a sense, that was true—none of their immediate associates stepped forward.  But in a deeper sense, it was Lyndon LaRouche who stepped forward.  He pursued his path through a rediscovery of the scientific principles of economy, first breaking into notoriety for correctly forecasting Nixon’s 1971 destruction of the Bretton Woods system, a forecast that had earlier been derided by every “recognized” economist. LaRouche understood the Constitutional institution of the U.S. Presidency, worked within it, and ran eight Presidential campaigns.  Among other historic achievements, in 1983 he won President Ronald Reagan to what the latter called the “Strategic Defense Initiative,” as an alternative to nuclear “Mutually Assured Destruction,” and a world-development policy.

LaRouche’s proposals for the Moon-Mars mission stemmed from his Strategic Defense Initiative.

For this, LaRouche was framed and sent to prison for five years by the same British-inspired group which has tried to frame President Trump, including the same corrupt prosecutor Robert Mueller.  But prison didn’t stop him.  From prison, he conceived the plan, then called the “Productive Triangle,” which later became China’s Belt and Road Initiative which has so changed the world, bringing hope to Africa, for instance. LaRouche must be exonerated, freed from the taint of his false conviction, so that his ideas can be more widely used to secure the victory which is now within reach.

Now, today, a great moment is here, to find a great people to win this battle.

ENDING THE STRATEGIC WAR DANGER

Ryabkov Expects To Resolve START Disagreements with U.S.

July 11 (EIRNS)—Addressing the State Duma, Russian Deputy Foreign Minister Sergei Ryabkov said Russia expects that it will be able to resolve disagreements with the United States over New START (Strategic Arms Reduction Treaty). As TASS quoted him: “We expect that we will eventually succeed in resolving issues related to the Treaty’s implementation and agree with the U.S. to extend it.”

Not if National Security Adviser John Bolton can help it. In an interview with the Washington Free Beacon published on June 18, Bolton criticized the New START treaty that is due to expire in February 2021. Bolton said that it’s unlikely that New START will be extended; “there’s no decision, but I think it’s unlikely.” He claimed that most Republican senators who voted to approve New START in 2010 actually opposed the treaty, primarily because the pact has no provisions or limitations on tactical or non-strategic nuclear weapons.

At the State Duma, Ryabkov pointed out that Moscow “is interested in extending New START as much as the United States is interested in it…. If the U.S. refuses to do it, it won’t be a tragedy for us. We have ensured the country’s defense capabilities for the medium term,” Ryabkov stated.

White House Is Considering Relieving Sanctions on North Korea for 12-18 Months, Says Yonhap

July 11 (EIRNS)—South Korea’s Yonhap news agency, citing “a source close to White House deliberations on North Korea,” reported today that the United States “is considering offering a 12- to 18-month suspension of certain sanctions on North Korea in exchange for the dismantlement of its main nuclear facility and a freeze of the entire nuclear program.”

The unnamed source reportedly discussed various elements of this possible step-by-step approach with Yonhap and two other press outlets. Beyond details, the primary message delivered by the source a few days before U.S.-North Korea negotiations are expected to resume, is that the U.S. is seeking “to build trust, in a way that furthers denuclearization and sanctions relief.”

As the source told Yonhap: “The White House is open to many ideas to incentivize the North to make what they call ‘a critical first step’ on denuclearization. … Their first goal in the talks is to prove to the North that they can trust the U.S. and that Washington wants to do something historic to ensure the hostile intent of both sides is now firmly in the past.”

Midafternoon, after Yonhap’s story on this “potential offer” had been widely reported by international media without being contested, a denial came from State Department spokeswoman Morgan Ortagus. When asked, Ortagus replied: “So while we don’t preview any sort of sanctions from the podium, whether it’s adding new ones or taking them away, I will say that I did actually speak to [White House North Korea envoy] Steve Biegun about that, and he categorically denied that. He said that report is completely false, so there is no truth to that.”

North Korea Revises Its Constitution, Emphasizes Science Over Military

July 11 (EIRNS)—North Korea’s state news agency, Naenara, today published the full text of the nation’s revised Constitution. While coverage of the changes has focused on the new Constitution’s designation of the chairman of the State Affairs Commission (SAC), currently Kim Jong Un, as the official head of state, the new Constitution’s emphasis on the role of science and technology in developing the nation is revolutionary.

“Science technology power is the nation’s most important strategic resource,” the Constitution states, according to Yonhap, and it calls for increasing the share of science and technology in economic activities.

In tandem, the new Constitution also mandates that the nation “expand and develop external economic relations,” a broader concept than the previous Constitution’s mandate to “develop external trade.” And it deleted the military-first policy (“songun”) which was mandated in the preamble of the prior Constitution.

Kim Jong Un’s designation as head of state follows from the new Constitution’s statement that the chairman of the SAC, North Korea’s highest body, “represents the country.” Previously, it was the president of the Presidium of the Supreme People’s Assembly who represented the country as nominal head of state.

U.S. Envoy Khalilzad in BeijingTo Discuss Afghanistan’s Peace Process

July 11 (EIRNS)—The U.S. Special Representative for Afghanistan Reconciliation Zalmay Khalilzad tweeted from his post’s official “@U.S.4AfghanPeace” Twitter account July 9 “I had a meeting with the Taliban this morning. Headed to China now and then will return to Washington to report and consult on the #AfghanPeaceProcess.”

Khalilzad had earlier called the latest Doha round of talks with the Taliban the “most productive” yet, and they had been broadened to include a timeline for both intra-Afghan negotiations and a ceasefire. The spokesman for the Taliban’s Qatar office, Suhail Shaheen, also said in a social media post that “we are satisfied with progress & hope remaining points will be finalized soon. We have not faced major obstacle so far,” Turkey’s official Anadolu Agency reported.

U.S. Secretary of State Mike Pompeo said last month that Washington is hopeful a peace agreement to bring an end to the war can be reached before Sept. 1. Reports in Afghanistan say that both a Taliban delegation and former Afghan President Hamid Karzai had also recently visited Beijing, according to the Washington Post.

Western Media Turn Irony by Philippines President Duterte into Call for War in South China Sea

July 11 (EIRNS)—The British human rights mafia are escalating their attacks on Philippines President Rodrigo Duterte, while U.S. and British press have blaring headlines that President Duterte has called for the U.S. to send the Seventh Fleet into the South China Sea and launch war on China. This is, of course, total nonsense—another classic case of fake news.

While Duterte still enjoys massive support for his war on drugs, his participation in China’s Belt and Road, and his “Build Build Build” infrastructure program, the British “human rights” hit squads today failed to pass a call for a “formal inquiry” at the UN Human Rights Council, but pushed through (with a small minority, since many nations abstained) a resolution mandating a “review” of human rights and the war on drugs in the Philippines. It seeks for the UN High Commissioner for Human Rights Michelle Bachelet to prepare a report over the next year. The Philippines representative denounced the measure as “politically partisan and one-sided,” and warned of “far-reaching consequences.”

Meanwhile, Washington, D.C. daily The Hill headlined on July 9: “Duterte Calls for U.S. To Attack China over South China Sea Dispute,” with similar headlines in other fake-news press in the U.S. and Britain. What actually happened is that Duterte, with his typical humor and irony, responded to the small number of Filipinos demanding that Duterte confront China militarily over those islands in the South China Sea in which sovereignty is contested.

Duterte said: “If America really wants to evict China—I do not—if so, I’ll get help from them. I want the whole Seventh Fleet of the Armed Forces of the United States there. When they enter the South China Sea, I will ride there on American ships, but they have to go there first. I will invite Carpio, Del Rosario, Morales to ride with me.”

These three fellows are the loudest critics of Duterte, constantly railing against China and demanding confrontation.

Duterte added, for those who have a hard time understanding humor: “What would really result if I go there and insist on driving them out? You think China would allow itself to be bullied?”

In October 2016, shortly after his election, President Duterte visited Beijing, where they came to an agreement to put aside the issues of sovereignty in the South China Sea; and instead they worked out agreements for sharing the natural resources in the region and ensuring the peace and stability necessary to deal with the horrific state the previous Philippine regimes had left their failed economy, after the Anglo-American overthrow of the Marcos government in 1986.

THE NEW GLOBAL ECONOMIC ORDER

China Railway Group To Build Helsinki-Tallinn Tunnel

July 11 (EIRNS)—Entrepreneur Peter Vesterbacka, founder and head of FinEst Bay Area Development, announced that “this week we are signing a letter of intent with the Chinese company, [China Railway Group] CREC, the world’s largest construction company, to build the challenging undersea tunnel between the Finnish capital Helsinki and the Estonian capital Tallinn,” Global Construction Review reported yesterday. GCR wrote that Vesterbacka’s group had signed a MOU in March with China’s Touchstone Capital Partners lining up $16.8 billion for the 100 km tunnel.

Helsinki and Tallinn are separated by the Gulf of Finland. The tunnel, when completed, will link two close, but separated, parts of the European Union by removing the need of sea or air transport, or overland travel through Russia. The Helsinki-Tallinn connection is part of the EU’s Trans-European Network (TEN) North Sea-Baltic corridor, (described in the Schiller Institute Special Report, “The New Silk Road Becomes the World Land-Bridge: A Shared Future for Humanity, Volume II,” p.234.)

A standard gauge railroad track will run through the tunnel, replacing today’s two-hour ferry journeys—when weather permits—with a 20-minute high-speed rail trip.

SCIENCE AND INFRASTRUCTURE

Japanese Spacecraft Collects Underground Soil Samples from Asteroid Ryugu

July 11 (EIRNS)—The Japanese spacecraft Hayabusa2 yesterday landed on an asteroid 300 million km from Earth, collected underground mineral samples to take back to Earth, and then successfully left the asteroid, Japan Aerospace Exploration Agency (JAXA) has reported.

The New Scientist published a fascinating story today on how the spacecraft had created a landing crater for itself back in April by firing a copper bullet into the surface; Hayabusa2 then hovered 30 meters above the asteroid today, found the landing marker it had left from April, and then landing for a few seconds inside the crater, long enough “to extend its sampling tube to the ground, shoot a pinball-size bullet to crack the surface and suck up the debris that got blasted off.” On April 25, New Scientist had explained, “The bombing raid aimed to get under the surface of the asteroid and throw up particles from beneath the surface, untouched by cosmic radiation. Later, Hayabusa 2 will scoop up these samples for return to Earth.”

Today Takashi Kubota, a Hayabusa2 project member at JAXA, announced the mission “was a success, a big success. We achieved success in all scheduled procedures,” New Scientist reported. “Everything went perfectly, even better than perfect, as if Hayabusa were reading our minds,” he said.

JAXA plans to send the spacecraft, which was on its way back to the home position above the asteroid, to examine the landing site from above. Hayabusa2 is expected to leave the asteroid to return to Earth at the end of next year, with the samples set for scientific study.

Poland Goes for Nuclear Power, Seeks Help To Build First Nuclear Complex

July 11 (EIRNS)—Poland’s Energy Minister Krzysztof Tchórzewski said on July 10 the country will need substantial investments from abroad to help build the country’s first nuclear power plant complex. Tchórzewski said earlier this year the country wants a nuclear unit with generation capacity of at least 1 GW in service by 2033, with other units with up to 9 GW of capacity in total by 2043.

The decision of Poland to enter the nuclear age is long overdue. In this light, an open letter by 90 Polish academicians recently urging Germany to keep its nuclear power and rather exit from coal, to meet the ambitious emissions obligations, has some relevance.

“Investors are needed for around $30 billion, however, this money would be provided over 20 years,” Tchórzewski told reporters July 10, elaborating on Poland’s nuclear power plans. He said the Polish government estimates the total cost of its nuclear power program at about $60 billion, explaining that Poland is looking for investors abroad, in addition to the U.S., with which Warsaw has a memorandum on energy cooperation.

COLLAPSING WESTERN SYSTEM

British Empire Goes for New ‘Russiagate,’ This Time against Italy

July 11 (EIRNS)—A “Russiagate” operation has been launched from London against the Lega. Regardless of the fact that Britain has been exposed in running the Russiagate operation to overthrow U.S. President Donald Trump, the British Empire is trying the same game, again, this time through the London-based head of BuzzFeed’s European desk, Alberto Nardelli.

Nardelli, who also works for Britain’s daily Guardian and is known for having published fake news against the M5S, wrote about the existence of an audio tape allegedly revealing a deal which the head of the Russia-Lombardy Friendship Association, Lega member Gianluca Savoini, had concluded with Russian oilmen close to Putin, in order to finance the Lega’s European election campaign. Nardelli claimed that the Lega arranged for ENI to make a major oil purchase from the Russian oilmen at a 4% discount, and the difference would go to the Lega.

In January, BuzzFeed had attempted a “bombshell” exposé that Special Prosecutor Robert Mueller had evidence that President Trump had ordered his lawyer Michael Cohen to lie to Congress about a Trump Tower project for Moscow; BuzzFeed was rebutted by Mueller within 24 hours. As EIR wrote at the time, “There is the saying, traced to the Italians, ‘Fool me once, shame on you. Fool me twice, shame on me.’ ” The first time, of course, was BuzzFeed’s Jan. 10, 2017 publication of the lying Christopher Steele dirty dossier against Trump!

Now, two former Prime Ministers, Matteo Renzi and Paolo Gentiloni (who overtly backed Hillary Clinton in 2016) took the bait and demanded that Lega’s leader Matteo Salvini respond to such allegations.

Expect the Lega approval rating to go over 40% as a result.

Opinion polls already show that in the wake of the confrontation with the NGO Sea Watch ship, 59% of Italians back Interior Minister Salvini, whereas only 29% are against. Interesting is also that the majority, including many Catholics, think that the NGO is not acting from humanitarian reasons, whereas the majority who back the NGO are atheists.

The confrontation goes on, as Sea Watch Capt. Carola Rackete went to court accusing Salvini of slander today. Along with the new “Russiagate” attempt, they seem to only succeed in shooting themselves in the foot.

Outside Agencies Continue To Feed the Libyan Conflict

July 11 (EIRNS)—Outside forces are supplying rival factions in Libya with weapons, defying both the UN embargo and the recent UN Security Council resolution calling for an immediate ceasefire. Arab media report that the Tripoli forces’ recent recapturing of Gharyan, south of Tripoli, is due to a fresh weapons supply from Turkey. This explains Gen. Khalifa Haftar’s angered reaction to the banning of Turkish flights over his territory and the capture of six Turkish sailors, who were eventually released,

At the same time, the Tripoli forces claim to have found U.S.-made missiles in Gharyan, proving that Haftar forces are receiving foreign aid.

However, those missiles are Javelin rockets sold by the U.S. to France in the past, intelligence which has been confirmed by the French Defense Ministry. Paris said, however, that the missiles belonged to French troops on an anti-terrorism mission and they were damaged. But Paris did not explain how they ended up in the hands of a Libyan faction.

Since both the U.S. and Russian government have pushed for an immediate end to the conflict between the two factions, the question of who benefits from the war’s continuation points to the obvious suspect: the British Empire.

Venezuelan Mediation Talks in Barbados Termed ‘Successful’: Is a Deal in the Works?

July 11 (EIRNS)—Following the conclusion July 9 of talks in Barbados between Venezuela’s Nicolas Maduro government and the opposition, mediated by the Norwegian government, Venezuelan Communications Minister Jorge Rodriguez described the results as “successful,” although neither side is saying a word about what was discussed, as agreed beforehand.

Reports are circulating that Russian President Vladimir Putin and former Chilean President Michelle Bachelet, now head of the UN’s Human Rights Commission, played a role in pushing for the talks. Recall that on May 3, Presidents Putin and Trump discussed Venezuela by phone, and Trump at that time, countered the neo-con rants about Russia’s “propping up” the Maduro government, by stating that Putin wanted “something positive” to come out of Venezuela and otherwise wasn’t interested in “getting involved” there. Russia has consistently urged for a negotiated settlement to the crisis, free of foreign intervention.

While official sources are quiet, El Nacional reporter José Gregorio Meza, who is cited by several media, reported that the Barbados talks mapped out a plan for future elections, between February and April in 2020, in which current President Maduro would not be a candidate. A significant proportion of “Chavistas” reportedly don’t want him as a candidate, and more important, neither do the armed forces, according to the daily Al Navio. From the military’s standpoint, the possibility of civil war or military intervention, and the continued dire humanitarian crisis are too high a price to pay for continued support of Maduro.

Other issues discussed in Barbados, Meza indicated, included revamping the National Electoral Council, reincorporating Chavistas into the now opposition-run National Assembly, and eventually lifting sanctions. Hector Rodriguez, governor of Miranda state, who participated in the Barbados discussions, is said to be the likely candidate of the ruling Venezuelan Unity Socialist Party, while leaders of the four opposition parties have met and decided that Juan Guaidó—for the moment—will be their candidate, Meza reports.

The bottom line is that, as MintPress News wrote July 10, the Washington warhawks’ regime-change policy has failed, and the neo-cons’ erstwhile darling, Guaidó, has been left to his own devices. Perhaps that’s why Guaidó said, after last weekend’s meeting with European Union representative Enrique Iglesias, that “conditions exist to find an exit from the crisis.”
