Trump, Barr Move Forcefully against Coup Plotters, But Tensions with China Threaten Progress

June 2 (EIRNS)—President Donald Trump arrives in London June 3, where he has an opportunity to directly challenge the crimes of the British Imperial operatives who are now publicly exposed for their failed effort to depose the President of the United States. This crime matches earlier crimes of Perfidious Albion against the United States of America and the American System since the Revolution, including the War of 1812 and the British sponsorship of the Confederacy in the Civil War. The fact that the British Empire has carried out multiple assassinations against U.S. Presidents, including that of JFK, requires that the British intelligence operatives who directed the failed coup, including former MI6 Director Richard Dearlove and then-GCHQ Director Robert Hannigan, be publicly and loudly identified and denounced—something that Lyndon LaRouche asserted as the “factitious advantage” attained by pre-identifying the actual controller of a would-be assassin.

Trump has, after all, publicly identified the British and Five Eyes member Australia as central operatives in the attempted coup. Now, in regard to his state visit, EIR has compiled “Seven Questions and Demands President Trump Should Have for His British Hosts If Any Intelligence Relationship Is To Continue,” covered in today’s EIR Daily Alert.

Exposing the historic role of the British Empire in efforts to restore control over its former American colony has never been more urgent, nor more feasible. The American people have awakened to this reality due to the blatant British hatred—and covert actions against—the Presidency of Donald Trump. People of good will, as patriots of their respective nations, must do all within their power to help expose this evil, and end the existence of Empire and geopolitics in the world once and for all.

The urgency in this effort is seen in the escalating danger of the confrontation between China and the Trump Administration, despite Trump’s personal declaration that he wants good relations with Xi Jinping and China. Acting Secretary of Defense Patrick Shanahan, speaking at the Shangri-La Dialogue in Singapore on June 1, issued a series of lying diatribes against China, with only a few moderating statements offering cooperation. He denounced China as a “disruptive actor” challenging the “regional order,” and “the greatest threat to the vital interests of states across the region,” retailing multiple accusations from the hysterical campaign against all-things-Chinese taking place in the U.S. and the U.K. today.

The other nations of Asia, of course, do not consider China a threat, but welcome China’s rise, and the huge benefits of the new paradigm offered by the Belt and Road Initiative, despite the “instructions” from the West that they must side with the U.S. against China and avoid the “predatory economics and debt for sovereignty deals” (Shanahan’s words) coming from China.

The danger is great. Chinese Defense Minister Gen. Wei Fenghe addressed the same forum in Singapore today. He began: “Humanity is at a crossroad,” contrasting “Xi Jinping’s great vision of building a community with a shared future for mankind” to Shanahan’s attempt to restore “military blocs,” and openly attempting to “undermine the interests of others.” General Wei states: “See the world with an open and inclusive mind, and there will be friends and partners everywhere. See the world with a narrow and exclusive mind, and there are only enemies and adversaries. This is a self-fulfilling prophesy.”

China’s State Council also released today a White Paper on “China’s Position on the China-U.S. Economic and Trade Consultations.” It strongly rejects the accusations issued by U.S. trade negotiators Robert Lighthizer and Steven Mnuchin that China had reneged on agreements, or that China’s incredible progress is due solely to stealing technologies from the West. It continues: “The trade war has not ‘made America great again.’ ” Nonetheless, it urges for renewed negotiations.

The coming month, leading into the G20 meeting in Osaka on June 28-29, is a crucial moment in human history. The heads of the four great civilizations identified by Lyndon LaRouche as the “Four Powers,” will all be present—China, Russia, India and the United States (representing the distillation of the best of European civilization). Trump has indicated that he intends to meet with Vladimir Putin, Xi Jinping, and Narendra Modi at this summit. It is this grouping which LaRouche identified as the necessary minimum to constitute a New Bretton Woods conference; to establish a new global creditary system; to replace the broken London-based monetary system; and to create a new paradigm of win-win cooperation that will replace the Anglo-Dutch liberal system forever.

A Memorial for Lyndon LaRouche will be held on June 8 in New York City. There could be no more fitting action to honor his memory than for the Four Powers leaders to meet and to begin the process of forging the new paradigm. Were President Trump to announce the exoneration of Lyndon LaRouche during this auspicious month in history, the potential for that new paradigm would be much enhanced.

Seven Questions President Trump Should Ask His British Hosts for Any Intelligence Relations To Continue

June 2 (EIRNS)—President Donald Trump is leaving for his British state visit Sunday night, June 2.  Here are the Seven Questions and Demands Donald Trump should be making if the intelligence relationship between the United States and Britain is to continue.  The British, not the Russians, intervened directly in the U.S. Presidential election to defeat Donald Trump, and their House of Lords has declared that it will ensure the President’s defeat in the 2020 elections.  President Trump can blow this up by asking and demanding the following:

(1) There are two sources for determining whether the Russian GRU hacked the DNC and John Podesta in 2016 and provided the files to WikiLeaks for publication.  One is the NSA/GCHQ which would have the trace routes and internet packets of such an operation. The other is Julian Assange and his colleagues at WikiLeaks.

Britain’s General Communications Headquarters, or GCHQ, must turn over any trace route information concerning the alleged Russian hacking operations to Attorney General William Barr it has in its possession, either as a result of its own activities or the activities of any Five Eyes participant. In addition, GCHQ or other British intelligence channels must provide to Attorney General Barr any other evidence it has indicating that the Russian GRU hacked the DNC and provided the files to WikiLeaks for publication, or any evidence showing that the Russian hack, as described in the 2017 U.S. ICA assessment, or the Report of the Special Counsel, did not occur as described in that report or assessment.

According to news reports, Julian Assange is gravely ill in the British prison system and the United Nations rapporteur, Nils Melzer, has determined that he has been tortured.  I am concerned that he will be killed while in British custody because of what he knows. I demand that you undertake immediately to provide him the best medical care and ensure his physical and mental safety and report those steps publicly and to me.

(2) It has been claimed that GCHQ was surveilling my campaign as far back as 2015.  It has also been claimed that this surveillance involved every 2016 Presidential candidate other than Hillary Clinton, and that it was reported as liaison reporting.  GCHQ or other intelligence agencies of Britain must provide Attorney General Barr with all documents, files, and reports concerning surveillance of any U.S. 2016 Presidential candidate or anyone associated with 2016 U.S. Presidential campaigns, including whoever originated the surveillance and the roles of any U.S. person in such surveillance operations.

(3) The British government must provide Attorney General Barr with specifications of all relationships between the firm Hakluyt, Christopher Steele, Sir Richard Dearlove, Sir Andrew Wood, Joseph Mifsud, Stefan Halper, Orbis Business Intelligence, Fusion GPS, and/or the Integrity Initiative, to the British or Australian governments, or to NATO, and all information it has concerning the “sources” of Christopher Steele’s “dossier” on the Trump Campaign.

(4) The British government must provide Attorney General Barr with any reports which were delivered by Robert Hannigan of GCHQ to U.S. officials during the summer of 2016 concerning individuals associated with my campaign, myself or my family, or my campaign inclusive of information concerning who ordered any of these reports be produced and to whom they were produced.

(5) The British government must provide Attorney General Barr with all of its files and communications with United States or other intelligence or law enforcement agencies, U.S. Congressmen or Senators, the U.S. State Department, or individuals associated with the Hillary Clinton Presidential Campaign, concerning Donald Trump, the Trump Campaign, George Papadopoulos, Michael Flynn, Paul Manafort, Carter Page, or other individuals associated with my campaign including Steve Bannon.

(6) The British government must provide Attorney General Barr with a report concerning who in the United States the British government and its intelligence agencies or intelligence surrogates worked with in the following events and all records of the British government concerning collaboration with those individuals:

(a) the 2014 change of government and Maidan protests in Ukraine;

(b) the 2018 Skripal events in Britain;

(c) alleged chemical attacks by the Assad government in Syria;

(7) The House of Lords December 2018 report “U.K. Foreign Policy in a Shifting World Order” more or less explicitly calls for my electoral defeat in 2020.  The British government must provide Attorney General Barr with a report concerning any effort to implement this strategy including any communications with any U.S. individual, the U.S. State Department or other U.S. government or private entities, such as the Atlantic Council, or any U.S. political party.  Separately, the British government must provide a full report on any activities of the Integrity Initiative or any other British government-supported propaganda, public relations, or information management agency in the United States.

Attorney General Barr Investigating a Praetorian Guard That Believed It Was a Guardian of the People

June 1 (EIRNS)—Attorney General William Barr quietly demolished Special Counsel Robert Mueller in an interview with CBS News’ Jan Crawford which aired on May 31.

There were two main subjects in the interview:  Mueller’s claim that he could not “exonerate” the President from obstruction of justice charges, and Barr’s investigation of the origins of the coup against the President.  Barr’s announced investigation of the coup’s origins has created outright hysteria in the media and from the Obama Administration officials and intelligence chiefs who are its targets, judges who have drunk the Kool-Aid, and the foreign governments which instigated and played major roles in the coup, such as Great Britain.

William Barr said: “And look, I think if we are worried about foreign influence in the campaign, we should be because the heart of our system is the peaceful transfer of power through elections, and what gives the government legitimacy is that process. And if foreign elements can come in and affect it, that’s bad for the republic. But by the same token, it’s just as dangerous to the continuation of self-government and our republican system, that we not allow government power, law enforcement, or intelligence power to play a role in politics, to intrude into politics, and affect elections…. I mean, republics have fallen because of Praetorian Guard mentality where government officials get very arrogant, they identify the national interest with their own political preferences and they feel that anyone who has a different opinion is somehow an enemy of the state…. It’s hard to read some of the texts and not feel that there was gross bias at work, and they’re appalling….

“I think one of the ironies today is that people are saying that it’s President Trump that’s shredding our institutions. I really see no evidence of that, it is hard, and I really haven’t seen a bill of particulars as to how that’s being done. From my perspective the idea of resisting a democratically elected President and basically throwing everything at him and, you know, really changing the norms, on the grounds that we have to stop this President, that is where the shredding of our norms and our institutions is occurring.”

Barr was asked about the fact that Mueller was clearly suggesting that he was passing the obstruction charge over to the Congress to run an impeachment trial.

Barr responded: “Well, I am not sure what he was suggesting, but, you know, the Department of Justice doesn’t use our powers of investigating crimes as an adjunct to Congress. Congress is a separate branch of government, and … they have processes, we have our processes. Ours are related to the criminal justice process—we are not an extension of Congress’s investigative powers.”

Look Out! Greta Is Coming!

June 1 (EIRNS)—The now-famous victim of child-abuse, 16-year-old Greta Thunberg from Sweden, has announced that she will take a year off from school to tour the Americas starting this summer. She is scheduled to speak at the September special session on climate change at the UN, and the COP25 climate conference in Chile in December.

Since she refuses to travel by air, because of her “flight shame” movement to cut CO2 emissions from Swedes’ allegedly heavy use of commercial air travel, she will cross the ocean by ship. Of course, ships are no longer propelled by slaves rowing from the hold with oars, but have the new-fangled thing called engines, which also emit carbon dioxide, so one must ask if Thunberg plans to cross in a sailboat or a nuclear-powered military vessel. Or perhaps the British will provide some galley slaves to row the Queen Mary II across.

As for school, Thunberg said that her education can wait, because “tackling climate change is crucial.”

STRATEGIC WAR DANGER

China To Establish an ‘Unreliable Entities’ List To Protect Its Security and Oppose Unilateralism

June 1 (EIRNS)—In a May 31 press conference, Commerce Ministry spokesman Gao Feng announced that the government will shortly establish a list of “unreliable entities” as a means of opposing unilateralism and trade protectionism, and to protect the China’s national security.

Clearly meant as a response to the U.S. banning of Huawei and other punitive measures, the list, as described by Gao, will include “foreign enterprises, organizations and individuals that do not comply with market rules, violate the spirit of contract, block or cut supplies to Chinese firms with non-commercial purposes, and seriously damage the legitimate rights and interests of Chinese enterprises.” More specific measures will be announced in the near future, he said. It was reported elsewhere that FedEx is under investigation after it delivered packages addressed to Huawei to a site in the U.S.

Acting U.S. Defense Secretary Shanahan Attacks China at Shangri-La Dialogue

June 1 (EIRNS)—While adding in a few “softening” statements, Acting Secretary of Defense Patrick Shanahan’s speech to the IISS-sponsored Shangri-La Dialogue in Singapore Saturday was a lying diatribe against China. Some of the attacks were, as usual, totally hypocritical, sounding more like descriptions of Anglo-American policies at their worst. China is trying to undermine the “Free and Open Indo-Pacific,” he claimed, while the U.S. is the friend of all the Asian countries in standing up to the threat from China.

Some excerpts of Shanahan’s speech:

“This region has experienced an unprecedented 70 years of relative peace and rising prosperity, supported by steady American engagement in all spheres. However, some in our region are choosing to act contrary to the principles and norms that have benefitted us all….

“Acknowledging those actions is not enough; we also need to extrapolate the trend line and recognize the likely future we arrive at if we do not act to call out disruptive actors and take a stand against the challenges to regional order….

“Perhaps the greatest long-term threat to the vital interests of states across this region comes from actors who seek to undermine, rather than uphold, the rules-based international order.

“These actors undermine the system by using indirect, incremental actions and rhetorical devices to exploit others economically and diplomatically, and coerce them militarily….

“We see this manifested in a range of behaviors and activities throughout the Indo-Pacific, ‘a toolkit of coercion,’ to include:

 Deploying advanced weapons systems to militarize disputed areas, destabilizing the peaceful status quo by threatening the use of force to compel rivals into conceding claims; …

 Engaging in predatory economics and debt for sovereignty deals, lubricated by corruption, which take advantage of pressing economic needs to structure unequal bargains that disproportionately benefit one party; and,

 Promoting state-sponsored theft of other nations military and civilian technology….

“We can’t wish away reality or continue to look the other way as countries use friendly rhetoric to distract from unfriendly acts. Now is the time to call out the mismatch between words and deeds by some in the region and encourage them to work constructively and transparently toward a positive future….

“We cooperate with China where we have an alignment of interests, from military-to-military dialogue to develop risk reduction measures, to tackling transnational threats such as counterpiracy, to enforcing UN sanctions on North Korea.

“China can and should have a cooperative relationship with the rest of the region, too. But behavior that erodes other nations’ sovereignty and sows distrust of China’s intentions must end.

“Until it does, we stand against a myopic, narrow, and parochial vision of the future, and we stand for the free and open order that has benefitted us all—including China….” [Emphasis in original.]

China’s Minister of Defense Gen. Wei Fenghe Issues Strong Warning to U.S. in Singapore

June 2 (EIRNS)—Gen. Wei Fenghe, State Councilor and Minister of National Defense, spoke Sunday at the Shangri-La Dialogue in Singapore, strongly defending China against the massive anti-China campaign, and issuing a strong warning to the U.S. to end the attack and join forces with China for mutual benefit.

He asked four questions:

“1. First, which should we choose, peace and development or conflict and confrontation?… What is the cause for regional wars and conflicts, the spread of terrorism, the chaos in the Middle East and the refugee crisis in Europe? Who are behind all these and what is the root cause? These are the questions to be reflected on. Some deliberately create division and hostility, provoke confrontation, meddle with regional affairs, interfere in internal affairs of others, and frequently resort to arms. Whose interests on earth do they serve and whose do they harm?

“2. Which should we choose, openness and inclusiveness or isolation and exclusiveness? See the world with an open and inclusive mind, and there will be friends and partners everywhere. See the world with a narrow and exclusive mind, and there are only enemies and adversaries. This is a self-fulfilling prophecy….

“3. Which should we choose, win-win cooperation or zero-sum game? Win-win cooperation makes the pie bigger and brings more benefits to all. However, zero-sum game makes no winner and harms the interests of both sides. Currently, over 150 countries and international organizations have proactively joined China’s Belt and Road Initiative…. People can tell what is right.

“4. Which should we choose, mutual learning among civilizations or arrogance and prejudice? A few days ago, China successfully hosted the Conference on Dialogue of Asian Civilizations. We believe that human civilizations are and should be colorful, equal, inclusive and willing to learn from each other. Not a single civilization should be worshiped or belittled.”

The Chinese people, he said “know only too well the value of peace and cruelty and destructiveness of war.” He said that the “China threat theory” is due to “misunderstanding, prejudice, or even a hidden agenda.”

On foreign policy he distinguished China from the “conditionalities” policies of the imperial powers: “China understands and respects the sovereignty, independence and territorial integrity of all countries, and supports the social systems and development paths they independently choose. China is not able to progress in isolation from the rest of the world; the world also needs China to prosper.”

Former MI6 Chief, Anti-Trump Mastermind Dearlove Jumps to Front of Anti-China Campaign

May 31 (EIRNS)—None other than former MI6 director Sir Richard Dearlove is taking the point in pushing for confrontation with China, just as he has been doing against Iran, and as he did in orchestrating the weapons of mass destruction lies used to justify the invasion, occupation and destruction of Iraq carried out by Bush, Cheney, and Tony Blair. Dearlove, as chief of the Secret Intelligence Service (MI6) chief under then Prime Minister Blair, was the purported author of the infamous “Downing Street Memorandum,” used to justify sending the United States into that war.

Dearlove also sits at the center of the “Russiagate” hoax against candidate and then President Donald Trump, which aimed to provoke confrontation between the United States and Russia, as EIR has documented.

Dearlove authored a foreword to a diatribe against China by the Henry Jackson Society in London. It is a red-baiting rant, from his opening statement that “the greater part of my 38-year career in the British Intelligence and Security Community was defined by meeting the threat to the U.K.’s national security from Communist states,” to his assertion that the Communist State of the People’s Republic of China uses Huawei “not only to control its own population (to an extreme and growing degree) but it also conducts remotely aggressive intelligence gather operations on a global scale.” What’s his proof? That’s what communists do: “a simple statement of fact.”

On such grounds, the U.K. has to “blackball Huawei,” and not “worry about giving offence to China” or “be influenced by the threat of the economic cost.”

U.S. Forces CGTN To Register as Foreign Agents—Then Rescinds Its Congressional Press Credentials!

June 2 (EIRNS)—China Global Television Network (CGTN) has been denied passes to the U.S. Congress, reports the South China Morning Post. This follows the Justice Department’s demand that it register as “foreign agents” (a requirement imposed on no other state news services other than from Russia), and then declaring that foreign agents are not allowed in the Congress.

The Radio and Television Correspondents Association (RTCA) Chairman Paul Orgel said: “We’re taking action based on the guidelines that we have, the mission that we have, and the rules of the gallery clearly state that if you are a foreign agent, you cannot have credentials. Foreign agents are not allowed access to the U.S. Congress.”  In November 2017, RTCA similarly stripped RT of its credentials to report in Congress, although the State Department had informed RT that other foreign media had registered as foreign agents, and retained Congressional accreditation, citing Japan’s NHK as an example.

Xinhua retains its Senate press gallery credentials, SCMP reports, because they have not filed under the Foreign Agents Registration Act (FARA). It is not clear if the DOJ intends to force Xinhua to register.

SCMP writes: “Journalists without Congressional press credentials, however, can still cover public hearings held in the office buildings of lawmakers, such as the Rayburn House Office Building across from the Capitol building. They can also report from within the Capitol building if they are invited by lawmakers to do so.”

CGTN employees expressed concern that other government agencies, such as the State Department and the White House, may also exclude them. CGTN America, the Washington bureau for China Central Television (CCTV), employs about 180 people, and has an audience of 30 million U.S. households.

ECONOMY

Trump Imposes New Round of Tariffs on Mexican Imports To Stop Illegal Immigration

May 31 (EIRNS)—In a surprise announcement last night, President Donald Trump slapped a 5% tariff on all U.S. imports from Mexico beginning June 10, which will rise by an additional 5% per month until it reaches 25% on Oct. 1, 2019, unless and until “the illegal migration crisis is alleviated through effective actions taken by Mexico, to be determined in our sole discretion.” The White House statement asserted that the crisis at the border is due to “Mexico’s passive cooperation in allowing this mass incursion,” and that “Mexico could quickly and easily stop illegal aliens from coming through its southern border with Guatemala.”

The statement also said that if the tariffs remained in place, “companies located in Mexico may start moving back to the United States to make their products and goods…. Tariffs will produce a massive return of jobs back to American cities and towns.” In subsequent tweets Trump also stated that “the Tariff is about stopping drugs as well as illegals,” placing the blame for that scourge on Mexico as well.

Amid the sound and fury over U.S.-Mexican trade, the following reality should be reported: In 2018, Mexico exported $346.5 billion in goods to the United States and imported $265 billion from the U.S., for a goods surplus of about $82 billion, according to official statistics from the U.S. Trade Representative. Of Mexico’s exports to the U.S., a whopping $280 billion—81% of the total—came from the maquiladora sweatshops owned by U.S. companies, along the border with the United States. As EIR has documented for decades, these in-bond assembly plants import raw materials and parts principally from the U.S.; use cheap Mexican labor (principally young women), cheap Mexican electricity, and cheap Mexican water to assemble the products; and then re-export the finished products back to the United States.

Lyndon LaRouche described this maquiladora looting process, designed by Wall Street and the City of London, and codified under NAFTA, as an “Auschwitz south of the border,” which both destroyed U.S. manufacturing jobs and wrecked the Mexican economy at the same time. The maquiladoras operate as a virtual foreign enclave on Mexican soil, while employing two out of every ten employed Mexicans.

THE NEW GLOBAL ECONOMIC ORDER

Mahathir Affirms There Is No Evidence that Russia Downed MH17 Commercial Airliner

June 1 (EIRNS)—Prime Minister Mahathir Mohamad, speaking at the Japanese Foreign Correspondents Club on May 30, said that the Dutch-led Joint Investigation Team (JIT) which had asserted that Russia launched the missile that shot down Malaysia’s MH17 over Ukraine in 2014, had no evidence to reach that conclusion. MH17 was a Malaysian Airlines commercial flight to Kuala Lumpur, that originated in Amsterdam, hence the Dutch government involvement.  Mahathir was skeptical that anyone involved with the Russian military could have launched the missile that brought down the aircraft: “I don’t think a very highly disciplined party is responsible for launching the missile,” he said, since they would have recognized it was a commercial aircraft. “They are accusing Russia, but where is the evidence? We know the missile that brought down the plane is a Russian type missile, but it could also be made in Ukraine.”

Mahathir said that the finding was political, that the investigation by the JIT had “barred Russia from participating in the investigation, but involved the government of Ukraine.” Although Malaysia is also a member of JIT, and it was a Malaysian aircraft, Mahathir reported that officials from Malaysia were blocked from examining the plane’s flight recorders. “For some reason, Malaysia was not allowed to check the black box to see what happened,” he said. “We don’t know why we are excluded from the examination but from the very beginning, we see too much politics in it. This is not a neutral kind of examination.”

RT, in reporting on Mahathir’s speech, wrote that Russia made public evidence ignored by the JIT, including that the serial number of the missile that allegedly struck MH17, showing that it was manufactured in the Soviet Union in 1986 and was in the arsenal of the Ukrainian army at the time of the missile strike, which killed all 283 passengers and 15 crew on board.

African Union Signs Memorandum of Understanding with Huawei

June 2 (EIRNS)—Huawei announced on May 31 that they had signed a three-year MOU to “improve the technical expertise of the African Union (AU) and to cooperate on key issues related to information and communication technologies,” according to Quartz Africa. Huawei and the AU will partner to strengthen sectors including the internet, cloud computing, broadband, 5G networks, artificial intelligence, and cybersecurity, while also providing training for young people.

Since an MOU signed in 2015, people from across the AU have been hosted on tours to Huawei training centers in China.

While the China-bashers in the U.S. are warning countries against Huawei spying on people, China is “trying to improve its competitive advantage in the continent,” Quartz Africa reports. “The company is already one of the biggest phone brands operating in Africa, coming just behind China’s Transsion and South Korea’s Samsung in the smartphone space. Since starting its operations in Kenya in 1998, it has used a blend of pricing, customer service, brand awareness, and a vision to bridge the digital divide to penetrate the African market. Huawei has also reportedly built about 70% of Africa’s 4G networks, vastly outpacing competitors in the demand not just for internet but for improved and faster connectivity.”

“Under this agreement, we are pleased to consolidate our existing partnership with Huawei, a leading group in the fields of innovation and technological research,” Thomas Kwesi Quartey, the deputy chairperson of the AU Commission said. “It is essential that we work closely with our partners to meet the digital transformation challenges of Africa.”

New Soyuz-5 Carrier Rocket Built To Capture Global Market, Says Roscosmos Director Rogozin

June 2 (EIRNS)—A powerful engine and an affordable price will allow the Soyuz-5 carrier rocket, currently being developed by Moscow, to outperform other space-launching nations, despite sanctions and trickery, Roscosmos director Dmitry Rogozin said, reported to RT on May 31.

The new rocket will be aimed at “capturing the [global] commercial market,” he told reporters. The construction of the two-stage Soyuz-5 launcher started in 2016. It is supposed to serve as the base of a Russian prospective super-heavy rocket, set to take the Russian spacecraft to orbit and deliver a team of four people and cargo to the Moon, as well as to space stations in low-Earth orbit.
