From Strangelove to Dearlove: The U.S. Is Conducting War, But the President Cannot Know About It

June 16 (EIRNS)—Does the President of the United States, or Her Majesty’s Secret Service and her Tory accomplices, hold the power to launch cyberwar, and even thermonuclear war?

Multiple news outlets followed the New York Times report of June 15 with stories proclaiming that the Pentagon’s U.S. Cyber Command has expanded offensive cyber attacks on Russia’s power grid and other infrastructure targets. At a Wall Street Journal seminar on Tuesday, June 11, the loud-mouthed warmonger, National Security Adviser John Bolton,proclaimed that this expanded warfare regime was in existence. This was followed by the Times story reported Saturday citing sources within the U.S. Cyber Command and the National Security Council. All the stories proclaim that President Donald Trump has not been briefed on this and that information concerning these warfare measures is deliberately being kept from him because he might countermand it. It appears to be part of a concerted strategy by the intelligence community, taking orders from the City of London and Wall Street’s financial houses, to lure the President into the wars which will ensure his electoral defeat while risking the human race in the process. It follows the recent drumbeat for attacks on Iran based on their alleged attacks on oil tankers in the Gulf attacks which most nations don’t believe can be attributed to Iran. Most nations, that is, other than the mad British Empire and their intelligence warriors in the United States.

The same intelligence community apparatus involved in the 2016 attempt to illegally secure the U.S. election for Hillary Clinton and to destroy the Trump Presidency, is behind these maneuvers for war. Their exposure has been put prominently on the agenda by Attorney General William Barr who is investigating their crimes.

According to the Times, U.S. cyber warfare has been targeted at the Russians since 2012, but has recently become more aggressive. TheWashington Post reported that President Obama conducted the first stage of this dangerous escalation, shortly before leaving office, in response to the alleged Russian hacking of the Democratic National Committee and John Podesta.

But it would be naïve to accept the time-lines and “intelligence leaks” being offered to the credulous by fake news media. Since it became irrefutably clear as of April 1, 2009, that Barack Obama’s presidency was in the service of Her Majesty the Queen, why should the Russiagate fable be not itself seen as part of a British cyberwarfare attack, launched within that Obama Administration not only on Russia, but on the United States presidency and population?

Last year, Congress sneaked a new provision into the National Defense Authorization Act, according to the Times, which gives the Pentagon’s Cyber Command the ability to conduct cyber strikes without informing the President. General Paul M. Nakasone, who now heads the Cyber Command and the NSA, is described as a proponent of aggressive offensive cyberwar. The Times says that now the American strategy has shifted more toward offense, with the placement of potentially crippling malware inside the Russian system at a depth and with an aggressiveness that had never been tried before. It is intended partly as a warning, and partly to be poised to conduct cyberstrikes if a major conflict broke out between Washington and Moscow. It should also be remembered that the mad preventive war doctrine “Prompt Global Strike” discusses advanced cyber warfare techniques to be deployed in a first strike capacity against Russia to win thermonuclear war.

President Trump responded to the Times story with tweets saying it was treason and not true. All of the coverage of this story, in the New York Times and elsewhere, stresses that this is being kept from President Trump for fear that he might not allow it to go forward or that he might tell the Russians about it. As the Times story itself says, the aggressiveness of this strategy could have incalculable results, just as in nuclear warfare escalation.

Recent visitors to Moscow have found almost universal agreement that nuclear war with the UnitedStates is becoming inevitable. This is the latest manifestation of the ongoing and very treasonous coup taking place against Donald Trump because of his vow to end imperial wars conducted in the name of the United States and it is, perhaps, the most dangerous.

In Stanley Kubrick’s 1964 satire “Dr. Strangelove,” the President of the United States, suddenly informed that there is a nuclear attack upon the Soviet Union underway without his knowledge or permission, is told by a general that a complex series of special memoranda signed into law have actually allowed Col. Jack Ripper, a Strategic Air Command base commander, to launch World War III. It was thought better to keep the President uninformed about this, as JFK had infamously been uninformed about the Bay of Pigs invasion in Cuba, which one year later was the scene of the 1962 Cuban Missile Crisis.

The shadowy Dr. Strangelove was a paragon of sanity next to Sir Richard Dearlove, Robert Hannigan, and their American lunkhead collaborators Bolton, Brennan, Clapper, Comey, et al. Each Trump-initiated peace effort—North Korea, the Syrian pull-out, negotiations with Russia—has been sabotaged. As a result, where are we now?

Remember when on Tuesday, Jan. 3, 2017, Senate Minority Leader Chuck Schumer, speaking with MSNBC host and Rachel Maddow, warned a newly-elected Donald Trump: “Let me tell you: You take on the intelligence community—they have six ways from Sunday at getting back at you.” Maddow had in May 2016 compared the wacky idea of Trump ever getting elected President to the even more wacky success of Lyndon LaRouche in Illinois in 1986. She and others deployed on behalf of the extended British intelligence fake news that has, by keeping the Russiagate lie against the President alive, now led us, despite that President’s intentions, to the abyss of strategic miscalculation.

The attack against LaRouche is not extraneous, but central to British Empire grand strategy against the Presidency.

How the President, under persistent attack, responds to these actions, which could lead to nuclear Armageddon, is one thing. Hopefully, he will fire all those involved and seek a new strategic agreement on all fronts with Russia and China.

To send a clear signal to Russia, China, and to the true friends of United States, the exoneration of Lyndon LaRouche may be the best, if not the only means for reestablishing the trust among nations that is the prerequisite to ensuring the survival of the human race.

Trump Blasts New York Times Report of U.S. Cyberattack on Russia as ‘Virtual Treason’

June 16 (EIRNS)—President Donald Trump accused the New York Times of a “virtual act of treason,” following its report that the U.S. is ramping up cyberattacks on Russia’s power grid, Daniel Chaitin reported late yesterday in the Washington Examiner. Saturday night, June 15, President Trump named the pompous New York Times “THE ENEMY OF THE PEOPLE!” for emphasis.

He elaborated in a two-part tweet  June 15: “Do you believe that the Failing New York Times just did a story stating that the United States is substantially increasing Cyber Attacks on Russia. This is a virtual act of Treason by a once great paper so desperate for a story, any story, even if bad for our Country… ALSO, NOT TRUE! Anything goes with our Corrupt News Media today. They will do, or say, whatever it takes, with not even the slightest thought of consequence! These are true cowards and without doubt, THE ENEMY OF THE PEOPLE!”

Astonishingly, administration officials—specifically, in John Bolton’s National Security Council—colluded with the New York Times on the story, while not briefing the President.

This decision to hide a potential war provocation from the U.S. President occurred as Russian President Vladimir Putin, in a June 13 interview, warned, “Unfortunately, … our relations with the U.S.—they are in fact deteriorating, getting worse by the hour.”

Earlier Saturday afternoon, Chaitin reports, Trump tweeted the “The Corrupt News Media is totally out of control—they have given up and don’t even care anymore.” He said that the Times’ communications team responded by tweeting, “Accusing the press of treason is dangerous. We described the article to the government before publication. As our story notes, President Trump’s own national security officials said there were no concerns.”

The warning strike, wrote Chaitin was authorized by the U.S. Cyber Command, which was granted extended authority to conduct cyber “clandestine military activity” in order to “deter, safeguard, or defend against cyber attacks” against the United States last year by Trump and Congress.

However, Chaitin reports that Trump Administration officials did not brief the President on the “implants” inside the Russian power grid! Pentagon and intelligence officials told the Washington Examinerthat that they were concerned about keeping Trump apprised of the “cyber salvo against Russia for fear of how he might react,” wrote Chaitin.

Over 600 U.S. Companies Send Letter to Trump Seeking To End Trade Dispute with China

June 14 (EIRNS)—In a June 13 letter, 661 U.S. companies urged President Donald Trump, and his U.S. Trade Representative Robert Lighthizer, Treasury Secretary Steven Mnuchin, and Commerce Secretary Wilbur Ross to resolve the trade dispute with China, saying tariffs are hurting American businesses and consumers. This letter is the latest of many sent to the Trump Administration by “Tariffs Hurt the Heartland,” the national campaign against tariffs supported by more than 150 trade groups representing agriculture, manufacturing, retail and tech industries, Reuters reported today.

The letter also said that whereas “We agree that our trading partners must abide by global trade rules. … We believe this goal can be achieved without taxing Americans.” Broad tariffs are ineffective, the letter said, and “We know firsthand that the additional tariffs will have a significant, negative and long-term impact on American businesses, farmers, families and the U.S. economy.”

Tariffs Hurt the Heartland commissioned a report in February that showed the U.S. tariffs and China’s retaliation would lead to the loss of more than 2 million U.S. jobs, increase costs for the average American family by almost $2,300, and cut U.S. GDP.

STRATEGIC WAR DANGER

Britain To Aim Its Special Forces at Russia

June 15 (EIRNS)—Now that the war on terrorism is “winding down,” Britain’s special forces, made up of the Special Air Service, Special Boat Service and Special Reconnaissance Regiment, are to be turned on Russia under a plan now being considered by government ministers, called “Special Operations Concept.” According to a report in the Guardian, underlying the plan is a belief that the nature of modern warfare is changing, with less emphasis on conventional military action and instead a shift towards a more subtle conflict between nation-states. Last week, the Guardian reports, Gen. Sir Mark Carleton-Smith, the Chief of the Army General Staff, talked about the emerging thinking in British circles, saying that peace and war were “two increasingly redundant states.” In a clear reference to Russia, Carleton-Smith claimed authoritarian regimes were “exploiting the hybrid space that exists in between” disinformation, subversion or cyber where lives may not immediately be at stake, but economies, livelihoods and ways of thinking are.

The story of the redirection of the special forces was first broken on June 13 by BBC correspondent Mark Urban.

The Russian Embassy in London found these media reports alarming. “Of course, it’s hard for us to say how reliable this information is and how it corresponds with real tasks of the U.K. armed forces. However, if it is true, this decision appears to be, firstly, erroneous and, secondly, questionable as far as London’s compliance with its international obligations is concerned,” the embassy was quoted by TASS.

“In fact, this would mean that U.K. defense agencies are paving the way for removing the existing restrictions imposed by the international law and to claim the right to carry out military operations beyond the limits of self-defense, which constitutes a direct breach of the UN Charter,” the embassy said. “This would not just become a yet another step towards deliberately destroying the world order based on the international law, but also create major risks of those ‘hybrid’ operations evolving into full-fledged armed conflicts as a result of various coincidences and misunderstandings.”

Baltimore Sun Covers LaRouche Activist, ‘Snub of Russia on D-Day a Worrisome Omission’

June 14 (EIRNS)—The Baltimore Sun on June 10 posted a letter by LaRouche activist Doug Mallouk, criticizing the exclusion of Russia from the 75th anniversary of D-Day commemorations in France, and the Sun’s coverage. Run under the headline, “Snub of Russia on D-Day a Worrisome Omission,” Mallouk states, “By making the outrageous decision to pointedly snub, to un-invite Russian President Vladimir Putin, the leader of the nation that did the most (by far) to crush the Wehrmacht, they dishonored no one so much as themselves.

“The pathetic rationale for that insult, reported in the Baltimore Sun(‘World Leaders Honor D-Day Veterans,’ June 6), is that ‘Russia was not involved in D-Day.’ Excuse me? What made the Normandy landing plan even thinkable as a strategy was the fact that the then-Soviet Union was tying down, pushing back the overwhelming bulk of Hitler’s troops on a battlefront 1,500 miles away.”

THE NEW GLOBAL ECONOMIC ORDER

At SCO Summit, Modi Announces G20 Meeting of India, Russia, and China To Plan Collaboration

June 14 (EIRNS)—One of the more striking aspects of today’s 19th Leaders’ Summit of the Shanghai Cooperation Organization (SCO) in Bishkek, Kyrgyzstan was the announcement by Indian Prime Minister Narendra Modi that he, Russian President Vladimir Putin and Chinese President Xi Jinping will meet at on the sidelines of June 28-29 G20 summit in Osaka, Japan.

Following Modi’s meeting with President Vladimir Putin, Indian Foreign Minister Vijay Gokhale confirmed that their meeting was planned, and RT quoted Modi saying “I hope we’ll soon get together in Japan. I also think that we should hold talks in the RIC (Russia-India-China) format there,” stating that such trilateral meetings should also be held on other international platforms. The Russia-India-China format had first been dubbed the “strategic triangle” by then Russian Prime Minister Yevgeni Primakov in December 1999.

Gokhale also reported that at President Putin’s invitation, Modi will attend the early-September meeting of the Eastern Economic Forum in Vladivostok, as Putin’s special guest—an invitation Modi warmly accepted. Modi and Putin held a very cordial bilateral meeting, as did Modi and Xi Jinping.

The SCO summit was characterized by many bilateral and trilateral meetings among attending leaders, to discuss greater economic, security and trade cooperation.

Among the many topics he touched on in his speech to the plenary session, President Putin emphasized the fact that Afghanistan “requires special attention,” and that the SCO intends to expand its “security, economic and humanitarian cooperation” with that nation. He hailed the successes in eliminating international terrorism in Syria, and announced a renewed emphasis on “deepening the mutually beneficial economic ties among the SCO member states,” with projects in trade, industry, energy, infrastructure, science and technology.

Putin stressed the SCO’s efforts to “combine the integration processes being developed in Eurasia,” pointing to the “promising potential in integrating the Eurasian Economic Union with China’s Belt and Road project with a future aim of building a larger Eurasian partnership.” This meshed nicely with Xi Jinping’s call on SCO countries to “implement the agreements reached at the Second Belt and Road Forum for International Cooperation,” that took place April 25-27 in Beijing.

Mexico Moving for Regional Development, as Ebrard Urges for International Community To Help

June 14 (EIRNS)—Speaking today at Mexican President Andrés Manuel López Obrador’s daily press conference, Foreign Minister Marcelo Ebrard gave an upbeat briefing on the government’s progress  in implementing the terms of last week’s agreement with the Trump Administration, and most importantly, in moving into implementation of the regional development program for southern Mexico and northern Central America that was presented on May 20.

Also present at the briefing were governors of the five Mexican states that border on Central America, all of whom expressed their wholehearted support for the government’s program and are prepared to do what it takes to ensure its success.

This is an urgent issue, Ebrard said. From day one, Mexico said that the real issue is development, and “we’re going to show that we can do this, and that it can be done in the short term … that it doesn’t have to be a long-term idea, but that it can also be done in the short term.”

Mexico is taking the necessary steps to deal with the increasing influx of Central American migrants at the southern border, he said, increasing personnel at the National Immigration Institute, and completing within a few days the deployment of 6,000 National Guardsmen to Mexico’s border with Guatemala.

Ebrard also announced that a workinggroup is already in place, with representatives of El Salvador, Guatemala and Honduras, as well as of many other state agencies to get the regional development program underway by next week. Several UN agencies are going to participate as well, he said.

Money to finance this is an issue. Speaking from Veracruz yesterday, Ebrard said that the deal signed with the U.S. included the U.S. commitment to provide $5.8 billion for Central American development projects and $2 billion more for southern Mexico, but there has been no confirmation from Washington on this. Ebrard emphasized that, “this isn’t just a Mexican issue, or about El Salvador, Guatemala and Honduras. We’re talking about one of the largest migratory flows in the world. So, if we want to have a different migration policy in the world, we have to make common cause.” The international community must rally, he said. “There were many voices we didn’t hear from during the days Mexico was so pressured on the issue of threatened U.S. tariffs, he said. “We hope they won’t be absent in the coming weeks, now that we’re going to implement this action plan right away.”

Ebrard warned that criminal gangs pocket up to $6 billion a year trafficking in immigrants. Children are particularly victimized, he said. Some are actually “rented out” to families who are told they have a better chance to getting into the U.S. if they have a child. “Now, it’s up to all of us to dismantle that traffic. This is child slavery, the slavery of minors. It must be stopped,” he said.

LaRouche PAC, Schiller Institute To Release Videos on Lyndon LaRouche’s Role in Current History

June 16 (EIRNS)—The LaRouche Political Action Committee will release a videotape on June 21 capturing the drama of the Aug. 31-Sept. 1, 1995 hearings of the Independent Hears on Misconduct by the Department of Justice, on the prosecutions of Lyndon LaRouche. The hearings were led by veterans of the Civil Rights Movement in the United States; its hearings form—today—the evidence that LaRouche’s case, including his Federal conviction, must be reopened, and lead to his exoneration.

LaRouche was the foremost adversary, worldwide, of the British imperial financial and intelligence centers which persecuted him for decades, and today have been working to force President Donald Trump from office or into permanent warfare outside his control.

It is critical, therefore, that if Trump is persuaded to intervene for the exoneration of LaRouche, that will be a more powerful action against the President’s British intelligence enemies, than any other action he could take.

Moreover, the Schiller Institute plans to release on the same day, June 21, a video recording of the profound memorial, “The Triumph of Lyndon H. LaRouche, Jr.,” for Lyndon LaRouche which it held in New York City June 8. The two new videos can be used to turn the spirit of that memorial into a stronger and higher-level campaign for Lyndon LaRouche’s exoneration, if they are circulated in a multiplying, spreading way through networks of his activists and supporters, newer contacts and those who have already called for him to be exonerated.

‘Swelling U.S. Corporate Debt Raises Risk of Global Meltdown’

June 16 (EIRNS)—Under this headline, Nikkei Asian Review on June 16 cited the IMF in its Global Financial Stability Report 2019: “The U.S. corporate credit cycle appears to be at its highest point in recent history. The indicators show corporate debt is skewed toward lower-rated issuers, with leverage being close to cycle highs.” Corporate debt levels are “even higher than the peak points during the tech bubble and the housing bubble.”

SCIENCE AND INFRASTRUCTURE

Macri Taking Down Argentine Nuclear Power Mirrors Morgenthau Plan To Deindustrialize Germany

June 15 (EIRNS)—Argentina’s neoliberal President Mauricio Macri’s plan to take down the nation’s nuclear energy program, one of its proudest achievements, is a modern equivalent of the post-World War II Morgenthau Plan to deindustrialize Germany, writes political analyst and blogger Carlos Ortiz. This, he warns, is a return to the “pastoral feudalism” which Argentina’s British-loving oligarchs of the past tried to impose.

After reviewing the achievements of the governments of Nestor Kirchner and Cristina Fernández de Kirchner in building the country’s energy infrastructure between 2003 and 2015, including the revitalization of the nuclear program in 2006, Ortiz warns that under Macri, virtually every infrastructure agreement signed with China and Russia during Cristina Fernandez’s 2011-2015 administration has been cancelled or postponed indefinitely. Budgets for all nuclear agencies, including the National Nuclear Energy Commission, have been slashed, as the government moves toward privatizing them.

Among canceled or postponed projects are: three nuclear plants, including Atucha III and IV in which both Russia and China were involved; the huge China-financed hydroelectric plant in Santa Cruz (Patagonia); the Russia-financed Chihiudo I hydro project in Neuquén (Patagonia); the largely-completed Rio Turbio coal plant; the self-financed Heavy Water Industrial Plant (PIAP), one of the largest in the world, which supplies the three existing nuclear plants, and would have supplied three new ones.

Particularly criminal is the attack on the CAREM modular reactor, under development for many years with 100% Argentine technology, funding for which was reduced by 77% this year. In addition, 35 of the project’s 130 workers were just fired, and the Undersecretary for Nuclear Energy has announced that the project will now be financed through a public-private partnership. CAREM will be ideal for supplying isolated rural areas or smaller cities, and Argentina intends to export to other developing nations lacking nuclear energy programs.

On June 6, deputies from the Victory Front, issued a statement denouncing attacks on CAREM, and the “government’s dismantling of operations related to this reactor and of the national Nuclear Plan revived as a policy of state in 2006.” It demands the reinstatement of fired CAREM workers, and government recommitment to building Atucha III and IV. “Nuclear development is a symbol and emblem for those who defend social justice, political sovereignty and economic independence,” the deputies underscore. They stress: “It is absolutely essential to repudiate the firings and the policies of destruction of the nuclear sector, and to demand that the Executive Branch resume the path of strategic development originally adopted in this area.”

Will a ‘Fortress America’ Policy Undermine U.S. Science?

June 16 (EIRNS)—This is the question which is asked in the May 31st issue of China Daily on the purge of Chinese scientists working in the United States. The National Institutes of Health, the main funding source for biomedical and public health research in America, sent a letter to morethan 10,000 academic research institutions in August, urging them to work with it and other agencies, including the FBI, to crack down on “foreign influence.” One result, among many, is the release by Emory University of two Chinese-American professors, a husband and wife team, both professors of biology and U.S. citizens who had operated a laboratory at Emory for 23 years and the shutting of their lab. Four Chinese postdoctoral students who were working with them at the lab were told to leave the country within 30 days.

NIH Director Francis Collins told a Senate committee that it was investigating NIH funding of foreign scientists at more than 55 U.S. institutions. In April, three senior Chinese researchers at the MD Anderson Cancer Center in Houston were also ousted after NIH notified the institution of their Chinese ties.

Some educators are warning about the deleterious effects this will have on U.S. scientific research. Huang Yasheng, a professor at MIT, noted that the National Academy of Sciences had recently elected two scientists of Chinese nationality to the academy and had accepted two other Chinese nationals as foreign associates, indicating the importance of the Chinese scientists in the U.S. scientific community.

Zhang Haixia, a professor at Peking University and a member of the Institute of Electrical and Electronic Engineers in New York, resigned from the institute when it passed a measure banning employees of Huawei from reviewing submissions to its journals. If politics keeps interfering with academic research, there will be no scientific progress, she said. “When scientists face all kinds of restrictions in their research, they are not doing research. They become politicians.” Shi Yunli, a professor of science history at the University of Science and Technology of China in Hefei, compared the bans to those initiated during the McCarthy period.

Given the extensive contribution that Chinese researchers have given to the research in a wide variety of fields, this purge will seriously impede the advance of science in the U.S. and has already caused a serious demoralization in the ranks of the scientific community.
