I’m no fan of Home Depot as it is a large corporate enterprise, but stealing tools is a particularly scummy thing to do. It’s one thing if you are stealing food because you have nothing to eat or something like that, but tools? Come on.
This type of thing is only going to increase the cost of the tools themselves and make it more expensive for tradesmen to apply their craft.
