A Descent into Chaos, or a New Paradigm

Sept. 4 (EIRNS)—The reality that the Western financial system is in a state of crisis is now openly acknowledged in all the Western financial press, and the responses from the financial elite demonstrates the level of panic they are experiencing. Bank of England chief Mark Carney’s proposal to replace the dollar with Facebook’s libra cryptocurrency is only the most bizarre and most destructive. But the popular press (what Trump has labelled the “fake news” media) is not informing the general public of this precarious condition, while the President’s backing of “helicopter money” through negative interest rates and QE will simply make the bubble bigger. His effort to keep things afloat until the 2020 election through the printing press is doomed to fail, and, if the bubble bursts before the election, his election chances may be doomed as well.

And yet the new paradigm designed and promoted by this organization over these past 50 years is coming into being across Asia, and the U.S. could easily join in the process. Today in Vladivostok, President Vladimir Putin and Prime Minister Narendra Modi, who is the chief guest at the Eastern Economic Forum taking place from Sept. 4-6, issued a joint statement with 81 points, including: cooperation in nuclear development; space cooperation; expanded Indian investment in the Russian Far East and the Arctic; expanded collaboration between Russia, China and India through the Shanghai Cooperation Organization (SCO); and “an equal and indivisible security architecture in Asia and the Pacific region.” Only a geopolitician in the mold of the British Empire could see this as a threat to the Western nations, rather than an open invitation to bring all nations together in a new paradigm for peace through development.

This is the necessary antidote to the rapidly escalating green-fascist movement to shut down industrial and scientific progress under the scientific fraud of anthropomorphic climate change. The abused children being terrorized and brainwashed into believing the doomsday cult mantra—that the world will be destroyed if human progress and population growth are not drastically reversed—must be provided the means to disabuse themselves of this dangerous and evil lie, and develop their creative powers.

President Donald Trump’s single most important policy—his revival and expansion of President Kennedy’s visionary crash program for space exploration—is the necessary means to both expose the lies of the eco-fascists that there are “limited resources” on Earth which are being used up, while also inspiring our youth to grasp the beautiful world which can exist in the context of mankind realizing its true destiny, to bring dominion over the Earth, the Solar System and beyond.

To bring this vision to the next generation, the Schiller Institute is holding international days of action on college campuses, on every continent, during the week of Sept. 9-13. A leaflet written by Helga Zepp-LaRouche, founder and president of the Schiller Institute, titled “International Call to Youth: ‘The Age of Reason Is in the Stars!’ ” (see EIR Daily Alert, Sept. 2, 2019) is being translated into multiple languages, to facilitate the intervention of creative reason and the spark of renaissance thinking in youth throughout the world.

U.S. POLITICAL AND ECONOMIC

Democrats Announce Green Climate Programs, But a Few Admit Nuclear Is Needed

Sept. 4 (EIRNS)—In the run-up to today’s seven-hour, live-streamed “climate crisis” town hall, sponsored by CNN, in which each of ten Democratic presidential pre-candidates will be interviewed on their climate programs, the candidates rushed to release their policies before today to show that their “green” credentials are superior to those of their opponents and are more worthy of voter support.

Statements range from Sen. Bernie Sanders’ (I-VT) virulent attack on nuclear energy, to admissions from Sen. Cory Booker (D-NJ) and South Bend, Indiana Mayor Pete Buttigieg that nuclear energy has to be in the mix.

Price tags range from Buttigieg’s $1.5 trillion to Sanders’ $16.3 trillion, and most put timeframes of 2035 to 2045 by which they say the U.S. must achieve net-zero carbon emissions. Kamala Harris (D-CA) insists that her “Climate for the People” program is aimed especially at helping poor communities she says have suffered the most from climate change—not from poor housing, unemployment, illness, drug addiction or anything else.

In the context of Hurricane Dorian, which, as a Category 5 storm devastated the Bahamas, and is now a Category 3, heading for the southeastern U.S., nutcase Rep. Alexandria Ocasio-Cortez (D-NY) tweeted a video of the hurricane’s damage to the Bahamas shrieking that “this is what climate change looks like; it hits vulnerable communities first…. I can already hear the climate deniers screeching ‘it’s always been like this! You’re dim’, etc. No, this is about science & leadership. We either decarbonize & cut emissions or we don’t and let people die.”

Bernie Sanders tweeted yesterday that “let’s be clear: Hurricane Dorian has everything to do with climate change, which is the existential crisis of our time.”

Discredited climate fraudster Michael Mann of Penn State, jumped into the fray in a Sept. 4 Guardian article, arguing that warmer ocean temperatures are responsible for hurricanes, while admitting in the same breath that “the science has yet to come in on the specifics of just how much worse climate change made Dorian.” Nonetheless, “we already know enough to say that warming worsened the damage.” Last week, Mann’s libel suit against a Canadian professor was thrown out of a Vancouver court after he refused—for eight years!—to provide statistical evidence of his “hockey stick” claim that 20th-century global temperatures were far higher than those of the previous 1,000 years.

STRATEGIC WAR DANGER

‘Bridling Turmoil’ and Violence Is Hong Kong’s ‘Overwhelming Priority,’ States HKMAO

Sept. 4 (EIRNS)—In a press conference yesterday in Beijing, Yang Guang, spokesman for the Hong Kong and Macao Affairs Office of the State Council (HKMAO), issued a call to all of Hong Kong’s public institutions, including the executive, legislative and judiciary branches, to fight “violent criminals” and put an end to almost 14 weeks of anti-government protests and violence. “Bridling turmoil and curbing violence” must be the city’s “overwhelming priority” Yang said.

Yang insisted “we must show no mercy and pursue until the end … those key violent criminals and their backstage managers, organizers and agitators,” South China Morning Post reported him as saying. He underscored that any discussion of universal suffrage, one of the demands of protesters—harkening back to similar demands in 2014 protests—would adhere to the Basic Law and decisions by the National People’s Congress Standing Committee.

What is known as the “831 framework,” means that chief executive candidates are selected by a nominating committee, voted on by the public, and finally appointed by the central government. “Hong Kong’s suffrage can only be done this way, there is no other choice,” Yang said.

He also emphasized that everyone has the right to protest, through marches and gatherings, as long as these are done peacefully and lawfully. The law under One Country, Two Systems allows this, he explained. But, he continued, radical protesters are “lunatics,” as seen in their “pro-independence” actions, which include burning the Chinese flag, throwing it into the sea, and vandalizing national emblems. According to Global Times, Yang said that the behavior of some radical protesters goes well beyond that of normal citizen protest, instead showing “clear signs of terrorism.” Their demands, he continued, are not appeals but rather blatant political threats.

Hong Kong Executive Carrie Lam Announces Plan To End Riots

Sept. 4 (EIRNS)—Hong Kong Chief Executive Carrie Lam today announced a four-part “action plan” in an attempt to end the mass violence in Hong Kong for these past three months. She formally withdrew the extradition bill which was the initial excuse for the Anglo-American activation of the color revolution (she had pulled it from consideration earlier but not withdrawn it completely). She also appointed a former director of education, Helen Yu, and lawyer Paul Lam to the Independent Police Complaints Council (IPCC), which will review police practices in response to the protest since June. She rejected the protesters demand for an “independent investigation into police brutality,” and refused the demand to release all those arrested during the riots, saying she should not put aside the law.

Otherwise, she set up a process to begin dialogue between the government and the community organizations.

It is not clear what impact this will have, but it is also the case that more and more Hong Kong institutions are demanding an end of the violence.

Joshua Wong, the darling of the National Endowment of Democracy regime-change experts, is currently in Taiwan (he was released on bail after his arrest last week) meeting with the Taiwan pro-independence Democratic Progressive Party, calling on the Taiwan people to hold demonstrations in support of the Hong Kong color revolution.

On Carrie Lam’s proposal, Wong tweeted: “Too little and too late now—Carrie Lam’s response comes after 7 lives sacrificed [a lie—there have been no deaths in the protests], more than 1,200 protestors arrested, in which many are mistreated in police station…. We urge the world too to [be] alert [to] this tactic and not to be deceived by HK and Beijing Govt. They have conceded nothing in fact, and a full-scale clampdown is on the way.” Nothing but a bloody shirt will be tolerated, so as to create a false “justification” for more direct attacks on China.

Sen. Marco Rubio Threatens War with China over Hong Kong

Sept. 4 (EIRNS)—Sen. Marco Rubio (R-FL), perhaps the most rabid of the China-bashers, was given space in the Sept. 3 Washington Post to literally call for the U.S. to prepare for war with China. Denouncing China for supposedly causing the crisis in Hong Kong, he writes: “China’s leaders today are using the same messaging playbook that they have followed since they intervened in North Korea in 1950. We were surprised then; we should be prepared now.”

The headline of his op-ed is, “China Is Showing Its True Nature in Hong Kong. The U.S. Must Not Watch from the Sidelines.” Interestingly, however, the first paragraph of his piece does not say that the U.S. “must not” watch from the sidelines, but rather that the U.S. and “other responsible nations” (read: the British) “are not” watching from the sidelines—i.e., we are already engaged, a virtual admission of involvement in the color revolution now in place.

“Thirty years after People’s Liberation Army troops massacred reform activists and ordinary Chinese citizens on the way to Tiananmen Square, Beijing now appears poised to intervene overtly and aggressively in Hong Kong,” Rubio rants. “In particular, the administration should make clear that the United States can respond flexibly and robustly in Hong Kong.” He demands the Congress pass the Hong Kong Human Rights and Democracy Act, which he co-sponsored with Sens. Ben Cardin (D-MD), James E. Risch (R-ID) and Robert Menendez (D-NJ), to impose sanctions on Chinese leaders who have “undermined the city’s autonomy.”  He further insisted that they should also use the Global Magnitsky Act to the same purpose. Then there is the 1992 Hong Kong Policy Act, authored by Sen. Mitch McConnell (R-KY), which would allow sanctions that would “target the city’s police force, which has collaborated with organized crime, instigated violence and now might be torturing detained demonstrators.”

‘Extermination’ Rebellion Building To Blockade Berlin

Sept. 4 (EIRNS)—On top of the announced mass actions against the Sept. 12-22 Frankfurt International Motor Show (Internationale Automobil Ausstellung, IAA) and the eco-fascist international day of action on Sept. 20, the Malthusian Extinction Rebellion is mobilizing for a blockade of Berlin (#BerlinBlockieren) on Oct. 7. Feeder blockade actions are now taking place against numerous German cities.

XR is continuously recruiting heavily among protesters from the Fridays For Future movement, mostly children whom XR is inducing to engage in more aggressive and violent actions. Furthermore, XR is making direct contact with the notorious left-extremist underground in Germany, which points to more drastic actions in the future.

THE NEW GLOBAL ECONOMIC ORDER

Modi and Putin Strengthen Strategic Partnership, Deepen Cooperation in Vladivostok

Sept. 4 (EIRNS)—Today, on the first day of the Sept. 4-6 Eastern Economic Forum in Vladivostok, Russian President Vladimir Putin met with his special guest, Indian Prime Minister Narendra Modi and signed a number of agreements across a broad array of areas, ranging from cooperation in nuclear energy, space, military and defense, global and regional affairs and culture and education.

The two leaders stressed that their relationship is based on “similar civilizational values,” and similar approaches to “the fundamental issues of development and economic progress.” In the turbulent realities of today, they stressed, they have never been “and will not be susceptible to outside influence.”

The press conference which followed their meeting was characterized by great personal warmth and friendship, with Modi referring several times to “my friend” Putin. The Forum’s plenary session will take place on Sept. 5, which Putin will keynote. The plenary will also be attended by Japanese Prime Minister Abe Shinzo, Malaysian Prime Minister Mahathir Mohamad, and Mongolian President Khaltmaagiin Battulga, among other regional leaders.

Key areas of cooperation outlined in the 82-point joint statement that Putin and Modi issued include:

 bilateral cooperation on development of Russia’s Far East. India prepared to expand economic and investment presence in the Far Eastern region and Siberia;

 India to cooperate with Russia in the Arctic;

 Russia ready to participate in major infrastructural projects in India;

 civil nuclear cooperation;

 transportation infrastructure; much importance given to development of the International North-South Transport Corridor (INSTC); also expanded rail cooperation;

 cooperation in science and technology—telecommunications, artificial intelligence, nanotechnology, etc.;

 cooperation in space, between Roscosmos and the Indian Space Research Organization (ISRO), including human spaceflight programs and satellite navigation; also exploit greater potential of India and Russia in producing launch vehicles;

 military and military-technical cooperation;

 importance of Shanghai Cooperation Organization (SCO) in international affairs stressed, as well as the intention of intensifying cooperation within the Russia-India-China (RIC) framework; promoting common approaches to pressing global and regional problems, aimed at upholding international law, countering protectionism, unilateral sanctions, and combatting terrorism. Modi and Putin agreed that regular SCO meetings should be held at the level of heads of state and government, foreign ministers or heads of other agencies, if necessary;

 expressed commitment to building “an equal and indivisible security architecture in Asia and the Pacific region,” including multilateral dialogue within the framework of the East Asia Summits and other regional platforms.

OTHER

The United Kingdom Is in Total Chaos

Sept. 4 (EIRNS)—The U.K. is descending into total chaos, as Prime Minister Boris Johnson lost three votes in the House of Commons over the past two days. On Sept. 3 he lost a procedural vote when 21 Tories voted with Labour to grant Parliament the power to extend Johnson’s final date for Brexit (Oct. 31) into next January. Those 21 Tories (including 8 former members of Cabinet) were then thrown out of the party, with the expectation that they would be deselected if there is a general election (i.e., that they would not be allowed to run as the Tory candidate in their district).

Then Johnson announced he would call for a general election on Wednesday, Sept. 4. However, under the new election law, the Prime Minister requires a two-thirds vote in the Commons to call an election ahead of the scheduled time every five years. Labour Party leader Jeremy Corbyn responded that Labour would only vote for a new election if their bill to extend the Brexit date passed first.

Today, there was a vote to extend Brexit to January (unless Johnson was able to get a new deal with the EU before then, without the “backstop” which essentially would keep the U.K. in the EU customs union). This Labour bill passed in the Commons, but it must then also be passed in the House of Lords. Thus, when Johnson brought up the vote for a new election, Labour voted against it, because their Brexit extension bill had not yet passed in the House of Lords.

Now, the Boris-backers in the House of Lords are pulling the British equivalent of a filibuster—they have added 102 amendments to the bill to extend the Brexit date, and each of those amendments must be debated and passed in each chamber. Since the Queen approved Boris Johnson’s call for prorogation (suspending the Parliament from one day next week, between the 9th and the 12th, until Oct. 14), it is highly unlikely that Labour will get the bill passed in the House of Lords. That means Labour would not support a new election. But it also means the Oct. 31 deadline for a no-deal Brexit is still the standing law.
