August 11, 2007 — Pedophiles Preyed on Young Survivors from Indian Ocean Tsunami

There is an extremely sordid footnote to the story about the plague of pedophilia in Southeast Asia, on which WMR has reported extensively in the past. According to relief workers who went to southern Thailand’s Phuket region after the catastrophic December 26, 2004 tsunami that struck the coastal areas of the Indian Ocean, the Swedish media was warned by relief workers, including those from the Red Cross, about the possibility of child abductions.

Almost 100 children younger than 13 were among 565 missing in the aftermath of the disaster. The Swedish National Police compounded the problem by keeping a list of the dead and missing secret citing “privacy concerns.” In February 2005, a Swedish court ordered the list of the victims and the missing made public.

The coastal areas of Thailand traditionally make their income by smuggling and human trafficking, in addition to tourism and fishing. The alarm about abductions became clear when a Swedish boy named Kristian Walker was escorted out of a hospital by a German man who was not his father. Although the German man returned the child, a disturbing anomaly was noted by relief workers who were identifying bodies through dental records and DNA.

Although a number of Swedish adults and young girls were identified, the bodies of a number of Swedish boys were never recovered, heightening speculation that they had been snagged by abductors and sold into the white slave trade. Young blond boys are highly prized in places like India, Saudi Arabia, and the United Arab Emirates.

The Saudi and Emirati governments remain immune from international criminal probes into their roles in perpetuating child trafficking and prostitution.

Indonesian police reported that a number of orphaned and separated Indonesian children were moved from Aceh province to other parts of Indonesia and Malaysia for trafficking purposes. Likewise, after the 2002 terrorist car bombings in Bali, orphaned children fell prey to foreign pedophiles.

The Australian child advocacy group ChildWise, in a 2004 report, stated that foreign pedophiles operate openly on the streets of Bali, some adopting poor children left without parental support. And what kind of diplomats does Australia post to Indonesia? Individuals like William Stuart Brown, arrested for pedophilia on the Bali, was assigned to Indonesia as an official of Australia Aid (AusAID). Recalled to Australia after a 1984 incident with a boy in Indonesia, he remained with the Australian Department of Foreign Affairs and Trade with a diplomatic passport until 1995 when he resigned. He quickly returned to Indonesia where he lived openly with underage boys on the island of Lombok.

Brown was later sentenced to 13 years in prison in Indonesia. Brown hanged himself in his Bali jail cell on the second day of his prison sentence.

In 2003, the Australian embassy in Phnom Penh issued Clint Betterridge, a New South Wales schoolteacher, a replacement passport that allowed him to escape into Thailand a few days before his trial in Cambodia for having sex with nine Cambodian underage girls. He was convicted in absentia. Australian ambassador Louise Hand cited an “administrative error” in permitting Betterridge’s escape. Betterridge’s embassy special treatment was similar to that afforded to John Mark Karr in Bangkok. Both schoolteachers, both freed from jail and escaping extradition, and both fitting the profile of procurers.

Echoing the complaints heard from American diplomats about pedophiles at U.S. embassies, Alastair Gaisford, who served at the Australian embassy in Cambodia in the 1990s, claimed that the Australian foreign affairs department systematically covered up pedophile cases involving Aussie diplomats. He told the Sydney Morning Herald, “there is an institutionalized culture of never dealing with these people.”

The U.S. embassy in Bangkok is the second largest in the Far East (after Tokyo). Its CIA station is also rumored by many intelligence observers in Bangkok to be the second largest in Asia, after Tokyo. However, the U.S. embassy in Bangkok has another distinction – it is at the center of the State Department’s pedophile activities in Asia.

According to journalistic sources posted to the region, the pedophilia activity has centered around Ambassador Ralph (“Skip”) Boyce, the current U.S. ambassador to Thailand and the former ambassador to Indonesia. Boyce, who speaks fluent Thai, has spent much of his Foreign Service career in Southeast Asia. Before his stint in Indonesia, Boyce was Deputy Assistant Secretary of State for East Asia and the Pacific. He was Political Counselor Bangkok from 1988 to 1992, had a brief stint as Charge d’Affairs in Singapore from 1992 to 1994 and he returned to Bangkok as Deputy Chief of Mission from 1994 to 1998.

In 1995, while Boyce served as the number two man at the Bangkok embassy, a scandal engulfed the U.S. mission. The Consular Services section of the embassy conspired with Thai police and pedophiles in Belgium, Thailand, and the United States to allow a Thai boy from being sent from Thailand to Belgium, a noted haven for pedophiles. Thai government officials issued an order on behalf of the child’s American godfather to keep the youngster in Thailand. The boy’s Lao mother, a barmaid, was part of a ring of pedophiles in Pattaya Beach and Antwerp, Belgium. Amid protests, the woman transported the boy to Belgium.

Boyce ignored repeated warnings about the misconduct of his embassy’s Consular Affairs office. Boyce and his key staffers, including Consul General Thomas P. Furey and American Citizens Services chief Christopher Richard, later blocked a Thai police investigation of the matter.

Three successive American ambassadors to Thailand – William Itoh, Richard Hecklinger, and Darryl Johnson, refused to get involved in the case. Only Itoh officially responded to a letter asking for his intervention, however, he did not take any action.

Boyce has, time and time again, shown himself to be conducting his own foreign policy. Although the State Department has a full-time ambassador-at-large who deals with child trafficking matters, the last ambassador was replaced by a fundamentalist Christian, Mark Lagon, a stong advocate of faith-based initiatives, regardless of the fact that it has been elements of the church — Catholic and Protestant — that has provided, and continues to provide, cover for pedophiles around the world. At his swearing-in ceremony, Lagon boasted that he is a “practicing, confirmed Christian” and ended his remarks by asking God to bless his efforts.

Lagon is a veteran of the staff of North Carolina Senator Jesse Helms, the Project for the New American Century, and the American Enterprise Institute. He was brought into the State Department in 2004 as part of the purge of pro-Colin Powell and anti-necon elements in the department.

Mark Lagon, the man Bush appointed in February 2007 to head up anti-child trafficking activities of the State Department, which itself condones and supports such activities.

Boyce has been content to allow the problem to flourish at the embassies to which he has been assigned, not only in Bangkok but also in Jakarta. Although the Bush administration condemned the September 2006 Thai military coup, dubbed the “Silken Coup,” Boyce wears a yellow tie to affirm his support for the Royal Family, which authorized the coup. He has also refused to condemn the Burmese military junta, although that policy runs counter to official U.S. policy. Boyce has also pushed the interests of American tobacco and alcohol companies even though the Thai government is discouraging the use of both, especially among the young.

November 14-16, 2008 — SPECIAL REPORT. Federal government wastes money on do-nothing programs to combat child sex slavery

Perhaps it is not surprising from an Attorney General like Michael Mukasey who favors Inquisition-era torture tactics such as “waterboarding,” but the “Attorney General’s Annual Report to Congress and Assessment of the U.S. Government Activities to Combat Trafficking in Persons Fiscal Year 2007,” dated May 2008, a copy of which has been obtained by WMR, is heavy on millions of dollars paid to various public and private entities in the cause of combating trafficking but light on law enforcement to shut down the international pipelines that see thousands of children sold into sex slavery every year.

The Attorney General’s report covers what the Justice Department is doing to enforce the Trafficking Victims Protection Act of 2000, which expands the crimes and enhances the penalties available to prosecutors to combat the trafficking of persons domestically and globally.

The report quotes President George W. Bush in its introduction: “Human trafficking is an offense against human dignity, a crime in which human beings, many of them teenagers and young children, are bought and sold and often sexually abused by violent criminals. Our nation is determined to fight and end this modern form of slavery.”

However, as evidenced in the Attorney General’s report, the Bush administration has lined the pockets of a number of “faith-based” organizations and private contractors in its anti-trafficking program.

In addition, recipients of anti-trafficking money include organizations that have reported connections with perpetrators, including U.S. intelligence agencies, particularly the CIA. The International Rescue Committee (IRC), which has had a long history of connections with the CIA and has counted Ronald Reagan’s Vice Chairman of the President’s Foreign Intelligence Advisory Board Leo Cherne, Reagan CIA director William Casey, U.S. Information Agency and Radio Free Europe/Radio Liberty head John Richardson, and Henry Kissinger among its principals.

The very same U.S. intelligence community that has sponsored child prostitution networks in Southeast Asia and the Balkans is also involved in tracking the smuggling of children through its participation in the Human Smuggling and Trafficking Center (HSTC), descibed in the Attorney General’s report as a “joint venture of government experts from the prosecutorial, law enforcement, policy, intelligence, and diplomatic areas teamed to combat trafficking in persons, migrant smuggling, and clandestine terrorist travel.” This center combines U.S. foreign service personnel with CIA agents, the deadly combination that has seen U.S. diplomatic outposts, particularly in Southeast and South Asia, used to provide cover for pedophile VIP visits for purposes of sex tourism and pedophile U.S. diplomats.

Aid agencies, according to the Attorney General’s report, have received funds from the U.S. government to combat child trafficking. Yet, according to the July 22, 1999 Guardian, an orphanage in Ethiopia founded by the Swiss charity Terres des hommes “became the target for paedophiles, men who knew how easy it would be to abuse their positions of power and trust.”

In 2007, Terre des hommes received $443,000 from USAID for an anti-child trafficking program in Albania.

A recipient of anti-trafficking funds from the CIA cipher, the US Agency for International Development (USAID), is The Asia Foundation, a past CIA cover organization. The Asia Foundation is receiving money for an anti-trafficking program in five provinces of pedophile-plagued Vietnam. Other USAID funds have gone to Hagar International, a Swiss Christian organization based in Phnom Penh, Cambodia, for anti-trafficking activities in India, Nepal, and Vietnam.

In June 1987, Jozeph Verbeeck, the head of the Belgian office of UNICEF, was arrested for involvement in a large pedophile and child pornography ring. USAID granted UNICEF funds to reintegrate boys and girls, forced into sexual trafficking, into their communities in Ituri in northeastern Congo. The area is plagued by Ugandan and Rwandan troops, backed by U.S. CIA and Defense Intelligence Agency agents, who are the main perpetrators in the child trafficking.

Justice Department Civil Rights Division personnel have used the anti-trafficking law to participate in boondoggles to other countries ostensibly to engage in “outreach” missions. Countries visited include Thailand, Canada, Mexico, Russia, Croatia, Czech Republic, Poland, Malawi, Tanzania, Austria, Bulgaria, and Hungary. Not to be outdone, attorneys for the Criminal Division, Child Exploitation and Obscenity Section, traveled to Nepal, Indonesia, and China to present “anti-human trafficking training” seminars. Boondoggling personnel of the Justice Department’s Office of Overseas Prosecutorial Development, Assistance, and Training (OPDAT), courtesy of funds from USAID and Justice, flew to Georgia, Indonesia, Russia, Latvia, Romania, Kyrgyzstan, Tanzania, Bulgaria, Nepal, and Azerbaijan for more “outreach.”

The dubious International Criminal Investigative Training Assistance Program (ICITAP), a program with CIA fingerprints all over it, used anti-trafficking funds from the pedophile-plagued State Department, as well as USAID, to conduct training boondoggles in Albania, Kazakhstan, Senegal, Nigeria, Gabon, Gambia, Madagascar, Uganda, Tanzania, the Indonesian islands of Java and Sumatra, and Malaysia.

The same Department of Homeland Security attache office at the U.S. embassy in Bangkok that provided John Mark Karr with the business class plane ticket and a phony story about his killing Jon Benet Ramsey to spirit him away from a Thai trial in a sex sting case had the temerity to give seven presentations to 270 members of the Royal Thai police on “forced child labor, sexual exploitation, the use of the internet to commit crimes against children, human trafficking and smuggling of women and children.”

More outrageous is a 24-hour hotline called the National Human Trafficking Resource Center that is funded through the Department of Health and Human Services. The prime contractor for the hotline is defense contractor Lockheed Martin Aspen Systems Corporation. The subcontractor is Covenant House. Covenant House was founded by Father Bruce Ritter, a Catholic priest, for homeless teenagers. Ritter resigned from the organization and the Franciscan order in 1990 after allegations that he had sexual relations with young teens at the Covenant House shelter.

World Hope International, a faith-based aid organization headquartered in Alexandria, Virginia, received $1,300,000 from USAID for anti-trafficking activities in Cambodia. Among its directors is a Vice President of AIG, the insurance giant that is being bailed out by the American taxpayers and one that WMR previously linked to CIA activities in Asia and a retired President of Lockheed Martin Space Mission Systems.

The CIA-linked World Vision received $300,000 for anti-trafficking efforts in Laos. World Vision has, for quite some time, been linked to CIA activities at Jonestown, Guyana; the Sabra and Chatila Palestinian refugee camps in Lebanon (the site of the 1982 massacre of refugees by Israeli and Lebanese Phalangist forces); and Cuban refugee camps in the United States. The father of would-be Ronald Reagan assassin John W. Hinckley, Jr., John W. Hinckley, Sr. was the chairman of the board of World Vision and John Lennon assassin Mark David Chapman once worked at a World Vision-run refugee camp in Arkansas.

Creative Associates, described as a “privately-owned, nongovernmental organization” received $1,480,000 from USAID to reintegrate trafficking victims in Albania.

A favorite USAID contractor, Chemonics International, started in 1976 by conservative Republican Gerald Murphy, in part, because as he told The New York Times in 1993, “I’ve always wanted a way to do two things: one, have my own C.I.A., and two, be helpful to people,” received $500,000 to support USAID field missions, but nothing says the money, supposedly for use in combating child trafficking, was used for that purpose.

November 11, 2008 — Cambodian police chief linked to human trafficking dies in helicopter crash.

On November 4, 2008, WMR reported: “WMR learned during our recent trip to Asia that Cambodia’s top police official recently tapped on the shoulder one influential American who supports local orphanages that he is no longer welcome in Cambodia. Pressure was brought to bear on the notoriously-corrupt Cambodian police by Norodom Monineath Sihanouk, the Cambodian Mother and wife of ex-King Norodom Sihanouk. An orphanage once financially supported by the American in question was used to procure children, mostly young boys between the ages of eight and fourteen, for sex parties in Phnom Penh, the Cambodian capital.”

On November 9, General Hok Lundy, the Cambodian police chief cited in our November 4 report, was killed in a helicopter crash in Svay Rieng province in the country’s southeast. The pilot, co-pilot, and a Cambodian army general were also killed in the crash.

On February 7, 2008, WMR reported: “WMR has learned that pre-teen child trafficking and prostitution is now rampant in Cambodia and that the trafficking is known and abetted by French and U.S. intelligence agencies operating out of the French and American embassies in Phnom Penh. A recent visit by FBI director Robert Mueller to Phnom Penh that coincided with the opening of an FBI office in the Cambodian capital stressed Cambodia’s cooperation in the ‘war on terror.’ Child trafficking was not discussed. In fact, Mueller’s Cambodian counterpart, Hok Lundy, the chief of the Cambodian National Police, has been accused of involvement in human trafficking, including children. Lundy was granted a visa by the US Department of State to visit Washington despite having been refused previous visas due to the trafficking charges against him.

The US State Department has a major conflict of interest when it comes to child trafficking, whether in Cambodia, Chad, or elsewhere, particularly in Southeast Asia. Deputy Secretary of State and former Director of National Intelligence John Negroponte has a personal conflict of interest in the matter of the abuse of children in Southeast Asia, particularly Cambodia. In addition to his own personal conflict of interest, Negroponte has turned a blind eye to the involvement of senior US diplomats in the sexual abuse of children in Southeast and South Asia.”

Pedophile Molodyakov Guilty in Russia

Russian serial pedophile Stanislav Molodyakov—who preyed on Cambodian street children for years before he was deported to his home country in 2012—has been sentenced to 11 years in prison for raping dozens of schoolgirls he lured to his mansion with the promise of modeling contracts in the early 2000s, according to Russian media.

Mr. Molodyakov’s conviction in December, which he vowed to appeal, came nearly two years after Russia announced that he would be tried for 20 counts of rape and sexual assault committed against minors in Moscow in 2003 and 2004, before he fled to Cambodia.
