EDITORIAL

The Coming Fall of the House of Windsor

April 22 (EIRNS)—Almost a quarter century after it was first published, Lyndon LaRouche’s October 1994 article, “The Coming Fall of the House of Windsor,” remains today the most profound call to arms for all of humanity to at last rid itself of the scourge of the British Empire’s oligarchism, a scourge which still today threatens to destroy the entire world rather than lose its grip on the planet. LaRouche wrote that article as the introduction to a 60-page EIR Special Report of that same title, which was prepared under LaRouche’s personal supervision immediately after his release from prison in early 1994, after five years of unjust incarceration at the insistence of that same British Empire. In that article, LaRouche speaks in his capacity as the leading prosecutor on humanity’s behalf against the genocidal British Empire:

“Ladies and gentlemen of the readership’s international jury, we have brought you to this court to hear charges arising from one of the most monstrous crimes committed in all known human history, a crime perpetrated on a vast scale.

“We present to you here the evidence, that for the past thirty-four years, since its founding in 1961, a wicked organization, calling itself by such names as the World Wildlife Fund, has engaged in willful genocide against the nations and peoples of the Sub-Sahara regions of East, West, and South Africa. We shall prove to you, that throughout all of this period, the ‘kingpin’ of this criminal conspiracy has been Prince Philip, also known as the Duke of Edinburgh, and as Consort to the reigning Queen of the United Kingdom….

“This evidence will show that he is personally responsible for this ongoing and attempted genocide against the peoples of Sub-Saharan Africa, and, also, of other parts of this planet. The evidence shows that this Royal Consort is guilty of this crime not only in his own person, but in his capacity as the designated princely ‘kingpin’ of this horrible undertaking. There are many other culpable parties…

“The list reads, as it should, like a summary of the Nuremberg Trials’ categories of criminals under the rubric of crimes against humanity….

“It is readily and fairly calculated, that the policy-measures which the Prince and his accomplices have adopted, and are implementing currently would, if allowed, reduce the population of this planet from a current level of about 5.3 billions persons, to much less than 1 billion within about two generations, chiefly through the hyperbolically self-accelerating impact of famine and epidemic diseases of persons, animals, and plants. Under conditions produced as a byproduct of such concentrated shock to the collective immune system of all higher forms of life, it is by no means assured that any human beings would exist at the close of the coming century, if the Prince and his accomplices were not stopped, and the policies reversed, now. We might hope such a holocaust were not certain, but we dare not risk that wish; in any case, the Prince, his accomplices, and their evil policies must be stopped now….

“The evil permeating the criminality of the Prince and his accomplices is very old, as old as the dimly lit fringes of earliest known history. The ultimate enemy is not this unfortunate Prince, but rather that specific tradition of criminality fairly described as ‘oligarchism.’ That oligarchism is the specific infectious agent responsible for the moral and mental sickness shown by the accused Prince and his accomplices. In selecting a just and prudent course of action in the matter of the ongoing criminality documented here, we must rise above the prevailing decadence of most current international legal and related practice, to cure the problem, rather than, as the victors perverted the post-World War II Nuremberg Trials, seeking to hide our own earlier negligence behind some conspicuous suffering imposed upon inculpated scapegoats….

“The challenge posed by the evidence set before you, is: Can you, the jurors, be provoked by the horror of the fact that no solution for the collapse of this civilization exists under the presently generally accepted rules of conduct, into discovering the needed radical changes in axioms of policymaking, those changes which might enable humanity to rebuild a ruined society immediately from the ruins of the collapsed dynasty, without living through the intervening nightmare of yet another ‘New Dark Age’?”

Compare this 1994 strategic evaluation by Lyndon LaRouche, with that presented on April 19, 2018 by Maria Zakharova, the spokeswoman of Russia’s Foreign Ministry, in the section headlined “The Political Crimes of the U.K.” In that 17-page transcript, Zakharova presented an extensive review of British genocide around the planet over the centuries. “Africa has also suffered its share of British abuses. Some 13 million Africans have been removed from the continent as slaves. The number of Africans who died in that period is three or four times larger than the number of those who were removed from the continent. In other words, the overall number of victims runs into tens of millions of people…. Historians believe that Britain is the world’s leader when it comes to genocide, given the millions of innocent civilians that have been killed in British colonies.”

Now compare both of those readings with the repeatedly stated British policy of destroying the Presidency of Donald Trump, of which the most brazen threat came in an article by BBC journalist Paul Wood, published in the London Spectator on Jan. 21, 2017—the day after Donald Trump’s inauguration—under the headline “Will Donald Trump Be Assassinated, Ousted in a Coup or Just Impeached?”

With all of that in clear view of your mind’s eye—and taking added strength from the knowledge that China and Russia have both acted to replace the bankrupt British Empire with a New Paradigm—we call on you, ladies and gentlemen of the readership’s international jury, to act accordingly.

STRATEGIC WAR DANGER

U.S. Strategic Command Head Hyten: Take Seriously New Weapons That Putin Unveiled

April 20 (EIRNS)—Speaking to reporters on April 17 at a space symposium in Colorado Springs, U.S. Strategic Command commander Gen. John Hyten stated: “You should believe Vladimir Putin about everything he said he’s working on. Now, the operational status of a lot of those capabilities—that’s a different issue. But everything that he’s said, I know that Russia’s working on, and we watch them very closely. We also listen to what they say very closely, and none of what he did and none of what he said surprised me.”

General Hyten’s remarks, reported in Military Times, refer to Putin’s March 1 televised Address to the Federal Assembly in which he revealed new weapons systems, some based on new physical principles, and which redefined the strategic situation globally. Putin’s announcement in fact meant that the U.S. had been fundamentally “Sputnik-ed,” Helga Zepp-LaRouche commented at the time. General Hyten’s comments are among the first known explicit public responses from the American side to those developments, and reflect a recognition of that new reality.

According to Military Times, General Hyten would not say whether the United States has seen evidence of Russia’s “invincible” hypersonic missile, but, he said, the U.S. military has observed both Russia and China operating hypersonic missiles of varied capabilities. “I won’t give you any specifics about the means we use to watch that. I won’t give you any of the technical specifics about the capabilities of those missiles. But I can tell you that we have observed both Russia and China testing hypersonic capabilities.”

Lavrov Affirms Putin and Trump Won’t Allow U.S.-Russia Military Confrontation To Occur

April 20 (EIRNS)—In an interview with Director General of Rossiya Segodnya International Information Agency Dmitry Kiselev, Russian Foreign Minister Sergey Lavrov said President Vladimir Putin and U.S. President Donald Trump will not allow tensions between their nations to become an armed conflict. “Speaking about the risk of a military confrontation, I feel absolutely confident to assume that the militaries will not allow this, and, of course, neither will President Putin or President Trump. They are leaders, after all, elected by their people and responsible for their peace,” he said, reported Sputnik today.

Lavrov also stated that, following the March 13 warning by Russia’s Chief of the General Staff Gen. Valery Gerasimov, a month before the U.S., U.K., and French missile strikes on Syria, that “in the event of a threat to our military servicemen’s lives, Russia’s Armed Forces will take retaliatory measures to target both the missiles and their delivery vehicles,” the U.S. and Russian military held discussions in which Russia presented its “red lines.”

“This was said very clearly and unambiguously,” Lavrov said. “Afterwards there were contacts at the level of military leaderships and generals, between our representatives and the U.S. coalition command. They were notified of our ‘red lines,’ including geographical ‘red lines’ on the ground. And, as a result, these ‘red lines’ were not crossed.

“Our General Staff has a very clear picture, we have been monitoring [the attacks] live, and statistics, which our military provided. We are ready to take responsibility for that. If someone argues that all 105 missiles reached their targets, then show your statistics. Our evidence, our claims, calculations are at least not groundless and will soon be provided by our military,” Lavrov said.

North Korea Announces a Halt to All Nuclear and Ballistic Tests

April 21 (EIRNS)—Following a plenary session of the Central Committee of the ruling Workers Party, North Korean leader Kim Jong-un announced that his country stopped all nuclear and missile tests, reported South Korea’s Yonhap news agency and Russia’s TASS. “Starting from April 21, North Korea stops nuclear tests and launches of intercontinental ballistic missiles,” Yonhap quoted a statement carried by North Korea’s official KCNA news agency. “The North will also close the nuclear test site in the north of the country to confirm its obligation to stop nuclear tests.”

According to the statement Kim said: “Freezing nuclear tests is an important process of the global nuclear disarmament, and North Korea joins the international effort intended to fully stop nuclear tests.

“We will never use nuclear weapons if there is no nuclear threats or provocations against our country. In any case, we will not transfer nuclear weapons or technology [to other states],” the KCNA statement reads. “We will focus our efforts on creating a strong socialist economy and on mobilizing people and material resources for a sharp increase in the people’s living standards.

“In order to build a socialist economy, we will create favorable international conditions and activate a close dialogue with the neighboring states and the international community with an aim to protect peace on the Korean Peninsula and on the entire planet.”

In response to the announcement U.S. President Donald Trump called it “good news.”  “North Korea has agreed to suspend all Nuclear Tests and close up a major test site. This is very good news for North Korea and the World—big progress! Look forward to our Summit,” Trump said in a Twitter post.

China’s Foreign Ministry today issued a statement in praise of Pyongyang’s decision. “North Korea has decided to stop nuclear and missile tests and focus on economic growth and improving well-being of its people, we welcome this decision,”

Chatham House Wants To Keep Bombing Syria Until Moscow Agrees to Assad ‘Regime Change’

April 20 (EIRNS)—An April 17 article by Dr. Lina Khatib, the head of the Middle East and North Africa Program at the Royal Institute of International Affairs/Chatham House, the British Empire’s premier think tank, bluntly admits that the chemical weapons fairytale is an excuse to keep bombing Syria until Russia agrees to the West’s toppling the Assad government. (Don’t hold your breath.)

“It should not be forgotten that, in the end, chemical weapons are not the main problem in Syria—they are the symptom of the real problem, which is the Assad regime in power…. There can never be peace in Syria while the regime of Bashar al-Assad is in power,” Khatib writes unabashedly.

“Now that the U.S. has committed to military action, attacks can only be a means to an end, the route to putting enough pressure on Russia to convince it to agree to serious negotiations. Serious negotiations mean declaring the Astana process and Sochi talks dead and abandoning the façade that Russia became adept at exhibiting during the Geneva process. For Russia to behave seriously in negotiations, it has to believe that the U.S. is serious. What works in favor of the U.S. is that its key allies—the U.K., France, and Saudi Arabia—are all aligned. This gives it a unique opportunity to engage in a sustained, targeted campaign against Assad’s military assets that has wide international endorsement.

“Though there are suggestions that last week’s attack might be a one-off, such a campaign would ideally not be halted until Russia agrees to serious talks on political transition in Syria. Ultimately, Russia does not want its foothold on the Mediterranean to be composed of rubble,” she threatened.

U.S. POLITICAL AND ECONOMIC

National Security Advisor Bolton and Russian Ambassador Antonov Have First Meeting

April 20 (EIRNS)—U.S. National Security Advisor John Bolton met yesterday with Russian Ambassador to the United States Anatoly Antonov, the White House announced. “At the first meeting between the two in their current roles, they discussed the state of the relationships between the United States and Russia,” the release said.

“Ambassador Bolton reiterated that it is in the interest of both the United States and Russia to have better relations, but that this will require addressing our concerns regarding Russia’s interference in the 2016 election, the reckless use of chemical weapons in the United Kingdom, and the situations in Ukraine and Syria,” the White House said.

Antonov also had a closed-door meeting today with Deputy Secretary of State for Political Affairs Thomas Shannon, according to the State Department.

Readers will recall that Ambassador Antonov had publicly complained a few weeks ago that no one in official Washington was willing to meet with him, because of the intense anti-Russian environment created by Special Counsel Robert Mueller’s investigation and the media. Antonov’s two meetings this week are a significant break in that ostracism, although the agenda described in the White House release maintained the standard phony lines about purported Russian meddling in the U.S. elections, use of chemical weapons, and so on.

The Comey Memos: Nothingburger Re Trump; Stinking Cowpie Re Comey

April 20 (EIRNS)—The Comey memos, which set up the Mueller investigation of the President, established then-FBI Director James Comey as a certifiable leaker of classified information, and now are being fawned over by the ravenous media mob, are finally out in the public domain. This is the result of a Justice Department (DOJ) backdown to outraged Congressmen who rightfully threatened to impeach Deputy Attorney General Rod Rosenstein or hold him and others in the DOJ in contempt, for trying to keep the liar Comey’s memos from the rest of us.

Reading the memos, in light of investigative developments after they were written, demonstrates beyond all reasonable doubt that Donald Trump did not obstruct justice when he fired this guy, that Comey was on a mission to set the President up for prosecution, and that Comey lied to the President repeatedly for that purpose.

THE NEW GLOBAL ECONOMIC ORDER

Will Beijing and New Delhi Reset Relations around Shanghai Cooperation Organization?

April 22 (EIRNS)—India’s The Statesman reported yesterday that the April 21-27 trip to China and Mongolia by Indian External Affairs Minister Sushma Swaraj, in which she will participate in the Shanghai Cooperation Organization (SCO) foreign ministers meeting in Beijing and meet bilaterally with Chinese Foreign Minister Wang Yi, “is expected to ‘reset’ ties between New Delhi and Beijing that were strained by the 2017 Doklam crisis.” They report that the items on the table in Swaraj’s April 22 meeting with Wang Yi include a number of contentious issues between the two countries: the China-Pakistan Economic Corridor, India’s entry into the Nuclear Suppliers Group, placing Jaish-e-Muhammad chief Maulana Masood Azhar on the global terrorist list, and more. That “more” clearly includes the all-important issue of the Belt and Road Initiative, which India has so far failed to join.

China’s Foreign Ministry spokeswoman Hua Chunying gave Swaraj’s visit great importance, saying it will “further enhance political trust between the two countries and elevate the China-India strategic cooperation partnership.”

An April 21 op-ed in China Daily written by Suhit Sen (described only as a veteran journalist and independent researcher based in India), was published under the pointed headline: “Their Goals Make China and India Obvious Allies.” In it, Sen stated: “Wang is expected to persuade Swaraj to review India’s outlook on the Belt and Road Initiative, especially the proposed China-Nepal-India economic corridor.”

The meeting of the SCO foreign ministers will occur on April 24, as will a separate meeting of SCO defense ministers. The summit of SCO heads of state is scheduled for June in Qingdao, China. It is expected, although not yet confirmed, that Indian Prime Minister Narendra Modi will meet with Chinese President Xi Jinping in the context of that SCO summit. Pakistan’s President Mamnoon Hussain will also be at the SCO Summit. This is the first SCO set of meetings in which both India and Pakistan will participate as full members of that organization.

Xiongan New Area Launched in China: ‘A Model City in Human Development’

April 21 (EIRNS)—China officially launched the plan for the Xiongan New Area, the new city that will form a triangle with Beijing and Tianjin, and become the center for non-governmental functions of the Chinese capital city.

Xinhua reports that the announcement marks “a strategic decision with profound historic significance made by the Central Committee of the Communist Party of China (CPC) with Comrade Xi Jinping at the core.” The plan was approved by the Central Committee of the CPC and the State Council, according to a document released on April 20.

Xiongan will be a “new area of ‘national significance’ following the Shenzhen Special Economic Zone and Shanghai Pudong New Area,” according to the document, which calls it “a strategy that will have lasting importance for the millennium to come, and a significant national event.” The plan calls for Xiongan to become a modern city by 2035, and by 2050 a “significant part of the world-class Beijing-Tianjin-Hebei city cluster, effectively performing Beijing’s non-capital functions and providing the Chinese solution to ‘big city malaise.’ ”

The document concludes that Xiongan will become “a model city in the history of human development.”

COLLAPSING WESTERN FINANCIAL SYSTEM

China’s Ambassador Tells U.S., Trade War ‘Will Only Destroy Trade Itself’

April 22 (EIRNS)—Cui Tiankai, China’s Ambassador to the U.S., spoke at Harvard’s Fairbank Center for Chinese Studies on April 17, and again issued a strong call for the two countries to cooperate. According to an article in China Daily, Cui said: “I want to make it clear here: Trade is for mutual benefits. War is about mutual destruction. A trade war serves no meaningful purpose. It will only destroy trade itself.”

Cui said that the two countries have to distinguish between different kinds of their differences. On matters of sovereignty, territorial integrity and national reunification, there is no room for compromise, and there is a red line. On economic and trade issues, solutions should be negotiated, aiming at win-win outcomes. People should not allow themselves to be dominated by Cold War zero-sum mentality, he said. If they do, “then they will see traps and conspiracy everywhere. And people could even become suspicious and fearful of new and positive ideas, such as the Belt and Road Initiative. They could make other people’s dream their own nightmare.”

In her April 20 press briefing, Foreign Ministry spokeswoman Hua Chunying referred to Ambassador Cui’s remarks, stating: “Ambassador Cui often asks himself whether the U.S. is still the open, confident and optimistic country that he used to know? I believe this also confuses many other people. Now the China-U.S. relations are at a crossroads.”

Hua went on to hit back hard at U.S. plans to limit sensitive Chinese investments in the U.S. China Daily quoted Hua as saying that U.S. demands display “an unreasonable, hegemonic approach in scientific fields…. [But] the pace of China’s advancing technological innovation will not be stopped because of the noise and interference…. As the world’s top country with advanced science and technology, has the U.S. really become so fragile?”

SCIENCE AND INFRASTRUCTURE

China Is Reaching Out to More Nations for Cooperation in Space

April 22 (EIRNS)—China has been building new international partnerships and expanding its relations with a broad range of countries for science and technology and commercial activities in space. Li Guoping, a spokesman for China National Space Administration, reported at a press conference today that China has agreements with 37 countries and 4 international space organizations. He detailed some of the recent activities with other countries, such as the launch of a satellite for Algeria, and said China will push forward the construction of the BRICS remote sensing satellite constellation and the Belt and Road Initiative Space Information Corridor. China has already been working with Brazil for 30 years on the China-Brazil Earth remote sensing series of satellites.

Expanding its commercial business is a key new focus for China aerospace. China has been largely prevented from entering the commercial launch business due to 1990s U.S. export restrictions on a long list of so-called dual use products, and specifically, satellites and components. This has meant not only that China could not import U.S.-made satellites in order to launch them, but also that it was barred from importing satellites from Europe that contained American components. Finally, Europe has developed a satellite free of American parts, and other countries have manufactured satellites on their own, thereby opening up the launch market for China.

Li also said that for the future, China intends to have wider international cooperation in the fields of lunar probes, deep space exploration, and space science. China has recently had talks with Russia and the European Space Agency on further cooperation in deep space exploration.

China has recently invited foreign cooperation in the next phase of its lunar exploration program.

OTHER

France’s Macron Coming to Washington To Sell British Lies à la Française

April 22 (EIRNS)—In an exclusive interview with Fox News anchor Chris Wallace on the eve of his three-day state visit to Washington, French President Emmanuel Macron again insisted that President Donald Trump cannot pull the United States out of the Syria trap created by the British Empire.

In the interview broadcast today, Wallace asked Macron about his statement two days after the April 13-14 U.K.-U.S.-French bombing of Syria that “we” had convinced U.S. President Trump that the U.S. had “to stay for the long term” in Syria, which statement White House Press Secretary Sarah Sanders had contested.

Macron finessed his earlier remark, responding that “it is not a matter of U.S. forces” in Syria, but of “U.S. diplomacy” remaining present, and then reiterated the Anglo-French line that regime change, not solely defeating ISIS as President Trump has insisted, must be the goal in Syria.

“We will have to build the new Syria afterwards and that’s why I think the U.S. role is very important,” Macron told Wallace. “Why? I will be very blunt. The day that we will have finished this war against ISIS, if we leave, definitely and totally, even from a political point of view, we will leave the floor to the Iranian regime, [Syrian President] Bashar al-Assad, and his guys, and they will prepare the new war. They will fuel the new terrorists. So, my point is, to say that even after the end of the war against ISIS, the U.S., France, our allies, all the countries of the region, even Russia and Turkey, will have a very important role to play in order to create this new Syria and ensure Syrian people decide for the future” (emphasis in the original).

As for his view of Russian President Vladimir Putin, after commenting that he has a permanent dialogue with him and works with him, Macron warned not to be naive about Putin, and repeated the lie that Putin “is obsessed by interference in our democracies…. He intervenes everywhere in Europe and the U.S. to fragilize [sic] our democracies.”
