EDITORIALUnique Opportunities, Great Dangers Today—A LaRouche Moment for LeadershipAug. 17 (EIRNS)—There are both unique, new opportunities and great dangers in the present, unprecedented historical conjuncture. To begin with, the media stories about Charlottesville, and that President Trump is a racist, are seen as fake news by more and more Americans, even if the British pedigree to this coup operation is not yet apparent to them. There was a shift in this direction of grasping the “fake news” aspect, even between Tuesday and today. Many have seen Trump’s Aug. 15 press conference, where he was not allowed to talk about infrastructure, but was shouted down by maenads of the press. But he fought back very effectively and truthfully. Trump is fighting, and that helps swing the population from fear to anger. “We supported him. We’re not racists. We don’t think he’s a racist.” But the Achilles heel is the economy. Conditions of life are sinking for millions of people, with no apparent relief in sight. Our task continues to be to make known the actions—as outlined by Lyndon LaRouche’s “Four Laws”—to restore a course to progress. People can be uplifted to understand Alexander Hamilton’s principle of Federal credit. You can see it in action in Eurasia, along the new Silk Road! Big and beautiful great projects. Americans should be asking—as some now are: If the Silk Road can be built over there, then why can’t it be done here? People are seeking leadership in the direction of a solution to the crisis. This is a “LaRouche Moment.” For many people, especially the “first responders” to the new LaRouchePAC national petition (“President Trump, Investigate British Subversion of the USA” on larouchepac.com), they have already known of Lyndon LaRouche’s leadership role and record, going back years. It’s as if LaRouche’s identity as a great leader is rising up, as if spontaneously, through this stormy period. Briefed on this, Lyndon LaRouche responded today, roughly, “Yes. Since people are praising me right now, again, I ought to make my voice heard. Or at least by somebody in there. That’s the only way you can actually effect the corrections which people are asking for now. I am alive, and I can do what I have done all through my life so far. And that has not changed. It’s not just me. It’s not just me as a person. It’s what I represent as an axis to strike for what needs to be struck. And that’s the only thing I ever really did that was important. And I did it—and I would hope that we can do it now.” It’s long overdue for the United States to join the New Silk Road—the largest infrastructure and development program in the history of the human species. Just because the U.S. media does not report it, doesn’t mean it doesn’t exist! U.S. POLITICAL AND ECONOMICThe Charlottesville Event, New Phase of the Coup Against TrumpAug. 17 (EIRNS)—It is now abundantly clear that with the Russiagate campaign of the color revolution against Donald Trump seriously damaged—based on the July 24 dossier by the Veteran Intelligence Professionals for Sanity (VIPS) exposing the fraud behind the accusation that the Russians hacked the Democrats’ emails, and the population’s disbelief in that hoax—the coup attempt against Trump will now proceed, targetting American festering hurt over “race.” All psychological warfare operations of this kind are based on population profiles of what seem to be irresolvable problems within the targeted society. Let us be very clear. There is an outbreak of the purest hypocrisy on this issue now taking place in the U.S., with outright genocidalists and eugenicists, such as George W. Bush (architect of the Iraq War and killer of millions) and Lawrence Summers (who wanted to dump toxic waste in Africa) coming forward to decry President Trump’s alleged declaration of moral equivalence between nazis and anti-nazis, on the issue of race. The President was absolutely correct in implying that Charlottesville was a staged event for political purposes. He was more than correct when he stated that the only solution to the issue of race in America is productive jobs. That was the point emphasized by Lyndon LaRouche in a little-remembered piece called “What Ever Happened to Integration,” which is as applicable today as when it was written in the 1970s. The Presidency of Barack Obama and its complete identification of “identity politics” with social progress, created the present cauldron in the United States. There was absolutely no economic progress made under Obama’s reign, only the flooding of the ghettos with drugs, gangs, and economic despair. It is standard British counterinsurgency practice to pit gangs against one another, in an endless cycle of violence and murder, a strategy perfected in the British wars against De Mau Mau by Brig. General Frank Kitson in Africa, and called just that —“gang/countergang.” In the current case in Charlottesville, both gangs in action were controlled either by the FBI or by other intelligence operatives on the scene. The Klan, White Supremacists, Richard Spencer, David Duke, and others in action, are all long-time assets of the FBI. Duke was largely a George H.W. Bush creation. It turns out that the other major figure in Charlottesville, Jason Kessler, now proclaimed to be “alt right,” was actually an Obama activist until November 2016, and participated heavily in Occupy Wall Street. Some say he was an assignment editor at that point for CNN. A strange metamorphosis, to say the least. The guy who drove the car injuring many and killing a protester, was a mentally ill drifter named James Fields, whose fascination with Nazism and violence had been being profiled by authorities since his high school years. On the other side are Virginia Governor Terry McAuliffe; Charlottesville Mayor Michael Signer; a former State Department employee (who some say worked for the CIA) named Brennan Gilmore; the Obama “Resist” apparatus in Virginia; and the violent, lawless, anarchist grouping known as Antifa. This plan to remove the Robert E. Lee statue, and the plan for a large white-power rally to protest its removal, had been underway for a very long time. It is typical of gang/countergang operations now taking place throughout the United States involving alt right provocateurs and antifa provocateurs, which have resulted in riots, injuries, and huge property damage in Berkeley, Portland and other locations. In Charlottesville, the white power advocates procured a permit after a widely publicized court fight; the counter-protesters (without a permit) organized through social media with help from the Soros-funded Progressive Change Campaign Committee, Standing Up for Social Justice, and Refuse Fascism, as well as the violent anarchist Antifa. The counter-protest was also widely promoted by the Center for American Progress of John Podesta, which is the institutional center of Resist. Right after Trump’s election, Charlottesville Mayor Michael Signer said that the city would be the capital of the resistance to Donald Trump. At the same time, the main initial group of the social media organizers of the Resist movement in the U.S. had migrated to Virginia to run Obama protégé Tom Perreillo’s campaign for Governor. Perreillo had formally worked for the State Department in Africa and was heavily backed by Podesta’s Center for American Progress in his campaign. His campaign chief of staff, Brennan Gilmore, was involved in a color revolution in the Central African Republic, pitting Muslims against Christians and resulting in a subsequent genocide (and, as we shall see, was at the center of the action in Charlottesville). Governor Terry McAuliffe’s Clintonista political background and propensity for political stunts and sleazy activities is well known. Preceding the violence of Saturday, the white power advocates marched on Friday night using the same type of torches employed by the Nazis in the Maidan in Ukraine during the 2014 coup backed by the Obama administration. According to all reports of what happened in Charlottesville, Signer and McAuliffe collaborated to have the police bring the two opposing groups together, rather than separating them, and then stood down when the violence erupted. It was Brennan Gilmore who was on hand to capture on video the car that mowed down the counter-demonstrators and killing a young woman, Heather Heyer. The video has been circulated over and over again on television and the internet. Rohrabacher Will Bring Assange’s Information to President TrumpAug. 17 (EIRNS)—According to a press release on his website and a number of press interviews, Rep. Dana Rohrabacher (R-CA), a strong supporter of Trump and of good relations with Russia, met for over three hours yesterday with WikiLeaks’ founder Julian Assange, in his refuge at the Ecuadorian Embassy in London. Rohrabacher said that the discussion was wide-ranging, but mentioned that Assange had given him proof that Russia did not provide WikiLeaks with the Democratic National Committee emails which they published. Rohrabacher said that Assange will give him further information over the coming days, but that he will not make it public until after he reports it directly to President Trump. In an aside, Rohrabacher said that as a former journalist himself, he had agreed with Assange that WikiLeaks, as an award-winning news organization, should have a seat in White House press conferences. STRATEGIC WAR DANGERMoon: “There Will Be No War Here Again”Aug. 17 (EIRNS)—In a free wheeling, unscripted press conference today—unusual for South Korean presidents—President Moon Jae-in stated in the strongest terms that: “I can guarantee you there will be no war here again.” It is the 100th day of his presidency. He expanded on similar remarks he made on Independence Day, Aug. 14, that, “Nobody can make a decision on military action on the peninsula without South Korea’s consent.” He was specific about the U.S.: “President Trump also said whatever option he would use, he would fully discuss it with South Korea and seek its consent beforehand. It is a firm agreement between South Korea and the U.S.” Asked about Trump’s “fire and fury” comments, Moon said, “Trump is showing his resolution to pressure Pyongyang. I don’t think his comments necessarily indicate his intention to carry out military action. I’m telling you that Seoul and Washington are fully communicating with each other.” Asked what would happen if North Korea succeeds in weaponizing an ICBM—the U.S. “red line”—Moon responded: “If the North undertakes further provocations, it will face even stronger sanctions which it will not be able to withstand.” He added: “And in the right circumstances, I may consider sending a special envoy to Pyongyang if it is helpful to improve the relationship and resolve the nuclear issue.” Kim Jong-un announced last week that he would not at this time proceed with the plan to demonstrate North Korea’s capacity to fire missiles near Guam, while multiple back-channel meetings are taking place between the so-called 6-party talks group (Russia, China, Japan, U.S., and the two Koreas). On the other hand, the Pentagon has repeated that the U.S. will proceed with the military exercises with South Korea on Aug. 21. Spokesperson Heather Nauert said, “there is no equivalency” between the North’s testing, which she said was illegal, and the exercises, which are part of the 1953 Mutual Defense Treaty. China Daily deputy editor Chen Weihua called this “regrettable”—that the U.S. calls for China’s help, but is “unwilling to accept Beijing’s ‘dual suspension’ proposal. Chen added: “Why not give it a try? The U.S. itself should be ready to make more compromises as a superpower.” Dunford in China Met With President Xi Jinping and State Councillor Yang JiechiAug. 17 (EIRNS)—Chairman of the U.S. Joint Chiefs of Staff Gen. Joseph Dunford topped off his brief visit in China with a meeting with Chinese President Xi Jinping at the Great Hall of the People. Xi expressed satisfaction with the improvement of military-to-military relations between China and the United States. He noted that Dunford was the first U.S. military leader to visit China since President Trump’s election, and said that although the visit was brief, it had been comprehensive. Dunford also met with State Councillor Yang Jiechi and with Gen. Fan Changlong, the vice-chairman of the Central Military Commission. General Fan, too, said the visit was the important, but also raised Chinese concerns about U.S. monitoring activities in the South China Sea, the deployment of THAAD missiles in South Korea, and U.S. “meddling” in Taiwan. Fan said that the nuclear issue on the Korean Peninsula could only be resolved diplomatically. Dunford thanked the Chinese Navy for helping with the rescue of an U.S. sailor who had fallen overboard. He said deepening communication and cooperation is a common aspiration for both countries. Russia’s UN Envoy Notices U.S. and North Korea Exchanging Conciliatory LanguageAug. 17 (EIRNS)—Russia’s Permanent Representative to the United Nations Vasily Nebenzya said that both Washington and Pyongyang have exchanged conciliatory statements. “We have heard and seen some conciliatory language recently in the last couple of days. That is a good sign that it is cooling down. We are stressing that there is a need for a political way out of it,” Nebenzya said. “For the time being, on the table there is only one. This is our joint Russian-Chinese statement of the 4th of July.” He spoke in reference to the joint initiative to freeze North Korea’s nuclear program in exchange for the United States’ and South Korea’s suspending joint military drills. “We are saying to both sides that they should refrain from anything that would deteriorate the situation,” the Russian diplomat stressed. Meanwhile the head of the Center for Korean Studies of the Institute of Far Eastern Studies at the Russian Academy of Sciences in Moscow Alexander Zhebin spoke to TASS about North Korean leader Kim Jong-un’s statement on stepping back from an attack on Guam. “The statement that Kim Jong-un has made, announcing his decision to delay the missile attack on Guam, may be considered as North Korea’s moratorium on the launches of its intercontinental ballistic missiles,” he said. “They previously announced these launches and now they say that the launches will be delayed. This is a signal for Washington, making it clear that Pyongyang is ready to search for a compromise, it has actually taken the first step in this direction.” According to Zhebin, “now Pyongyang will keep an eye on what the United States will do, actually clarifying that these measures are temporary.” He said that North Korea’s further actions “will depend on whether the Trump administration takes into account Pyongyang’s intention to start searching for a compromise.” U.S.-Made Chemical Weapons Found in SyriaAug. 17 (EIRNS)—Syrian Deputy Foreign Minister Faysal Mikdad announced at a press conference yesterday that chemical weapons, including hand grenades and munitions for grenade launchers filled with the CN and CS non-lethal gas, from Britain and the United States, were found in areas of Aleppo and East Ghouta that had been freed from terrorists, according to Al Masdar News. Commenting on the discovery, Russian Foreign Ministry spokeswoman Maria Zakharova told Russia’s Vesti FM radio station: “The consequences of the war that has been raging in Syria for many years are now being analyzed and material evidence has started to emerge…The fact is that the Western states and regional countries have directly or indirectly supplied banned poisonous substances to militants, terrorists and extremists active in Syria,” as reported by TASS. U.S. To Participate In Military Exercise with Egypt for First Time since Arab SpringAug. 17 (EIRNS)—For the first time since the overthrow of Egyptian President Hosni Mubarak in 2011, the United States military will take part in a biennial joint military exercise with Egypt called “Bright Star 2017.” It is to start next month. The exercises had been canceled since 2012 by then-President Barack Obama According to U.S. Central Command spokesman Army Maj. Josh Jacques, “Bright Star” 2017 will be a bilateral “command-post exercise, field training exercise and senior leader seminar held with the Arab Republic of Egypt,” in which 200 U.S. troops will participate. THE NEW GLOBAL ECONOMIC ORDERZuma Welcomes Launch of BRICS Bank’s Africa Regional CenterAug. 17 (EIRNS)—Launching the Africa Regional Center of the BRICS’ New Development Bank (NDB) in Johannesburg today, South Africa’s President Jacob Zuma addressed NDB President K.V. Kamath, South Africa’s Ministers of Finance and Foreign Affairs, leaders of industry and finance, members of the diplomatic corps, and others. Zuma said in part: “We are truly delighted to share this extremely important occasion with you. The launch of the Africa Regional Center of the New Development Bank is an historic occasion, as it marks the strengthening of the BRICS formation and also underlines the BRICS’ commitment to the development of the African continent and emerging markets. This is a critical milestone not only for South Africa, but for the African continent as a whole. We are thus celebrating it as a shared achievement.” Zuma emphasized that setting up the Africa Regional Center shows the bank is working to expand its membership to other countries beyond BRICS; South Africa is the S in BRICS’ name. “We certainly trust that African countries will be among the first to take up membership at the New Development Bank.” He said, “The bank will start the process to consider new members and finalize the project pipeline for the second batch of loans to be offered in the 2017/2018 financial year,” and that, “The biggest challenge is that Africa remains largely un-industrialized, with the result that our economies are over-exposed to the whims of commodities markets.” Referring to the NDB Board of Governors’ recent increase in the bank’s lending to $2.5 billion for the 2017-2018 financial year, Zuma continued, “This announcement has come at an opportune time for South Africa, as we need more projects. We have great expectations for this regional office.” Zuma said of the limitations of the Regional Center, “The regional office will have to extend its core focus beyond project identification and preparation if it wants to truly realize these [the NDB’s] objectives. The office should in time be given the autonomy to extend loans to qualifying countries in the continent, while also serving as a node for capacity building and knowledge sharing.” The Regional Center seemed ready to go many months ago, but President Zuma waited until he could appoint a finance minister, and a South African director of the NDB, who were in tune with the objectives of the BRICS. The key change was his replacement of the London-oriented Finance Minister Pravin Gordhan, with Malusi Gigaba, who is strongly oriented to the spirit of the BRICS. Belt and Road Investment Increases Even as China Cuts Down on Financial OutflowAug. 17 (EIRNS)—While the People’s Bank of China has begun to clamp down on the outflow of capital, with the volume of mergers and acquisitions down 42% this year, there has been an increase in investment in Belt and Road countries. China has made a concerted effort to clamp down on debt-driven acquisitions abroad, ordering a group of big companies like the HNA Group, Dalian Wanda, and the Fosun Group to assess their exposure to ensure financial stability, much of which has been speculative investment in movie theaters and European football clubs. And yet Chinese acquisitions in the 68 countries officially linked to President Xi Jinping’s signature foreign policy, totaled $33 billion as of Aug. 14, surpassing the $31 billion tally for all of 2016, according to Thomson Reuters data. Placing investments in activities along the Belt and Road shows investors are policy-driven, and thinking long-term. The number of Chinese deals targeting Belt and Road countries totaled 109 this year, compared to 175 in the whole of last year and 134 in 2015, according to Thomson Reuters data. The State Administration of Foreign Exchange, China’s foreign exchange regulator, said this month that domestic companies would still be encouraged to participate in Belt and Road activities. SCIENCE AND INFRASTRUCTURERussia To Supply Two More Nuclear Reactors to ChinaAug. 17 (EIRNS)—Vice President of the Russian State Atomic Energy Corporation (Rosatom) Andrey Lebedev said Russia will supply at least two of the six reactors for the nuclear power plant in China’s Jiangsu province. Last year, Beijing and Moscow said they intended further strategic partnerships in the peaceful use of nuclear energy. “The fact China offered Russia to build new nuclear power plants shows that plans for extending cooperation in the sector are moving to practical implementation,” said Aleksandr Uvarov, the chief editor of the AtomInfo.ru website, reported RIA Novosti. The proposed nuclear power plant will be about 20 km from the Tianwan plant where Russia had supplied two VVER-1000 reactors. Those reactors—Tianwan Phase I, units 1 and 2, were constructed under a 1992 cooperation agreement between China and Russia—and began producing power in 2006 and 2007. Two more VVER-1000 reactors for Tianwan Phase II, units 3 and 4, will be supplied by Russia as well. These two units are now under construction. Moscow-Kazan High Speed Railroad Construction To Begin in 2018Aug. 17 (EIRNS)—TASS reported First Vice-President of Russian Railways Alexander Misharin, speaking yesterday at a forum, said Russia will start to build its first high-speed railway linking Moscow and Kazan in 2018. He also said that the design of the high-speed railroad will be completed by the end of 2017. The rail link will be about 770 km long, with trains expected to move at 400 km/hr and stop every 50-70 km. The high-speed journey from Moscow to Kazan will take 3.5 hours compared to the current 14 hours. OTHERPatrick Lawrence—Profound Analysis of China and the Belt and Road InitiativeAug. 17 (EIRNS)—The same Patrick Lawrence who researched the VIPS analysis of the fake Russian hacking of the Democratic National Committee, and broke the story wide open by publishing it in The Nation, also wrote a detailed analysis of China’s role in the creation of the new paradigm, just days after the historic Belt and Road Forum in Beijing in May. Called “How China Is Building the Post-Western World— Beijing’s Belt and Road project may be the largest single infrastructure program in human history,” it was also published in The Nation, on May 16. Lawrence begins by saying that he has often written about what he calls “parity between West and non-West,” calling it “the single most pressing necessity of our century if we are to make an orderly world out of the deranged, dysfunctional botch those responsible for it still get away with calling the post-war order, the liberal order, the global order— all of which are polite ways of saying the Western-designed, Western-imposed order.” He described the Belt and Road Forum as China and Xi Jinping “constructing—on the ground as well as in the history books— something like a new world order.” He says a “post-Western world” is coming into being, adding: “It is what Vladimir Putin, who seems to have an excellent grasp of history, is talking about— the first, second, and third reasons we are supposed to detest and fear him. It is what formations such as the BRICs… are all about.” He identifies four western responses: “They ignore it, dismiss it as unlikely to work, or mark it down to cynical self-interest or a plot to accumulate power.” The first was characterized by Obama refusing to join the AIIB, “a more stupidly arrogant call one cannot imagine.” He describes the Silk Road Project as “almost certainly the largest single infrastructure program in human history,” and notes that Trump sent a serious representative to the Forum, and is considering joining the AIIB. But, he adds, the vast majority of western responses to the Belt and Road are absurd, claiming it is a power grab or a frantic effort to deal with a decline of their own economy, noting that the leaders in the West “have no clue as to the larger import of what we now witness, or simply cannot face it.” Getting to the point, he says: “When was the last time the United States built Laotians a railway on any terms, never mind China’s (low-interest loans, extended terms)? Think about what a century of fraternal ties to the United States has given the Philippines: You have to start with poverty, prostitution, dope, crime, desperation—all rampant. Don’t wonder why President Duterte now likes to spend his time in Beijing (as do the Malaysians, the Thais, the Vietnamese)…. China also sees advantage in the prosperity of others, and this thought overarches the others by many magnitudes. This has to be squared with all the reductionist accounts of the Chinese as merely selfish.” He reflects: “The criticism of Xi Jinping’s Belt and Road plans now emanating from the West is best understood as a mirror. The imposition of an ideology, the Chinese model, a be-like-us imperative? The projection of power upon other peoples? Loans and development projects structured to the dominant nations advantage? Conditionality in the manner of the Western multilaterals? The cultivation of corruption to gain influence? The threat of intervention? Turn it all around and you have a picture of Western policy, America the most accomplished practitioner, since 1945.” Historically, he notes: “Recall the Five Principles Zhou Enlai advanced (along with Nehru) at the Bandung Conference back in 1955, non-interference the animating thought in four of them. Xi practically recited them this week in Beijing.” He concludes by quoting a friend who said: “Chinese understand themselves as a non-Western people. Depending on whom one is talking to, they are perfectly clear that their intent is to claim, for themselves and others, the fullness of human existence heretofore available only to the Westerner. This is a thumbnail definition of parity, maybe. “A lot of people, too far inside Western ideology and its attendant assumptions, may be uncomfortable with the thought that nations such as China are bringing centuries of Atlantic hegemony to a close. The task is to grasp that there are alternative perspectives, appealing to one’s sensibilities or otherwise— other ideas of democracy, other ideas of the place of the state, the place of the individual, the worth of public goods, the limits of the market, and so on. Development as freedom, Amartya Sen argued in a book of that title at the turn of this century. Westerner’s are unaccustomed to thinking in such terms. Most of the world still must.”
