We Are the Idea-Givers behind the Emerging New Era for Mankind
Oct. 29 (EIRNS)—The just-concluded 19th Congress of China’s CPC has consolidated as that country’s driving mission the idea of creating by the middle of this century a “beautiful China” and a “beautiful world,” in which governments will be guided by the concept of providing for the increasing “happiness” of their populations.
This is a stunning development of strategic significance, Helga Zepp-LaRouche emphasized over the weekend, which has gone right by most of the population in the United States and Europe—let alone registered as a re-statement, “with Chinese characteristics,” of the central philosophical concepts around which the United States itself was founded. “What leader of which country in the West has such a vision today?” Zepp-LaRouche asked. How long has it been since an American statesman made such a perspective, and its attendant concept of man, the subject of national discourse?
And yet these profound ideas would not be so alien to the majority of Americans today, had not Lyndon LaRouche, along with many of his associates, been unjustly railroaded into prison and converted into a pariah over three decades ago. This crime was committed by the same British-run gang of thugs, prominently including Robert Mueller, which went on to cover up the Saudi-British role in 9/11, and is now attempting to overthrow the Trump government and the very Constitution of the United States—a picture proven way beyond a reasonable doubt in EIR’s Mueller special report, which is circulating widely across the country. The British did all of this to try to silence the ideas which Lyndon LaRouche has uniquely generated over decades, which provide the basis for bringing about a New Paradigm for mankind, burying the British Empire once and for all. They are the ideas which are now taking shape in China’s Belt and Road Initiative, which is moving relentlessly forward on every continent.
“We are the idea-givers,” Zepp-LaRouche stated matter-of-factly. What is emerging on the world stage today is the result of our mobilization, our organizing and educating over decades—not merely around projects and policies, but around Lyndon LaRouche’s breakthrough discoveries, his elaboration of the central concept of Man as his creative identity, that which distinguishes him from all other species known to us. It were profitable to study these writings today, both in the West and the East. She particularly urged people to read, or re-read, Lyndon LaRouche’s December 2004 writing, “The Dialogue of Eurasian Civilization: Earth’s Next Fifty Years.” (See EIR, Vol. 32, #1, January 7, 2005; the complete book is available from Amazon.com as Earth’s Next Fifty Years.)
The opening quotation from LaRouche used as the frontispiece in the book version of that report reads as follows:
“Creativity as I have identified it here is the difference between you and a monkey. In fact, there are two qualities to this difference. First, the member of the human species can increase the potential relative population-density of his or her species by the willful use of creativity, as no form of animal life could do this. Second, the progress of society over successive generations, depends upon the re-enacting of the creative discovery of those kinds of universal physical principles by successive generations. Taken together, these two expressions of creativity (as I define it) provide the basis for what we might call natural human morality, the kind of difference which separates human morality from the culture of monkeydom.”
Ten years earlier in 1993, while still incarcerated, Lyndon LaRouche wrote an extensive article elaborating on this, his unique discovery, in a piece entitled “On LaRouche’s Discovery,” whose opening paragraph states:
“The central feature of my original contribution to the Leibniz science of physical economy, is the provision of a method for addressing the causal relationship between, on the one side, individuals’ contributions to axiomatically revolutionary advances in scientific and analogous forms of knowledge, and, on the other side, consequent increases in the potential population-density of corresponding societies. In its application to political economy, my method focuses analysis upon the central role of the following, three-step sequence: first, axiomatically revolutionary forms of scientific and analogous discovery; second, consequent advances in machine-tool and analogous principles; finally, consequent advances in the productive powers of labor.”
Now is a good time for the world to fully discover LaRouche’s Discovery.

First Direct Xinjiang-Ukraine Cargo Train Sets Off
Oct. 29 (EIRNS)—The first cargo train linking China’s Xinjiang province with Ukraine pulled out of Urumqi today, heading for Poltava in Ukraine with a load of oil drilling equipment, Xinhua reports. Cheng Jingmin, Deputy Manager of Xinjiang Beiken Energy Engineering, which provided the equipment, said the new route, running through Kazakhstan and Russia, will cut transportation time from more than two months by sea to 15 days.
Schiller Institute Founder and Chairwoman Helga Zepp-LaRouche, in her Oct. 26 webcast addressing the global strategic shift brought about at the 19th Party Congress in China, pointed to the importance of expanding Ukraine’s participation in such Belt and Road projects, thereby creating grounds for ending that dangerous crisis. Noting that Chinese Foreign Minister Wang Yi had just met with his Ukrainian counterpart Pavlo Klimkin, and both said that they want to cooperate very closely in the Belt and Road Initiative, Zepp-LaRouche stressed: “That is what we have said for years: The only way that you can solve the Ukraine crisis—where the west of Ukraine is Western oriented, Catholic; and the eastern part, is Orthodox, Russian oriented—the only way that you can get back to the unity of Ukraine, is if the Eurasian Land-Bridge, the New Silk Road, is in construction from the Atlantic to the Pacific, and in that way, a higher level of cooperation is implemented, which then solves all of these conflicts. Ibero-America Welcomes ‘China’s High-Speed Development Train’
Oct. 29 (EIRNS)—“Latin America should get aboard China’s high-speed development train,” joining in the building the Belt and Road, Zhang Run, Deputy Director General of the Latin American and Caribbean Affairs Department at the Chinese Foreign Ministry, told an Oct. 20 press briefing in Beijing, according to Uruguay’s La Republica. The Jamaica Gleaner reported Zhang, from the same briefing, emphasized that “the Latin America and the Caribbean region is like an extension of China’s Silk Road project, and we are ready to get more deeply involved…. There is the people-to-people bond despite the distance. We believe in the equality of all countries—big and small—as we continue to work together for lasting peace.”
This is the message various Chinese officials of different levels have delivered across the region after the CPC Congress.
China’s first Ambassador to Panama Wei Qiang, in presenting his credentials on Oct. 25, said that “much energy for cooperation has been accumulating,” because the countries had had to “wait too long” to establish relations. He also said that since the exchanges and contacts over the three months to complete the formal establishment of relations have been intense, this accumulated energy is now going to “overflow.” Ambassador Wei reported his immediate task will be to work closely and seriously with Panama to ensure that when President Juan Carlos Varela travels to Beijing in mid-November to meet with President Xi Jinping, the meeting will be a success.
Panama, with its position as a “hub” of world trade, logistics, finance, and maritime and air traffic, is a “natural partner” of China in implementing the Belt and Road, whose essential concept “consists in reactivating the global economy through innovation and connectivity,” Ambassador Wei said, and that China highly appreciates the enthusiastic and positive attitude with which Panama’s government has embraced the Belt and Road.
Uruguay is another “small” country enthusiastically jumping onboard the BRI. Antonio Carambula, Executive Director of Uruguay’s trade and investment promotion agency, Uruguay XXI, has been traveling throughout the region, promoting participation in the Nov. 30-Dec. 2 “China-Latin America & Caribbean” business summit which Uruguay is hosting. The two main panels at the event will be on the Belt and Road, and cooperation on development and infrastructure, he announced in his Oct. 27 visit to Panama. Carambula called the forum “a great opportunity to see how Latin America can take part, given that China is the leading driver of world trade,” through the Belt and Road.
India-Japan Connectivity Will Not Counter China’s Silk Road Project
Oct. 27 (EIRNS)—Despite all the spin about how Japanese-Indian cooperation is aimed at countering China’s Belt and Road Initiative, India’s Foreign Secretary S. Jaishankar told Sputnik that quite the opposite is the case. He noted that there is such a deficit of connectivity among the countries of the region that all such projects are welcome by all. “I do not think to project our co-operation as competition with China is doing justice to our side. We have probably more ownership of silk road than anybody else, even if we have somewhere lost the branding,” S. Jaishankar said at a function in New Delhi.
“It’s important that India-Japan relations not be defined in negative terms. Every movie doesn’t require a villain. Asia, particularly South Asia, is so underconnected that any connectivity which comes in is good for this provided it follows broad principles, is sustainable and its respectful of local sensitivity. That’s the connectivity vision we follow,” Jaishankar said.
Sputnik writes that Japan plans to invest $110 billion in the Asian countries in the next five years, while India has also projected several connectivity projects in Bangladesh and Myanmar, and is also seeking Japanese help to develop the Andaman and Nicobar islands. “It makes sense to work together instead of undercutting each other. We have both strategic and economic interest in Sri Lanka. Our neighbors are also sometimes more secure if there is another party in the room. Regionalism will grow if there are higher comfort levels. Having Japanese in the room or American in the room will actually help,” Jaishankar explained.

Trump Taking 40 Top Businesses with Him to China
Oct. 28 (EIRNS)—Under the title, “Trump’s China Trip To Broker Billions of Dollars in Energy Deals,” Bloomberg writes that they had obtained a government report saying that nearly 100 firms had applied to the White House to join the President on his China trip in November, and that about 40 will be approved.
“One of the biggest deals the Trump administration is currently negotiating is a multibillion-dollar energy investment from Chinese oil and gas giant China Petroleum & Chemical Corp. that would bring thousands of new jobs to hurricane-ravaged areas in Texas and the U.S. Virgin Islands,” writes author Jennifer Jacobs. She says the deals will not be contracts, but MOUs, and will require approvals at various levels.
“Sinopec is expected to partner with ArcLight Capital, a Boston-based infrastructure investment firm, and Freepoint Commodities LLC, a Connecticut commodity trading firm. The deal is expected to be worth more than $7 billion in investments in the U.S.,” she writes. “The project would include construction of a 700-mile pipeline from the Permian oil field in western Texas to the Gulf Coast, as well as a storage facility there. Separately, Sinopec would expand the existing oil storage facility known as Lime Tree in St. Croix, according to a person familiar with the proposal.” Corpus Christi near the tip of the Texas coast is becoming a new major hub for oil and gas mostly being exported to Asia.
Other firms expected to be on the trip: General Electric Co., Honeywell International Inc., Westinghouse Electric Co. , Alaska Gasline Development Corp., the Boeing Co., Qualcomm Inc., Cheniere Energy Inc., Terex Corp., Thermo Fisher Scientific Inc., Applied Materials Inc., Caterpillar Inc. and Blackstone Group.
Growing Pressure for Special Counsel Mueller To Resign
Oct. 29 (EIRNS)—Thursday’s bombshell Wall Street Journal Editorial Board call for Special Counsel Robert Mueller to resign has been followed by other such calls, in today’s New York Post, by Republicans Rep. Trent Franks of Arizona and by New Jersey Gov. Chris Christie.
Come Monday morning, the Fusion GPS case is likely to escalate, since the court presiding over the House subpoena of the bank records for Fusion GPS has set a new 9 a.m. deadline for Fusion to work out a deal with the House Intelligence Committee or see its bank records handed over to the Committee. For its part, after CNN’s Friday night leak on Oct. 27, the establishment media spent the weekend spinning out stories that someone will be surrendering to Mueller on Monday, Oct. 30, based on an indictment returned on Friday.
It is a certainty that behind closed doors in legal offices throughout Washington, D.C., various new crisis management strategies are being developed as a consequence of the admission that Hillary Clinton’s campaign and the DNC began funding Fusion and Christopher Steele in April 2016, and in anticipation of what Fusion’s bank will be handing over. Similar meetings will preoccupy the FBI building as it produces its Steele dossier file next week to the House Intelligence and Senate Judiciary Committee.
What did the relevant Clinton and DNC officials tell the intelligence committees or, more significantly, the FBI, about the funding of the dossier previously? Did they make false statements under oath or otherwise which are prosecutable? What did the rest of the intelligence community know about the funding of the dossier? Did Obama know about the funding of the dossier, and how was the dossier involved in the illegal unmasking operations? Was the fact that Hillary Clinton and the Democratic Party had paid cash for trash made known to the various journalists to whom the dossier was peddled, or was it made to look like the independent work product of a former MI6 agent claimed to be highly reputable? Was the Clinton campaign’s well-publicized use of Ukrainian intelligence conduited through similar cutouts and deliberately disguised in FEC reports—a criminal violation of the Federal Election Campaign Act?
James Comey obviously knew how the dossier was funded but seems to have used it anyway for wiretaps of candidate Trump’s campaign and a massive and deliberately leaky counterintelligence investigation. Did Comey disclose that the dossier was funded by Hillary Clinton and the DNC to President-elect Trump, when he tried to blackmail and extort him to change his Russia policy?
Trump Promises Infrastructure for Flood Control in Texas, Gets Briefed in Dallas on Harvey Damage
Oct. 27 (EIRNS)—President Donald Trump spoke out on the need for flood-control infrastructure in Texas, after he arrived in Dallas for multiple events on the afternoon of Oct. 25. His trip began with a briefing on the impact of Hurricane Harvey, and what’s been done; followed by a Republican Party Roundtable and a fundraiser. Upon arrival at Love Field Airport, Trump met with Gov. Greg Abbott, Lt. Gov. Dan Patrick and other officials on Harvey and the region. “Trump said he was open to launching major infrastructure projects in the Houston area that are aimed at reducing flooding during future storms,” reported the Washington Post. Saying, “I’m the building President; remember that,” Trump spelled out, “Let’s combat the flooding on a more permanent basis. Let’s take a look at the costs and then see if it’s possible to do, because that would save a lot of money into the future, and it would also put a lot of people to work.”
Trump said that, had such infrastructure been built earlier, the damage and loss of life from Harvey would have been “perhaps almost nothing.” He said, the state and Federal government should see what can be done, because Texas does “get inundated and it’s been going on for decades.”
Among the proposals that officials had raised in the early days following Harvey’s devastation, are sea walls—the Ike Dyke and Coastal Spine, and more reservoirs, as in the Houston Flood Control District. LaRouchePAC’s August 31 Plan of Action is even more ambitious, calling for full-scale coastal defense and a re-building of the region in the context of a national shift. COLLAPSING WESTERN SYSTEM
Catalonia Declares Independence from Spain, as London Celebrates
Oct. 27 (EIRNS)—The next stage in British intelligence asset Gene Sharp’s color revolution handbook for Spain’s Catalonia region—and all of Europe—was kicked off today with the announcement by the Catalan Parliament that they were declaring their formal “independence” from Spain. The vote was 70-10, with 55 others either abstaining or boycotting the vote.
As expected, the Spanish Senate responded within hours by approving the Rajoy government’s request to apply Art. 155 of the Spanish Constitution to Catalonia. Rajoy then announced that he would disband the Catalan government, suspending its president, ministers and parliament; assume national control of the regional police; call home Catalan diplomats abroad; and call snap elections for late December to elect a new regional parliament.
The stage is now set for escalating street demonstrations and violence, exactly as prescribed by Sharp’s color revolution manuals. Readers of EIR will recall that Sharp is a veteran of a doctoral program and then “advanced studies” at Oxford, and 30 years at Harvard’s Center for International Affairs. From Sharp’s 1993 manual, From Dictatorship to Democracy: A Conceptual Framework for Liberation, comes the concept of organizing upheavals around a symbolic color, and neuro-linguistic programming and advertising techniques such as those employed in Ukraine’s 2004 Orange Revolution and fascist coup, and in nearly every color revolution staged around the planet both before and after.
That same book of Sharp’s is also the bible of the Catalan separatist movement. It has been translated into Catalan, and is available free of charge on the website of the Generalitat, the Catalan government itself! One of the major parties in that parliament, and the leader of the street demonstrations for independence, is the Catalan National Assembly (ANC). Liz Castro, the ANC’s national secretary until January 2017 (when she resigned to “return to the bases” to better serve the separatist cause), is an American-born computer software expert and author, and a follower of Sharp. She wrote in August 2017 in El Mon:
“Gene Sharp explains that disobedience is the source of political power. Those who run things depend on the will, the decisions and the support of the people. If the people refuse to cooperate, a leader, no matter how strong he is, cannot remain.” In the same article, Castro also praised the work of Sharp’s close associate, U.S. Army Col. Robert Helvey (ret.).
Similarly, ANC secretariat member Quim Torra wrote in April 2016 on the Ara.cat website: “We have to turn to Gandhian [sic] scenarios of non-cooperation. The scheme that I am explaining was developed theoretically by professor Gene Sharp, the maximum authority on non-violent political action: first protests, then you don’t cooperate, and finally you replace some institutions with others.”
In response to today’s developments in Spain, the U.S. State Department promptly announced that “Catalonia is an integral part of Spain, and the United States supports the Spanish government’s constitutional measures to keep Spain strong and united.” And European Council President Donald Tusk tweeted: “For EU nothing changes. Spain remains our only interlocutor. I hope the Spanish government favors force of argument, not argument of force.”
Tusk’s stated “hope” is less than meaningless, however. It is EU policies that have driven Spain, like many countries in Europe, into economic penury, which is the breeding ground for Sharp’s color revolutions. The only way that a likely bloody escalation can be avoided in Spain at this point, as Helga Zepp-LaRouche explained in her Oct. 26 webcast, is if Spain fully joins China’s Belt and Road Initiative, and integrates Catalonia into that process.

Ambassador Huntsman: The World Will Be More Secure if U.S. and Russia Find Common Ground
Oct. 28 (EIRNS)—TASS reported that U.S. Ambassador Jon Huntsman to Russia said, in his first public speech in Moscow, that the world would be more secure if U.S. and Russia enjoyed good relations. He said it was an honor for him and his wife Mary Kaye to be there “at this incredible moment in the U.S.-Russian relationship.”
“It comes as no surprise that we have some challenges in our bilateral relationship but it also comes as no surprise that we have opportunities in our bilateral relationship,” and that the world would be “more secure and more prosperous when the United States and Russia can find common ground and common interests,” he said. His priority is “to build trust and to build bridges where we can.”
Putin Participates In Russian Nuclear Force Exercise
Oct. 27 (EIRNS)—The Russian Strategic Missile Forces conducted a command and control exercise, overnight on Oct. 26, that included the involvement of Russian President Vladimir Putin himself. “The supreme commander-in-chief made launches of four ballistic missiles,” Kremlin spokesman Dmitri Peskov reported this morning. According to TASS and the Russian Defense Ministry, the exercise involved the live firing of three submarine-launched ballistic missiles—two from a Pacific Fleet submarine and one from a Northern Fleet submarine—an ICBM from Plesetsk and cruise missiles launched from Tu-160, Tu-95 and Tu-22 bomber aircraft. In other words, all three legs of Russia’s nuclear triad were exercised. The exercise was conducted “in accordance with the Training Plan of the Russian Armed Forces,” the Defense Ministry reported, which also said that “The troops completed all tasks. All assigned targets were engaged.”

Cristina Fernández de Kirchner Elected to the Argentine Senate
Oct. 27 (EIRNS)—Former President Cristina Fernández de Kirchner was elected a Senator from the huge Buenos Aires Province in last Sunday’s elections (Oct. 22), giving her a platform to lead the fight against the Macri government’s drive to dismantle Argentina as a leading industrial and scientific nation.
Fernández did not defeat Macri’s candidate, from the oligarchical Bullrich family, who took 41% of the vote, as compared to her 37%. But as the lead candidate of the runner-up party in the provincial Senate race, she was elected, under the election system which allots the runner-up party one of the three Senate seats from the province.
Macri’s governing coalition won a plurality of votes, however, which Macri, the American Enterprise Institute, Reuters (with venom only the British can muster), and others of this ilk are declaring gives the government a mandate to ram through the remaining neo-liberal reforms, with “reform” of the labor law to eliminate worker protections being one of the first on the agenda.
It will not be so easy, and they know it. Fernández, in her Oct. 22 speech that Sunday night after polls closed, declared that the election was not the end, but the beginning, and the Citizen Unity movement she put together four months earlier for the election is now the recognized leadership of opposition to Macri—against, as she said, the most massive campaign against any campaign since the restoration of democracy.
The election is of regional significance in South America. Illegally ousted Brazilian President Dilma Rousseff immediately sent out three tweets congratulating Fernández on her Senate seat and leadership of the Macri opposition. Fernández, for her part, issued tweets pointing to the World Bank report that the number of Brazilians living under the poverty line increased from 2.5 to 3.6 million between 2016 and the end of 2017—i.e. an increase of 1.1 million, largely after Rousseff was replaced by Michel Temer and a neo-liberal agenda. “We have seen this script, also in Argentina. Prescriptions for ‘adjustment’ and ‘reforms’ which only bring us more poverty,” Fernández tweeted.
The Macri government, desperate to crush Fernández and the movement she represents, has launched a brutal judicial witchhunt against her on all kinds of charges. As a Senator as of Dec. 11, she will have immunity from arrest, but how long that immunity will hold is a question. Yesterday the Lower House of Congress stripped Julio de Vido, who had been Planning Minister in the governments of both the late Nestor Kirchner and Cristina Fernández de Kirchner, a key person in all the development projects and international connections to build them, of his immunity, and he turned himself into police. He is now in detention on corruption charges.
