The Population’s Remoralization Is London’s Worst Enemy: Escalate Against the British Empire

Oct. 16 (EIRNS)—“The war to defeat the British Empire and create a classical New Paradigm is clearly winnable, so long as we keep our mobilization in high gear in the period immediately ahead,” Helga Zepp-LaRouche emphasized today in a discussion with associates. She took special note of two recent developments that underscore that potential.

First, former U.S. Attorney for D.C. Joe diGenova delivered a devastating broadside against the British for conspiring with ex-CIA director John Brennan and the FBI in a criminal attempted coup d’état against the Trump Presidency. “British MI6 conducted illegal electronic surveillance on U.S. citizens at the request of the FBI and Brennan…. That’s why the Brits are going crazy…. That really opens up an entirely different can of worms. It opens up a huge criminal liability on the part of American Intelligence officials.” DiGenova also stressed that Trump is now “a different President. He is now in full control of the Presidency,” but that it remains vital to ensure that on Nov. 6.

Second, the Belt and Road Initiative is progressing rapidly in most regions of the planet. Today, a Memorandum of Understanding on the Transaqua project was signed in Rome by the Italian government and the Lake Chad Basin Commission an epoch-making great infrastructure project that will change the entire face of the African continent, and which the LaRouche movement has advocated for decades.

“Take this as an example of how our ideas, which we have been pushing for 40-50 years, and which were in our World Land-Bridge reports going back to 1991, can change the world and make it a better place,” Helga Zepp-LaRouche emphasized. She continued:

“It is clear that the old paradigm is out; the old geopolitical, unipolar world is not functioning anymore. We are witnessing a planetary process exactly as Lyndon LaRouche said was going on, with the Brexit vote, the election of Trump, of the new Italian government, and so on.”

Now we must ensure that the Trump Administration takes up the next, decisive battle at hand. “We have to absolutely move in the direction of the Four Power agreement specified by Lyndon LaRouche, because if the world goes in the direction demanded by the IPCC it would be genocide, since they claim that the Earth’s carrying capacity is only 1 billion people.

“If you think about the potential of the World Land-Bridge, you need 50-100 times more times energy in the next generation, and obviously this can only come with the full-fledged development of secure fission, and a crash program for fusion. In the meantime we need modern coal plants, on which many countries in the world are dependent. The next economic platform will be defined by new physical principles, defined by the crash program and cooperation among the U.S., Russia, China, India and other countries, to develop these common aims of mankind.”

Zepp-LaRouche concluded: “The Damocles Sword of the financial crash is hanging over the world. The next three weeks to the midterm elections in the U.S. will be of absolute crucial importance. We could have a meltdown triggered by deliberate actions; we could have an accidental collapse—there are so many mines in the financial system. But if we focus on finishing off the British Empire, and on the other side the absolute spirit of the New Silk Road which is catching on, we can win.

“This is very clearly a punctum saliens in history, because between the defeat of the British Empire and the New Paradigm, these are rare moments in history where you can actually see how one epoch is being superseded by another one. We have the objective conditions for a worldwide revolution, or a worldwide new era of civilization. So this gives me a very optimistic feeling, and I think out of this optimism we should really grow gargantuan powers.”

Former Prosecutor diGenova Slams British Role in Russiagate, Says Trump Now Controls His Presidency

Oct. 16 (EIRNS)—WMAL radio station in Washington, D.C. aired an explosive interview with former U.S. Attorney, now legal commentator, Joseph diGenova on Oct. 15, conducted by Mary Walter and Vince Coglianese in their “Mornings on the Mall” broadcast. In it diGenova exposed the hand of British intelligence, with help from the Obama Administration, in concocting the “Russiagate” investigation to destroy Trump’s presidency. A close paraphrase follows.

Joseph diGenova: This is why the British are scared…. British MI6 conducted illegal electronic surveillance on U.S. citizens at the request of the FBI and [then CIA Director John] Brennan. That’s how they found out [former Trump campaign advisor George] Papadopoulos was not interested in Hillary’s emails or anything else. Illegal spying by the Brits. That’s why the Brits are going crazy.

That’s a remarkable issue. We talk about domestic surveillance all the time. But when you stretch out to work with foreign governments—read “collude”—to spy on an American citizen, that really opens up an entirely different can of worms.

It opens up a huge criminal liability on the part of American intelligence officials, especially Brennan. Brennan actually visited London, before all this started, and visited MI6 and GCHQ before it started….

WMAL: The President has chosen not to declassify certain documents….

diGenova: Trump won’t declassify certain documents because two foreign governments asked him not to.

This is a different President. He is now in full control of his Presidency. He is playing everyone in his orbit. He knows exactly what needs to made public, and is holding it close to his vest. He is playing it like a masterful Stradivarius—for when it will have maximum impact; to use it at the maximum moment. Trump is in full control of his Presidency. You saw it last night with Lesley Stahl, when he said, “I’m President, and you’re not.” Throwing it in her face….

Obama’s illegal spying will have two political consequences. Trump understands the coup against him…. He is not trying to measure the election; he understands that the coup was so massive; why [Obama’s National Security Advisor] Susan Rice did her famous email to herself on Inauguration Day. Why you see stories of her [saying], of course the White House knew about the Russiagate thing. They were involved in it, so that if Trump refused to accept election results, they’d have a way to undercut his legitimacy.

WMAL: Will we see this information ahead of Election Day?

diGenova: I don’t know. Trump is in full control. He knows Mueller’s investigation is over, because it was illegal. Because of British spying, which our FBI asked them to do. So much worse than Watergate! If Republicans lose the House, these investigations are over because [Senate Intelligence Chair Richard] Burr is a chicken—the only way it will come out is through a criminal investigation by DOJ, and that won’t happen unless [Attorney General Jeff] Sessions and [Deputy Attorney General Rod] Rosenstein are gone after the election.

If we lose the House, all of the investigations come to an end. Every one of them. Because the people in the Senate have no “cojones.”

WMAL: I hope Trump declassifies the FISA investigations. What’s in them?

diGenova: They will show [Stefan] Halper used a CIA agent to entrap Papadopoulos and [Carter] Page, and funnel back to U.S., to the FBI, to get the FISA warrant. [To get] MI6 and GCHQ to do illegal overseas surveillance of the these people—totally illegal! The application [for a FISA warrant] presents [Page] as in cahoots. They knew it was all fabricated.

CBS Correspondent Lesley Stahl’s Discovery: Trump Is So Much More Confident

Oct. 16 (EIRNS)—After her interview with President Donald Trump on CBS News’ ”60 Minutes” aired Oct. 14, interviewer Lesley Stahl, sounding stunned and politically battered by the experience, pronounced Trump “so much more confident” than when she interviewed him just after the 2016 election, the Daily Caller reported.

After what was her third interview with Trump, she repeated, “He was completely different. The interview that really stood out was the one three days after the election. It was my impression that he was in total shock.”

Now, she said, she noticed a change when she sat down with Trump on Oct. 11 to tape the interview which aired Sunday night. “Right now, he’s so much more confident. He is truly President, and you felt it, I felt it, in this interview.”

One in Ten New York City Students Is Homeless!

Oct. 16 (EIRNS)—“Tonight, about one out of every ten students in New York City will sleep in a homeless shelter or in the homes of relatives,” the New York Times’s Eliza Shapiro reported yesterday. This is a higher number of children than at any other time since city records have been kept. There are about 1.1 million children in the city’s public schools.

Since Mayor Bill de Blasio took office in 2014, the number of homeless children have continued to grow, and there has been no significant increase in public or private funding to support these students.

New York has one of the highest populations of homeless students of any big city in America, some 110,000.

  • At 144 public schools, one-third of the children are homeless.

  • In one Bronx school district, 10,804 students are homeless.

  • For every 1,660 homeless students, there is roughly 1 social worker.

Ambassador Antonov Proposes New Channels for Improving U.S.-Russian Relations

Oct. 16 (EIRNS)—Anatoly Antonov, Russia’s ambassador to the U.S., laid out a very interesting proposal while he was in California yesterday, as a participant in the Fort Ross dialogue, an annual event sponsored by the Stanford U.S.-Russia Forum since 2012. Fort Ross is an historic Russian settlement in Sonoma County, that was a center for Russian trading activity on the North American West Coast over 1812-1842.

“When it comes to the Fort Ross dialogue, I think that this is an important and necessary event. This event gives an opportunity for Russian and American colleagues to just sit down together and talk, to think about the world we are living in. The main question is what to do in order to improve Russian-U.S. relations,” Antonov said, reported TASS. “It is just not normal that we have almost no communication channels now. There are contacts between presidents, ministers [of foreign affairs], between [U.S. National Security Advisor John] Bolton and [Russian Security Council Secretary Nikolay] Patrushev, but there are no contacts at a lower level,” he noted.

“I took advantage of my visit to California, while meeting with students, political analysts, with businessmen and politicians, to explain this positive program of restoring ties between the two countries,” Antonov continued. At the forum, “interesting conversations were held about at least two projects—in particular, on setting up a joint committee, commission, council consisting of ‘business captains’ who could get together and think about ways to find concrete projects of economic cooperation in the existing gaps,” the Russian ambassador said. “Colleagues also supported Vladimir Putin’s idea about creating a bilateral Russian-U.S. commission at the level of former political analysts, former diplomats, [former] ambassadors, former defense ministers, former generals, who could get together and think about possible projects in bilateral relations, who could help get the relations out of a crisis situation,” he added. “It would be great if that would start to develop in California,” Antonov said.

NEW GLOBAL ECONOMIC ORDER

Xi Urges Military-Civilian Integration To Foster China’s ‘Coordinated Innovation in Science and Technology’

Oct. 16 (EIRNS)—Speaking at the second session of the Central Commission for Integrated Military and Civilian Development, established in 2017, China’s President Xi Jinping, who also heads this body, “asked for a stronger hold on the implementation of the integration, strengthened role of rule of law, deeper reform of system, and further coordinated innovation in science and technology,” Xinhua reported.

Xinhua’s account summarized the focus of the meeting as follows: “Noting that building major strategic projects is an effective way to promote sci-tech innovation, attendees of the meeting called for making breakthroughs in key and core technologies. Building projects should play a leading role in the process, while advantages and strength should be concentrated and coordinated to make breakthroughs as soon as possible, according to the meeting. The participants also called for the strengthening of the centralized and unified leadership of the CPC Central Committee, giving full play to the political advantage of the system of socialism with Chinese characteristics capable of pooling all necessary resources to solve major problems, coordinating major relevant projects and plans, as well as mobilizing necessary human, financial and material resources.”

An article in China Daily Oct. 15 also stressed the significance of the meeting, emphasizing the need for national self-reliance in these strategic areas: “Participants in a top-level meeting requested on Monday that important research and engineering programs adopt more domestically developed technologies and equipment to boost the nation’s capability in science and technology. The meeting stressed that research and engineering programs with strategic significance can effectively cultivate innovation in science and technology. Top leaders at the meeting asked researchers to make all-out efforts to develop key technologies and concentrate their strength to make breakthroughs.”

Hysterical Italian Media Rant about ‘The Savona Government’

Oct. 16 (EIRNS)—Italian European Affairs Minister Paolo Savona’s “one-man show” in the Parliament on Oct. 11, with his strong reference to U.S. President Franklin Delano Roosevelt, has shown who is in command in Rome and shaken up the established media in Italy. For example, the Huffington Post Italia headlined its coverage, “The Savona Government. He Puts the DEF [budget proposal] under His Name, as the Real Economy Minister. ‘The Future Will Be Better. I Sleep Nights.’ He is the one who responds in the Chamber of Deputies, greeted by a standing ovation. Evoking Roosevelt’s New Deal, treating with irony the technocrats and Juncker’s ‘I drink water.’ ”  (EU Commission President Jean-Claude Juncker has a known drinking problem.)

The source of the hysteria is the fact that Savona—standing in for Finance Minister Giovanni Tria, who was attending the IMF meeting in Bali—addressed the Chamber of Deputies on Oct. 11 to defend the proposed budget, which includes a deficit figure that violates EU guidelines, and argued to repeat the success of Roosevelt’s New Deal. He observed that FDR “put together the industrialized part of the northern United States with the agricultural part … and he succeeded. Therefore, it is my belief that the experiment we are conducting in this moment is really a large effort of national unity, of coincidence between the interests of the advanced and the backward, economically speaking, parts of the country.” He acknowledged that the government budget Document on Economy and Finance (DEF) is ambitious, just as Roosevelt’s New Deal was. The DEF aims at “responding to the increase of poverty since the crisis…. We all agree that the country needs investments. Therefore, let us start to build a New Deal…. But the government program is very cautious, because we are aware that we must implement those reforms that Roosevelt started. Roosevelt made a substantial reform in the financial sector, on competition, on industrial relations.”

Lake Chad Basin Commission and Italy Sign Memorandum on Transaqua Project for Africa

Oct. 16 (EIRNS)—A memorandum of understanding (MOU) for the initial funding of the feasibility study for the Transaqua project in Africa was signed today in Rome by the Italian government and the Lake Chad Basin Commission, based in N’djamena, Chad.

Francesco La Camera, director general of the Italian Environment Ministry, and Mamman Nuhu, Executive Secretary of the Lake Chad Basin Commission, today signed a document that certifies an Italian government grant of €1.5 million to finance the feasibility study for the project to refill Lake Chad and build a water, transport, electricity and agro-industrial infrastructure in central Africa, developed by the Italian firm Bonifica more than 35 years ago.

The formal signing follows the decision announced last Feb. 28 at the Feb. 26-28 International Lake Chad Conference in Abuja, Nigeria. There will be further bureaucratic steps before the grant can be delivered and the feasibility study can start.

“It is a historic step,” Bonifica CEO Romina Boldrini told EIR. “Italy is giving money for Transaqua. Everybody is expecting Bonifica to start the feasibility study now.”

Marcello Vichi, the head of the Bonifica team that drafted the original Transaqua study in the 1970s, said he is “very satisfied” with the agreement. “Finally, after so many years, Africans and Europeans understood the importance of the project. Now we have to make up that lost time.” The Transaqua project is detailed in the Schiller Institute’s reports “Extending the New Silk Road to Africa and West Asia” and “The New Silk Road Becomes the World Land-Bridge: A Shared Future for Humanity, Vol. II.”

Vienna Chamber of Industry President Encourages Austria To Join the New Silk Road

Oct. 16 (EIRNS)—In a press statement posted to the Austrian Chamber of Industry (WKO) website yesterday, Walter Ruck, president of the Vienna Chamber of Industry, declared:

“What the ‘New Silk Road’ is, is easy to explain. It is a part of our economic future. Because the new trade routes between China and Europe will make sure that the exchange of goods between two powerful economic regions turns faster and more efficient. And they will make sure that those countries that are part of the new Silk Road, will get closer to each other. Not just concerning export and import, but also in infrastructure projects, in power supply and in cross-border services. That means additional economic growth, as also our own logistics and transport firms know. According to a new opinion poll among them, 85% of those polled see the New Silk Road as an important issue. 91% expect positive effects on Austria.

“For these effects to occur, Austria however has to become part of the Silk Road initiative, as dozens of countries in the world have already done—including all countries of East Europe. We must establish an efficient link to the New Silk Road—namely through the extension of the broad gauge railroad from the east of Slovakia to the region of Vienna. Otherwise, the New Silk Road will develop with us being excluded, and us being left with the role of a spectator only. Politicians are therefore urged to pursue this project with commitment. Their engagement will be honored with thousands of new jobs and with a higher economic growth. From my talks in China, I know that the latter would very much welcome a strong commitment by Austria.”

China’s Prime Minister Li Keqiang Making Official Visits to Belgium and Netherlands

Oct. 16 (EIRNS)—The three-day visit of the Chinese Prime Minister Li Keqiang which was concluded today, featured the signing of new economic deals to the tune of €10 billion.

Occurring on the eve of the Oct. 18 Asia-Europe Meeting (ASEM) taking place in Brussels, this visit is very important, assessed Cui Hongjian, director of the department of European studies at the China institute of international studies. He told the Global Times on Oct. 14 that the Netherlands and Belgium epitomize those European countries that rely on foreign investment due to their small domestic market. Thus for these countries, free trade and multilateralism are necessary, he said. “China’s strengthened ties with the Netherlands and Belgium could help form a force within the EU to boost cooperation between China and other EU members,” Cui said, and stressing that China and the EU must manage their relations with the U.S., as deteriorating relations would inevitably affect a third party.

Li is making his first official visit to the Netherlands as Chinese prime minister. Former Premier Wen Jiabao visited the Netherlands in 2004, the last official visit by a Chinese head of government. China is the second-largest trading partner of the Netherlands outside the EU, and the Netherlands is China’s third-largest trading partner within the EU, Xinhua reported Oct. 13. In 2017, bilateral trade hit $78.6 billion, setting a new record. Strengthened cooperation between China and the Netherlands in fields including agriculture, health, e-commerce, logistics and intelligent manufacturing, is envisaged. The Netherlands’ direct investment in China reached $2.1 billion in 2017, leading the EU, while China’s $22 billion investment in the Netherlands was also first among all EU members by the end of 2017.

China and Belgium, which Li Keqiang will also visit on this European tour, anticipate deepening their cooperation the chemical, environmental and microelectronics industries. Brussels also hosts branches of major Chinese companies including Huawei, ZTE Corp. and Geely Automobile Holdings. Chinese companies with interests in the Maritime Silk Road are also recent investors in the Dutch seaport of Rotterdam —Europe’s largest—and in the Belgian ports of Zeebrugge and Antwerp.

COLLAPSING WESTERN FINANCIAL SYSTEM

Crash Talk from the Financial Sector

Oct. 16 (EIRNS)—The Federal Reserve policy of “tapering” down quantitative easing by slowly raising interest rates, has the Wall Street crowd that has kept their speculative bubble alive based on the free-money largesse, plenty worried. For example, Scott Minerd, Global Chief Investment Officer at the investment firm Guggenheim Partners, bemoaned on Twitter that the “expansion is coming to an end. Just as an iceberg loomed in the distant darkness to be struck by the Titanic under full steam, so the U.S. economy approaches the distant fiscal drag of 2020 under the full steam of rate hikes to contain inflation and an overheating labor market.” Minerd told CNBC that “Ultimately this expansion will end and it is going to end because monetary policy is going to get too tight.”

Bob Prince, co-chief investment officer at Bridgewater, the world’s largest hedge fund, likewise warned in an Oct. 14 Financial Times interview that “We are at a potential inflection point where the economy is moving from hot to mediocre, Prince said, adding financial markets could feel increasing pressure from the tightening monetary policy,” the FT wrote. Prince warned, “We are clearly shifting from an era of monetary easing to monetary tightening.”
