If North Korea agrees to stop nuclear testing, Beijing will bolster its government with increased aid and new missiles, as well as allowing Pyongyang to keep its current nuclear arsenal, according to a secret Chinese plan, The Washington Free Beacon reported Tuesday.

The plan, dated less than two weeks after North Korea’s latest underground nuclear test in September, also gives assurances to Pyongyang that China will not allow its government to collapse and will only “symbolically” apply UN sanctions requiring a halt to oil and gas shipments into North Korea.

The Free Beacon obtained a copy of the secret Chinese document from someone who previously had ties to the Chinese intelligence and security communities.

Columbia University Professor Andrew Nathan told the Free Beacon that although he could not authenticate the document, it looks genuine.

“The typeface, layout, header, seal, vocabulary, and diction are all those of an official inner party document,” Nathan said.

It states that China will not “forcefully ask Korea to immediately and completely give up its nuclear weapons. Instead, we ask Korea to maintain restraint and after some years when the conditions are ripe, to apply gradual reforms and eventually meet the requirement of denuclearization on the Korean Peninsula.”

Revelation of the document comes amid reports that Beijing is continuing to deliver oil to Pyongyang in violation of UN sanctions, which was criticized last week by President Donald Trump in a tweet.

According to the document, China devised the secret plan after concluding that international pressure would not force Pyongyang to give up its nuclear weapons.

However, the plan also says Chinese officials should warn Pyongyang that further punitive measures will be imposed on senior North Korean leaders and their families if the government acts rashly and that Pyongyang must promise not to continue conducting new nuclear tests.
